32 turns of Stall.

A closer look:

Abomasnow @ Leftovers
Sassy Nature
Snow Warning
Ev's:252 Hp/ 76 Spe/ 84 Sp. Atk/ 96 Sp.Def
MoveSet
-Blizzard
-Protect
-Wood Hammer
-Leech Seed
Because this is a hail team, who better to start with than Abomasnow? Yes it's very common and expected but with snow warning putting up a seemingly never-ending hailstorm it makes the foundation for my tactics. Never-miss blizzard naturally hurts and guarantees a ton of first-turn OHKO's along with wood hammer, early leech seed only furthers the stall tactics when combined with protect for scouting, and the lower speed to guarantee my weather goes up first.

Walrein @ Leftovers
Bold Nature
Ice Body
Ev's: 220 HP/ 228 Def/ 60 Spe
MoveSet-
-Surf
-Substitute
-Protect
-Toxic
Walrein is the staple of my hail team and many hail teams. Again he runs the never miss blizzard, and is nearly unkillable under hail with 12% Hp regeneration every turn. He is the reason for the title of this post as with substitute/protect combined with his unbelievably high defenses he can stall teams for 32 turns+(when combined with roar for pseudo-hazing) and in that period rack up over 200% of hail damage.

Gliscor @ Leftovers
Impish
Hyper Cutter
Ev's: 252 Hp/ 40/ 216 Spe
MoveSet-
-Stealth Rock
-Earthquake
-Roost
-Taunt/Stone Edge
Gliscor adds that needed stealth rock as well as handling certain threats like lucario with boosted defense and EQ, he can shrug off damage with roost and the last slot I was undecided on, taunt can prevent teams from setting up but stone edge provides me with coverage over flying types.

Frosslass @ Leftovers
Timid Nature
Snow Cloak
Ev's: 4 Def/ 252 SpA/ 252 SpA
MoveSet
-Blizzard
-Spikes
-Substitute
-Thunder Wave
This set replaces rotom and brings a new mix to the table. Snow cloak gives that extra dodging ability and combined with a thunderwave can cripple opponents on the switch in or during battle as she outruns many types with her base 110 speed, because of the 40% chance to miss now she can set up substitute and then proceed to spike with blizzard as her power punch.

Hariyama @ Leftovers
Impish Nature
Thick Fat
Ev's: 76 Hp/ 180 Atk/ 252 DEf
Moveset
-Rest
-Sleep Talk
-REvenge
-Whirlwind
Hariyama takes on machamp's roll by being my status abrorber, but also adding amazing bulk, a nice fire resistance, a base 120 power revenege since he will almost never outspeed his opponent, and the ability to pseudo-phaze for racking up entry damage.

Forretress @ Shed Shell
Relaxed Nature
Sturdy
Ev's; 252 Hp/ 112 Atk/ 144 Def
Moveset
-Toxic Spikes
-Gyro Ball
-Explosion
-Rapid Spin
Forrey adds to my dragon defence and adds even more bulk with the ability to set up spikes and also takes on the roll of tentacruel by being my rapid spinner with the added ability to explode and gyro ball for the occassional switch-in.

I see three poke that take SE from psychic and not a single member that is can take it. Latias can really dent this team. A defesive CM lati can heal damage from hail with lefties and recover, it's immune to toxic spikes and can fire off STAB Dragon Pulse and hit Gliscor for SE with Surf. It might have some trouble switching in but once it does it can use CM then procede to sweep. Blizzard is SE but Latias' natural bulk and auto-reovery will alow it to take Blizzards without much trouble. Your only real solution is Stalrein who will have to have to phaze it out. Now here are some changes.

The first are your movesets. Walrein needs surf for stab because of the higher pp and you really won't be hitting poke such as Salamence who will be taken down easily through SR and hail damage. Replace roar with toxic. Fliers with auto recovery like Zapdos can stall you out with roost so toxic is needed to effectively stall them. It will also help if you change rotom-h to a trick set. That way you can have someone to switch out to when your opponent will use trick. It also helps crippling opposing walls. Now your synergy is confusing. You say machamp takes steel when he doesn't resist it. Tentacruel is supposed to take psychic though it's SE against him. Gliscor is supposed to cover his weaknesses but he takes nuetral from psychic and will take a hard hit against psychics coming from azelf and such. Speaking of Azelf he hits everyone here for SE aside from walrein and gliscor, the latter gets taken down anyways. Truthfuly Gliscor is pointless. I was going to ignore the fact that he brought a weakness of water and ice due to the fact that he can get up rocks until I saw that he doesn't know SR. Infact the chances of a stall team being able to actually stall without SR is highly unlikely as a subroost zapdos, Mixmence with roost and Bulkydos can really take down vital pokemon that help you stall and create an opening for physical sweepers. Rotom-H is supposed to be a spinblocker but who would bother using rapid spin when all you have is toxic spikes. Simply send in a poison and absorb the tspikes. After that a SD lucario can take you down no matter what its using as his last move. Stone Edge OHKOs Aboma. Crunch takes down Rotom-H and Ice punch hits Gliscor. And even without Ice Punch I'm pretty sure that CC is a OHKO with SD since for some strange reason your running max Speed and only 4 in defense on a poke that's supposed to be stalling. I also just realized how deadly opposing Rotom-H are. If it uses WoW then you will send out Champ who can't do a thing to it. You are then forced to switch only to be hit by another WoW or a STAB T-Bolt. Gliscor can't do anything to it and Aboma is taken down by Overheat and Walrein can't switch into T-Bolt. Your own Rotom-H is capable of KOing it if it wins the speed tie. Overall though, Rotom-H can continuosly switch in and deal heavy blows to your mons. If your opponent carries any more than one of these hard to handle pokemon then your chances of winning are slim. The only way to fix these problems is by changing quite a bit. First you will need to remove gliscor. He is mainly on hail stall teams in order to counter threats like Ttar who is handled by Machamp. Next you will need something that can phaze since walreain will have toxic. You will also need a SR placer if you remove gliscor add something that can get down spikes. You can remove rotom-h for froslass. It can spin block and start placing spikes as well as use T-Wave. Next you can remove Cruel for Forrey. Almost every team runs a steel type, even offensive teams in order to have a resist to Dragon type moves. Forrey can get down toxic spikes and sr as well as use rapid spin. You can then put in something that closes any holes in your teams defensive with the extra slot left by Gliscor. Runing possible Zapdos in there would work. It can stall with subroosting and toxic or the standard with heatwave in order to counter Scizor. There are probably some problems with this new line up but I don't want to go into a full revamp without knowing whether you are willing to do so.

Machamp's move is called Sleep Talk not restalk lol.

I think a toxistall zapdos would be better than gliscor, but its up to you.

Change Walrein's EV spread to 220 HP / 228 Def / 60 Spe. It means you will outrun Skarmory and can Roar before it Whirlwinds you out, while still giving you enough bulk that you are guaranteed survival from Salamence's +1 LO Outrage. Also, having Stealth Rock somewhere will make handling Flying and levitating Pokemon a lot easier - give your Gliscor Stone Edge and Stealth Rock over Substitute and Toxic, and also change its EV spread to 252 HP / 40 Def / 216 Spe. This gives you just enough Speed to outrun Lucario, which is the only real reason Gliscor should run this much Speed. If you want to guarantee you outrun all Lucario, stick with Jolly, but using Impish will greatly improve your physical defenses and will still let you outrun the 59% of Lucario that ran Adamant last month (compared to the 22% that ran Jolly).

Why don't you drop Machamp for Hariyama? Hariyama is overall quite a bit bulkier and provides a very valuable Fire resistance for your team with its Thick Fat. Try out the following set:

Hariyama @ Leftovers | Thick Fat
Impish | 76 HP / 180 Atk / 252 Def
Revenge / Whirlwind / Rest / Sleep Talk

Hariyama is much longer lasting than Machamp, and because of its low Speed, Revenge will more often than not be hitting for 120 base power. Use its other free slot with Whirliwind and Hariyama becomes a very efficient phazer for your team, since because of its mammoth HP stat it can take quite a beating from both physical and special attacks. Hariyama helps out your team vs Heatran and Infernape a lot more than Machamp does.

Good luck with your team.

I made quite a few changes to it and posted them in bold, although some seem a little iffy, and a full revamp is fine by me if it helps really, but i'm not getting away from the basic idea.
