ok which Gengar would be better?

Choice specs+timid nature

or

Choice scarf+modest nature

remember it has trick.

Choice specs + timid would be better because tricking something a choice specs is much more crippling than a choice scarf. Choice scarf for the most part helps every poke(Excluding Walls) while a choice specs cripples physical sweepers like Scizor or exadrill.

Well, looking at your Skarmory, I can't help but notice it's missing a move. I'm assuming drill peck because of your mention of brave bird not being wanted. Switch the stealth rock for spikes (and have stealth rock on t-tar). Your team could use the extra hazards.

A sub sd garchomp set would be more effective in this position. If you go from latias to Garchomp, you will most likely have an ice attack aimed at you and get rid of your yache berry right away, and proceed to OHKO, or come close behind screens. As you mentioned, T-tar generally switches into this, so a bulky subSD set sounds more logical.

Gengar: choiced
May I recommended using thunderbolt in place of energy ball as it is stronger, and hits the bulky waters like you want. Hidden power fire can be replaced by either focus blast (for perfect coverage) or HP ice so it can get bolt beam coverage, and hit dragons (which you would not want to trick, and none of your attacks do super effective damage to them).

Gengar: non choiced (the one I prefer)
Gengar (M) @ Life Orb
Trait: levitate
EVs: 252spe 252spatk 4hp
Timid nature (+spe, -atk)
-focus blast
-hidden power [ice]
-shadow ball
-thunderbolt

This set is fully able to switch between attacks for perfect neutral coverage, ability to hit ferrothorn for ~80% of its HP, hit bulky waters, and many other things. If you choose to utilize this set, it would be best to put fire punch on t-tar in place of ice punch as ice punch does nothing for t-tar. EQ usually OHKOs it (from dragons, and some gliscor)

If you want an effective scarf pokemon, try a choice scarf latios in place of latias. with surf and HP fire, latios can get pseudo-STABs in other weather while you wait for a good moment to safely bring t-tar in.

I shall now attempt to fix grammar and whatnot.
This may be my first post here, but I've been around competitive battling for a while now. This team has went through a lot a changes from when I first made it. It's a fairly offensive team that has seen a lot of success so far.

Skarmory (F) @ leftovers
Trait: Sturdy
EVs: 252hp 252def 4spe
Impish nature (+def, -spatk)
-Stealth Rock
-Roost
-Whirlwind

Sets up as many hazards as possible and Whirlwinds away. Whirlwind allows me to possibly get damage on a lot of the opponent’s team. Plus I can possibly see a lot of my opponent team, which is great for predictions later on in the game This Skarmory can give my team great offensive momentum to work with. Roost over brave bird so Skarmory can do it's job longer.

Latias (F) @ light clay
Trait: levitate
EVs: 220hp 252spe 36spatk
Timid nature (+spe, -atk)
-Reflect
-Light Screen
-Recover
-Draco Meteor

Used for setting up screens for Garchomp and for some offence later in the game. I avoided using something Luke healing wish because Latias I'd the best offensive dual screen user in my opinion. This Latias is great at cleaning up anything that Garchomp, Gengar, or Tyranitar didn't get. Recovery for well recovery, plus it gives Latias a chance to re-use screens if needed and Draco Meteor for STAB.*

Garchomp (F) @ Yache Berry
Trait: Sand Veil
EVs: 252spe 252atk 4hp
Jolly nature (+spe, -atk)
-Fire Fang
-Outrage
-Earthquake
-Swords Dance

Sets up swords dances behind Latias's screens. With Garchomp’s Yache Berry and the screens, Garchomp can easily use Swords Dance once or twice for an easy sweep. I'm a lot more cautious with ‘chomp because he is my main offensive presence, and I can’t lose him early on. To aid in his survival, Vaporeon can pass on a Wish to give Garchomp another round of destruction. Garchomp usually goes in after Tyranitar to take advantage of sand veil hax while settng up. Pretty standard moveset, lots of coverage.

Tyranitar (M) @ choice band
Trait: sand stream
EVs: 180hp 252atk 76spe
Adamant nature (+atk, -spatk)
-Ice Punch
-Crunch
-Stone Edge
-Pursuit

This Tyranitar is just used for hammering away at the opponent. I don't really like to keep this Tyranitar in too long because a lot of stuff can out speed it. I use him as a "hit and run" type Pokémon. Preventing opposing whether is essential so I have to keep him around for as long as possible, which explains the bulk I put on him. Dual STAB in the form of Crunch and Stone Edge are for power, and ice punch for those pesky dragons and Gliscor.

Gengar (M) @ choice scarf
Trait: levitate
EVs: 252spe 252spatk 4def
Timid nature (+spe, -atk)
-Trick
-Hidden Power [Fire]
-Shadow Ball
-Energy Ball

This Gengar is really useful. He can be an excellent revenge killer while wearing his scarf. Gengar can trick the scarf away to cripple an opposing wall while turning Gengar into a free sweeper in the process. He's a great partner to Skarmory because he can protect Skarmory’s entry hazards by taking Rapid Spin. Shadow ball is the obligatory STAB, and Hidden Power [Fire] is for Ferrothorn, Forretress and Genesect. I choose to run Energy Ball over Focus Blast for those bully waters that I always encounter.

Vaporeon (F) @ leftovers
Trait: water absorb
EVs: 252hp 128def 128spe
Bold nature (+def, -atk)
-Baton Pass
-Wish
-Substitute
-Surf

I use Vaporeon for Wish passing, Substitute passing, and sandstorm stalling. Vaporeon takes Ice and Water attacks which are two of my team’s major weaknesses. With its bulky Substitutes and Wishes that Vaporeon can pass on, Latias, Tyranitar, Garchomp and Gengar's life spans are increased so I can give them a second run at sweeping. I have Surf on Vaporeon so she is not Taunt bait. Vaporeon is key to my team’s success because she always leads to me outlasting my opponent in an offensive battle.

I'm aware of my lack of spinner, but none of my Pokémon are weak to stealth Rock. That being said, I have yet to run into a toxic spike user, or a dedicated phazer like my Skarmory. At this point I'm really looking for help with movesets. Should Gengar have specs or the scarf? I’m sorry for the lack of pictures. I'm doing this from my iPod.

Thanks for the help and please excuse my bad grammar. I've never been to good at that stuff :/

and my T-tar is choices so I can't put rocks on it.

Should I just use a lead tar? If so what can I add in the 6th slot over skarmory?

I'd put a potent wall breaker that adds to your team's offensive line. If you didn't already have two dragons, I'd say mixnite.
