I would assume this to be a byproduct of the new Free-For-All sets that were recently implemented. It doesn't impact any other randomized formats from what I can tell/have seen.

Yeah this was my mistake. The Wallbreaker role isn’t supposed to have forced Protect but I forgot to exclude it so Tera Fighting Wallbreaker Chien-Pao ended up with 5 forced moves due to having dual stabs, tera stab, priority stab, and Protect. This should be fixed soon. https://github.com/smogon/pokemon-showdown/pull/11423
