-With Gengar, if you're going to be using the incredibly gimmicky Icy Wind, at least run a Focus Sash. You're not going to need to slow down things that are already slower than Gengar, and they will all kill you in one hit. And how is it taking Rayquaza? Almost all of them are DD sets, and if it gets one up, what's it gonna do?
-Latias without Soul Dew, which is only usable in DW Ubers, isn't really fit for Ubers. Replace it with Lugia:

-Yeaa... Don't use Haxorus though. Garchomp is more fit for Ubers, or Rayquaza, just not him.
 
I agree that Haxorus belongs in OU. Garchomp does a much better job in Ubers. How about you consider the classic Scarfchomp set?

Deoxys needs exteme speed against other Deoxys or any other lead with priority. Some popular scarf users (even modest base 90s like Kyogore) outspeed Deoxys-A, so I can't see him ever sweeping or doing much more than getting down stealth rocks and fainting. Without a fire attack, random Forretress leads lay down hazards, rapid spin to break the sash and blow away your rocks, then finish Deoxys off with gyro ball.
With the new wish mechanics, Latias's wish is very underwhelming and won't pass much Hp on to a teammate by uber standards. I see this thing wishing and dying. Scarf Kyogore and Palkia rape your Latias (without soul dew) with their superior speed, and those are pokemon that Latias is supposed to counter when it does have soul dew. Soul dew is only for use in dream world, where this team would get raped hard by all of the superior items and abilities available in that tier. Latias is dead weight without soul dew.
Gengars sash is liable to be broken easily by stealth rock, and I just see it as adding more fragility to an already defensively fragile team. Gengars focus blast does laughable damage to Chansey/Blissey, and it isn't revenge killing much with its low speed and lack of a scarf. Gengar doesn't do much damage either by uber standards. It is useable in the right team, but never the strongest choice in my opinion, and it looks to be dead weight on this team.
Nothing on your team has priority or outspeeds a scarfed base 90. Dragon dance Rayquaza has a field day after one boost.
Replace Gengar and Latias, and maybe Deoxys too, at least give Deoxys extreme speed. You could also take out Garchomp, because it is a 3rd choiced pokemon, and your team can't switch effectively. Garchomp needs to have choice scarf to give your team much needed speed, or be replaced too. Ferrothorn is one of the best non-ubers to use, and it gives your team a much needed way to counter Kyogore.
If you truly want to persist with Latias, then use a dual screens variant with light clay to set up for a powerful sweeper like a DD Ray or a extreme killer Arceus.
