Do you think OU pre-evolutions (like Kadabra, Haunter, Sneasel) should be allowed on UU play?
I don't think so, mainly because it makes UU kinda a pseudo-OU, where people are allowed to use weaker OU instead of trying something new.
I'm not sure if Smogon's tier says something about this, does it?
This is not a tier discussion. We're not supposed to discuss if "X" Pokemon is UU or BL, also, pre-evolutions that play different roles from their evolutions like Scyther or Porygon-2, are certainly allowed. The point is if stuff like Gabite or Gligar should be allowed on UU.
