Accessing the Pokemon Global Link Website for Dream World

OK, so this is a different question...

How exactly does one get your friends from your pal pad to become "dream pals?" Everything I can see on Bulbapedia & Serebii says that you just have to have them in your pal pad & do one Wi-Fi "encounter" (we've gone to the Wi-Fi link and done a trade), and their island will show up next to yours. This isn't happening, though.

There something I'm missing?

It's the same site; it'll shunt you over to en.pokemon-gl.com, but you can get to it with the link the OP posted.
