Add a reportable option for someone evading a punishment

I’ve had a few instances where I’ve had to report a user who evaded a global punishment, and I haven’t found a specific option for reporting such instances. With reports getting more advanced with just putting a user in a chat box and putting the reason on why you want to report such user, I don’t see why this hasn’t been done for people that evade punishments, especially since many people would attempt to do it. Hitting other would make me wait for a staff member until I’m able to post such information, so having an option to report evaders would punish them faster.

Just use the `other` option in /ht. I just checked to be sure, and you can post the information before staff arrive.
