Approved Add Swiss as a valid tour format

Right now the only formats that room tours and other things can be is Round Robin and Elimination. I think that it'd be really nice to have some other formats, notably Swiss. Swiss works really well for room tours that have a leaderboard because you get much more accurate placings (since everybody plays more matches) without the huge time sink that is Round Robin.
 
Swiss is what VGC tournaments have used for a long time now (since before I joined the scene in 2013), and every irl tournament, in addition to the vast majority of online unofficial tournaments, uses Swiss-style pairings for VGC. VGC can't really take advantage of this until best-of-three support is implemented, but if we did have it, it would potentially significantly bolster online VGC tournaments on Showdown, allowing for serious tournament structures to be run natively. Heck, even the possibility of best-of-one Swiss room tournaments would be nice for slightly more than casual play as a generic room tournament.
