Done Allow !showteam to be broadcasted with no cooldown

In battle, when a player uses !showteam, it's usually at the end of a battle where 2 players want to show each other their teams. Because of the current cooldown, the other player has to wait before being able to broadcast. Therefore I think it's better if both players can type !showteam at the same time
