Say you have CScarf Modest Kyogre and Jolly Groudon sent out (one from each player). Would the Kyogre have its ability go in effect first and canceled since Groudon is slower, or would Groudon's ability go first and Kyogre cancel it out since Kyogre is by default slower?

well, the slower one will change the weather. The faster one goes first, then the slower one will change it again. So in this case, the answer will be groudon.

weatehr changes are effected when pokemon are sent into battle, not when they move
