Any suggestion for my Rain team?

You can't start any OU Drizzle team with Politoed! Well, it's a basic Defensive Politoed. EVs and nature give Politoed maximum physical walling capabilities. Scald is rain boosted STAB gives me a burn chance, furthering my defensive capabilities. Ice Beam screws Dragons and other Pokemon that have Ice weaknesses in the OU tier. Toxic may seem redundant with Scald, but it's mostly for walls, since burns deal constant damage. Protect helps me scout and get Lefties recovery and Toxic stalling.

I haven't used Tornadus-T is a fairly long time. After seeing it so many times when laddering on PO, I decided to make a rain team with it. EVs give Special Attacking power and some Physical power as well. You probably know about the Life Orb + Regenerator + U-turn combo. Hasty Nature is given to stop Genesect's Download from getting a Special Attack boost. Hurricane is STAB that doesn't miss in the rain. Plus, it offers a nifty 20% confusion chance, as well as dealing with Regenerator Amoonguss and Breloom, two threats to the team. Superpower smashes Tyranitar and nails the two annoying pink blobs known as Chansey and Blissey that think they are so good to take a Hurricane. U-turn allows me to scout and heal off Life Orb recoil with Regenerator. Sleep Talk may seem weird here, but it's not. It enables Tornadus-T to take Spore, countering Breloom and Amoonguss with Hurricane.

Jolteon (M) @ Choice Specs

Originally a Thundurus-T, who was removed due to a gaping Ice weakness, Jolteon was added to prevent a gaping Electric weakness to the team, using Volt Absorb. Choice Specs boosts its already good Special Attack stat, and raises it to a respectable 463 (I think) SAtk stat. EVs and nature are basic Special sweeping spreads. Thunder abuses rain well, STAB and never misses under the rain. The paralysis chance is also nice. Hidden Power Ice complements Thunder nicely, allowing me to form a makeshift BoltBeam combo. Shadow Ball is here to hit Ghosts or Signal Beam, which hits Darks and Grass types as well. These moves are used due to Jolteon's lack of alternatives. Volt Switch allows me to scout, and is decent STAB.

Ferrothorn (F) @ Leftovers

Ferrothorn, originally a Forretress (after discovering that I had no reliable Rock resistance and not too much of a need of Rapid Spin) plays as my Special wall. I've never tried this set of EVs before, but it works really well under the rain. Fire Blast is doing way less than usual, even with the rain up. Anyway, back to the moves. Stealth Rock and Spikes are my hazards, being particularly useful for Dugtrio and Tornadus-T, and help land some crucial KO's when necessary. Leech Seed heals the Pokemon in my team that really need it, such as Dugtrio, as well as keeping Ferrothorn annoying. Power Whip is my STAB moves, and smacks Gastrodon, a somewhat big threat to the team.


Dugtrio (F) @ Choice Band

Dugtrio plays many different roles in my team, and very useful ones it plays. With blazing 120 base Speed, it has the ability to outspeed and pick off weakened Pokemon with the help of its ability, Arena Trap. Choice Banded Dugtrio sports a 388 Atk stat, which isn't too shabby. It serves as a revenge killer, weather killer (except for Hippowdon), as well as picking off weakened Pokemon from hazards and Toxic. Earthquake is STAB and destroys Tyranitar and Ninetales, with their sand and sun respectively. Stone Edge compliments Earthquake very nicely, making the famous EdgeQuake combination and murdering Ninetales and Abomasnow. Sucker Punch is priority used to pick off low health Pokemon, and Shadow Claw is used to nail Ghost Pokemon, especially Gengar.

I realized soon after that Toxic Spikes were becoming a problem for me; they greatly reduced Politoed's and Dugtrio's longevity, which are both usually needed to win weather wars, if any. I searched around for a Pokemon that could solve the problem, as well as benefiting from the rain. Toxicroak was the clear answer. It removes Toxic Spikes and absorbs Toxic thanks to its Poison typing, and gets great healing in the rain through Dry Skin and Black Sludge. Anyway, back to the moves. Substitute is for subboosting, and allows me to absorb status thrown at me. Bulk Up beefs up my defense and attack, allowing me to sweep better and take physical moves like Earthquake well. Sucker Punch slaps Psychic Pokemon that try to knock him out with Psychic, and is good priority to pick off weakened foes. Drain Punch is STAB, and allows for me to heal even more, turning this frog a health whore indeed.
 
This is a pretty solid team team that you have already, but I think there are some minor things you can fix to help it perform better. While the overall goal of your team is pretty apparent, there are changes you can make to achieve that goal with much more ease. I'm not a big fan of Choice Band Dugtrio, you rarely ever need the extra power that it grants and it turns you into massive setup bait the turn after you make a move. A set with Focus Sash would definitely be much more useful in terms of winning weather wars, especially because this ensures that Dugtrio is not setup fodder. The spread should be changed to 252 Atk / 252 Spe with 21 HP IVs and 0 Defense IVs to ensure that Dugtrio gets down to its Focus Sash as soon as possible, and Reversal would be better over Sucker Punch, while Memento is a good option in the place of Shadow Claw. Reversal allows you to beat Tyranitar at low health, while Memento makes sure that any Latios or a similar Pokemon that comes in and attempts to set up gets their attacking prowess cut in half.

With that out of the way, I think you can also change your Politoed set a tad, as Ice Beam is definitely not of much worth. The only targets it hits are Flying-types (mainly Tornadus-T and Thundurus-T in OU), and Dragon-types (mainly Latios, Dragonite, Latias, Haxorus, or Salamence). All of the above Pokemon pretty much force Politoed out, and they never directly switch into Politoed anyways, so I always disapprove of Ice Beam on any defensive Politoed set. The optimal move in my opinion is Perish Song, as it lets you shut down Baton Pass teams that lack Mr. Mime. On your other frog, I think that Swords Dance is definitely the best choice instead of Bulk Up. Attackers in this metagame are far too powerful to use Bulk Up on, and getting a quick boost to KO them is pretty crucial.

On Ferrothorn, you really turned your prime Electric resistance into setup fodder. Thundurus-T walks all over it and you can't do much in return, while other Pokemon that resist Grass-type moves such as Dragons can setup, as long as they carry either Taunt or Substitute. I propose that you change Spikes out for Gyro Ball in order to impede setups. With Gyro Ball, you can break Substitute and discourage the opponent from attempting to grab a Nasty Plot boost or something similar, and this is really important for a fast paced team such as yours. Spikes aren't grabbing too many KOs, and I don't think you'll find many good opportunities to set them up with all the Heatran and Fighting-types running around anyways. Good luck, I hope I helped.
 
Well, as I looked over the RMT I was forming a list of things to suggest in my mind, and then what do you know I look down and harsha has already said the majority of them. Anyway, I second the suggestion of focus sash on duggy, although I like a set of Stealth Rock / EQ / Reversal / stone edge or sucker punch. This will take some of the pressure off ferrothorn to set up hazards, and allows you to replace rocks with gyro ball or protect, which is really useful. You could even run both of them and get rid of hazards on ferro, as, as Harsha said, spikes don't seem too crucial for the team and leech seed + protect + lefties in the rain is a really potent combo that lets ferro recover a ton of health. Alternatively, you can go with harsha's set on duggy and keep rocks on ferro--I again second replacing spikes.

Another thing that immediately jumped out at me was ice beam--unless you're super dragon-weak, which you don't seem to be, a much better option is perish song. Of course, harsha beat me to it again, so I'll just support his comment lol.

On croak, I actually kinda like the BU set--it can (somewhat) set up even with things like gliscor waiting in the wings, and can use way more stuff as set-up fodder. However, I would suggest LO > Black Sludge, as croak needs all the power he can get, and LO is offset by dry skin. The sub damage won't be too bad, since you'll be setting up during which you can recover the health lost.

Some other notes:
You have a stealth rock-weak pokemon who will be switching in and out a lot, as well as a focus sasher (if you take the above advice). Because of this, and because rapid spinning is very helpful in general, especially on weather teams where hazards are crucial to winning the weather wars, I would suggest replacing something on your team with a rapid spinner. The best options are probably tentacruel, starmie, and forretress--notice that all three help your ice weakness while the first two add to your electric weakness (and forry's SpD is so low it's like he's weak to electric attacks since most are special). Because of this, I would probably recommend replacing toxicroak with a spinner, as he seems to add the least to the team's strategy and isn't that necessary to the team's synergy--my second choice would be jolteon. If you don't want to go through with this change that's fine, I really think it would help your team though.

Lastly, I notice your team has neither a revenge killer (scarfer) or priority user other than croak, and sucker punch is unreliable. You do have some very fast pokemon, such as tornadus and dugtrio, but something like lum berry salamence will 6-0 the team once ferro is down or even before, as ferro can't do that much damage to it. Adding gyro ball on ferro will help, as will perish song on toed. A possible solution would be to switch jolteon to mamoswine--it keeps the electric immunity, gives you an ice resistance, and gives you priority. Feel free to disregard this if you are attached to jolteon, but this could really help you against set-uppers and dragons in general.
