My rival created his account only to sign up and has not reconnected. I have already tried to contact him, if he does not answer what should I do?

I would like to call activity on cherif18. We agreed to meet at 12:00 PM PST, and I have been here for 20 minutes past that without him showing up.
I contacted Porglit Sunday and am still awaiting a response.
