I want to know why this format exists. Anything Goes was created because Mega Rayquaza was too broken for Ubers. Why do we have AG in Gen 8 since Zacian wasn't banned?
Anything Goes's existence isn't dependent on whether a Pokemon is banned from Ubers. The format is different from Ubers due to the complete lack of clauses and similarity to the base cartridge game.

Now since 5 out of the 6 pokemon are out in with the new DLC I was trying to find a replacment for smergle.
Right now I'm thinking Bellosom with Baton Pass, Sleep Powder, Ingrain and charm. It's certainly not as good as smergle but I think its the best I can find. The reason I chose Bellosom was becase it was the only other pokemon that could learn Ingrain and Baton pass. Are there any suggestions to improve my current team?

You can't really replace Smeargle on Baton Pass due to how influential Moody was to the overall strategy. Not having Moody is a bit of a dealbreaker for your set, so I would consider if it is worth dropping Ingrain in favour of another, more useful, mon.

Magearna getting Baton Pass has opened up a lot of possibilities for BP teams. It can use Shift Gear to restart BP chains and pass a lot of boosts, gather those all-important Calm Minds, and even fit its own Stored Power to act as a backup sweeper that snowballs with Soul-Heart. It gets loads of other options too like Heal Bell and Imprison too, so it's quite the toolbox that adds loads of redundancy to a BP team in case something goes wrong, or just a reliable Spa passer. The Spa EVs OHKO physically defensive Ferrothorn after a certain number of boosts I can't remember.

While it does stack types with Espeon, you can't ignore the versatility Mew brings. While it doesn't get Ingrain, it does get moves such as *deep breath* Encore, Stored Power, Nasty Plot, Calm Mind, Roost, Taunt, Defog, Stealth Rock, Spikes, Toxic Spikes, Toxic, Dragon Tail, Magic Coat, Worry Seed, Substitute, Whirlwind, Ammesia, Hypnosis, Block, Cosmic Power, I could go on and on. I like the combination of Encore and a boosting move. Baton Pass Mew into a passive mon, lock it into a status move, and boost away. If you're really desperate, Mew does get Fissure and Horn Drill... Or maybe just stick to Stored Power.
