Are bulky waters outdated?

Bulky waters will make a comeback eventually is my guess, as I think a need for them will arise eventually.

Vaporeon still seems a viable option, as does Swampert.

I guess Vappy isn't that Bulky but still has its potential because of Wish, B.Passin' huge Substitutes and absorbin' Water Attacks
