I think Heal Bell can be slash for Hurricane and Toxic - being able to do some damage to Fire type switch in (or Genesect), or hitting opposing walls with Toxic in general is pretty valuable.
 
If you run enough speed to outpace Heatran and Substitute you can actually beat it 1v1 by subbing in front of Magma Storms until it runs out of PP. Actually walling things doesn't really work for an ice type but you can Sub - Roost PP stall a lot of Fire Blasts / Stone Edges.

I can't think of any serious team that would run this in OU but IMO the utility of subroost + Pressure is Articuno's best trait. It's like a Moltres / Zapdos but much much worse except it can beat Ground / Dragon types sometimes with Ice STAB.
 
Now that it has boots it can reasonably run U-turn, which keeps it from becoming the momentum sink it has tended to be for the past 6 generations.
