For the moves i can think about Ice Punch/Ice Shard, Blizzard/Ice Beam, Seed Bomb & Signal Beam/Brick Break/Return.
Since its mixed, you can give more EVs to Sp Attack and Speed so you can abuse Hustle while giving power on special side.
If I'm reading the lists of Pokemon that learn Thunderbolt or Ice Beam correctly, allowing Hidden Power would add Magnezone (HP Ice), Probopass (HP Ice), Registeel (HP Ice), Claydol (HP Electric), Empoleon (HP Electric), and Mawile (HP Electric) to the mix.If hidden power was fine, would there be more pokemon?

So if you hunt Mesprit/Cresselia with a Lv49 leading your party and use a Repel, it'll be the only thing to show up.

an Absol with 21 Special Attack EV's with no special attack boosting nature or EV's whatsoever...using Fire Blast, what are its chances for killing Skarmory, Scizor, and Steelix?
I don't know what Skarmory and Steelix normally run off-hand, so I just did calcs using 252/252 Sassy (which is probably way more than either normally uses). Scizor I used 252/0 Adamant.
Skarmory and Steelix both only take 40% max with 21 IVs, no EVs, and no boosting item. Scizor has a little less than 50% chance of being OHKO'd without SR. With Expert Belt and no EVs, Scizor is guaranteed OHKO, while Skarmory and Steelix take 41-49%. With Life Orb, 76 SAtk EVs are needed to guarantee the 2HKO on Skarmory, while you need 84 EVs to guarantee it on Steelix (neither includes SR or Lefties).
