Is there any pokemon that is resistant to Psychic and Stealth Rock and learns the BoltBeam combo?

Aggron and Bastiodon are the only non-Uber Pokemon that are resistant to both moves and learn BoltBeam (without using Hidden Power). Good luck with that...
As for Ubers, only Dialga and Steel-type Arceus fall under the same category.
Aggron, Bastiodon, and Dialga are some.
Mesprit can do SR and BoltBeam. Metagross can SR and Thunderpunch/Ice Punch if that works for you. Jirachi can do the same as well as use Thunderbolt instead of punch.
If hidden power was fine, would there be more pokemon?
Mespirt isn't resistant to Stealth Rock.

so does 200 spatk, 72 atk, 234 speed with ice beam, aerial ace, seed bomb, signal beam sound?
If I'm reading the lists of Pokemon that learn Thunderbolt or Ice Beam correctly, allowing Hidden Power would add Magnezone (HP Ice), Probopass (HP Ice), Registeel (HP Ice), Claydol (HP Electric), Empoleon (HP Electric), and Mawile (HP Electric) to the mix.

If you're going to use this competively, I would suggest 204 speed EVs to outrun no speed base 100s. Maybe 200 SpA, 104 Atk, 204 Spe would be a nice EV spread.

Also, I assume you're playing the old "NU" with this.
Repels stop you from meeting stuff lower leveled than the first Pokemon in your party. Stuff that's equal or higher leveled shows up.
So if you hunt Mesprit/Cresselia with a Lv49 leading your party and use a Repel, it'll be the only thing to show up.

Surf to the far corner of the lake from where you enter. There's patches of grass there; same for all the lakes.

an Absol with 21 Special Attack IV's with no special attack boosting nature or IV's whatsoever...using Fire Blast, what are its chances for killing Skarmory, Scizor, and Steelix?
I don't know what Skarmory and Steelix normally run off-hand, so I just did calcs using 252/252 Sassy (which is probably way more than either normally uses). Scizor I used 252/0 Adamant.
Skarmory and Steelix both only take 40% max with 21 IVs, no EVs, and no boosting item. Scizor has a little less than 50% chance of being OHKO'd without SR. With Expert Belt and no EVs, Scizor is guaranteed OHKO, while Skarmory and Steelix take 41-49%. With Life Orb, 76 SAtk EVs are needed to guarantee the 2HKO on Skarmory, while you need 84 EVs to guarantee it on Steelix (neither includes SR or Lefties).
