Ditto is so slow as it is that even if you gave it speed, it wouldn't be outspeeding much.
It just wants to survive and transform. (Though I don't like having ditto in a team, but ok)

Ditto is so slow as it is that even if you gave it speed, it wouldn't be outspeeding much.

I used Ditto in ADV, and it wasn't that terrible. It might have been a glitch, but IIRC Metal Powder gave it a +1 defence boost even after it transformed. 600 Def Skarmory anyone?
Wow, if that's the case, Ditto is pretty decent... though it still needs to take that ONE turn to transform :-x
I forgot the city name, but it's the furthest west, and has the ship that goes to Iron Island. Right outside of that, by the water, is a patch of grass. Use the pokeradar there, one will eventually show up.
Mawile or Teddiursa/Ursaring, or you can Sketch it with Smeargle, who can also breed with Eevee.

With the infected Pokemon in my party or with the infected Pokemon as the lead and battle winner?
If you use Power Anklet instead of the Macho Brace, you get 10 ([1+4]*2) Speed EVs per Magikarp, or 60 per battle. That should speed things up a bit.

Toxicroak -- Adamant or Jolly?
I want to lean torward Jolly, because it has a lacking base speed of 85, but then, I'm not sure what it possibly outspeeds at 295 Speed, which is its maximum.
I was hoping to find a list of common speeds used Pokemon are around, like 226 or something for 31 Speed IV Cresselia walls, but I could find no such list. I also tried using Serebii's list of top 100 fastest Pokemon, but it's rendered 'gay' because it also takes into account Pokemon that aren't at max evolvement, and it gives the stats of those Pokemon at max EV, max IV, and at a +Spd nature. Pokemon don't tend to run +Spd natures just for the hell of it.
So, I need to know this. If Jolly, what threats or prey can Toxicroak outspeed at 295 Speed (Jolly) compared to 269 Speed (Adamant)?

2nd question: Does having a fainted Synchronize Abra as your lead in the party still activate its ability to get you 50% of all wild Pokemon as the same nature as the Synchronize user?

Striker- What is the function of this Toxicroak? Sweeper, statuser, etc. You may want to go with 269/Choice Scarf, which is what most CS Heracross run (and it outspeeds all non-ubers, except for Shedinja, Electrode, and other Scarf users)
EDIT: No, Luminous. Why would they? Do flying types avoid Sandstream? No.
