What Pokemon would be good to use with Taunt besides Gyarados? I've been considering a few sets like this:

Infernape

Taunt
Nasty Plot
Flamethrower
Grass Knot

Ambipom

Taunt
Nasty Plot/Agility
Baton Pass
Double Hit
Taunt on Infernape is only needed to prevent PHazing. For example, Gyarados carries it to fend off Skarmory. I can't for the life of me think of anything that would justify Taunt on it over Close Combat/HP ice, as with that defense the opponent will most likely WANT to attack you anyway. As for Ambipom, it can be useful for Plotpassing safely, although again it doesn't really boast the stats to pull it off effectively.
EDIT: I second Bauer's suggestion. Ttar can Taunt effectively with Dragon Dance.

I was planning on Taunting something like Blissey, who can't do that much, and then setting up my Pokemon.
 
I'm trying to teach Salamence draco meteor, but it doesn't have a good friendship with me yet. Whats the fastest way to up the friendship? I gave it one berry and one visit to the massage palor(lol). Any tips/advice? how long will it take before I can bring it to the move tutor?

Give it Soothe Bell, walk around with it a lot, give it lots of EV-reducing berries.

Just get a lot of the EV-reducing berries and Vitamins. My Pokemon maxed out in happiness after I gave them a Soothe Bell and at maximum 30 Berries/Vitamins.
 
If you want a specific berry quickly you can steal most(all?) of them from specific Pokemon... I think GameFAQs has a usable berry guide for finding out what to steal from.
 
awwww man...i just finished EV training it...sigh...


Go take it to the Elite Four with the Experience Share (or just beat them up with it). That should increase its happiness.

EDIT: Give it EV reducing berries in the stats you didn't EV train it in, since it will increase happiness anyway.

How can I get Pursuit AND Ice Punch onto a Weavile?

Forget the Emerald move tutor and just breed with a Male Smeargle that knows Ice Punch and Pursuit. The easiest way to get those moves onto Smeargle would probably to get Smeargle to sketch your Pokemon in a double battle.
