I need to find a double battle in my Pearl version so that I can get my Smeargle to sketch moves off of the rest of my team. The battlers need to be below level 20 (preferably) and fairly easy to access. Any suggestions?

Not sure where to post this, but doesn't anyone find it odd that the suspect voting turned out exactly as it was originally? Nothing changed!
Mabye people are just getting used to how it currently is and mabye that somehow affected the votes?

BTW, is all this tier stuff just limited to Smogon, or the Pokemon community as a whole? Like on the regular shoddy server? I mean, the actual videogames only recognize the Event Pokemon and "Box Cover" legendaries as "Uber"

Actually, Manaphy was voted OU which is a change.

Most battlers out there(random wifiers)use smogons tier list. So I'd say the pokemon community as a whole would use it.

No, unless they change it for the American/European/AUSTRALIAN games.

Before the city with all the flowers, there are girls with pachurisa like lvl 17.

Is it possible to cheat on Shoddy Battle? I've heard people talk about a guy who battles 10 opponents at the same time and somehow freezes the battles so he gets the win...

I have two questions:

-When transferring a pokemon caught in HG/SS to D/P/Pt, does it still say it was actually found in Johto? Because I've heard they've replaced Johto with "Faraway Place", and "Johto" was a beta term.

-Can Japanese event pokemon activate in-game events in games from other nations? For example, a movie Arceus from Japan is transferred to an American Platinum. Would it still activate the hiker's lecture as long as it has the Fateful Encounter flag? I was wondering this, because I was thinking about getting someone I know to trade me a Japanese Arceus, and I'm worried it wouldn't activate the HG/SS Shinto Ruins event when HG/SS comes out in America.

Okay so I'm getting back into EV training and I have a few questions about the Power items.

So lets say my pokemon is holding a Power Anklet. I fight a Starly which would get me 1 speed EV, but the Power Anklet should add 4 to that, giving me 5 EV's, right? And if my pokemon has Pokerus, that would be doubled, giving me 10 speed EV's.

Am I doing this correct?

That's exactly right, RT.

One question that I need answered...
Why are Umbreon and Ninjask in OU? Every time I battle someone with them, they either attempt to stall and cannot(in the case of Umbreon), or get KO'd by a mid-powered neutral move(in the case of Ninjask).

The Pokemon tiers aren't determined by the Pokemon power, defense or support capacity, they are determined by usage. If, for some reason, people started using Dustox in every team it would move of tier. (lol)
Umbreon and Ninjask aren't that bad too. Umbreon can pass Mean Look, which is something fantastic, and Ninjask can pass Speed Boosts and Attack boosts at the same time.

Umbreon and Ninjask are both examples of Pokemon with a few powerful uses despite not being that strong in general. If someone is attempting to do pure stall with Umbreon or allowing Ninjask to take any kind of decent hit, that person is probably not playing those Pokemon in the way that got them to OU.

Umbreon is primarily used to perform a few specific support functions. It can take at least one hit from most things, often two, with its 95/110/130 defenses and decent typing, allowing it to trap opponents by Baton Passing Mean Look. It is also an excellent Wish passer and has a number of decent support moves to go along with this, including Taunt, Yawn, and naturally Toxic. If someone is using it to do Walrein or Blissey style stall, their failure has nothing to do with how good Umbreon is.

Likewise, Ninjask is popular for very specific reasons. From the analysis:

Smogon analysis said:
Ninjask is one of those niche Pokemon that can only seemingly do one thing well enough, but is so good at it that it occupies a special space in that exclusive club of standard Pokemon. He is probably the single most reliable, as well as effective, Baton Passer in the game. He dies faster than any other Pokemon in OU, having pretty much the worst overall defensive stats in the tier, as well as one of the worst typings, but then he doesn't need to live long, only to live long enough to take advantage of the initial surprise, which between Substitute, Baton Pass, and insane speed, is not hard to do at all.

A quick look at the analysis page for either of these two Pokemon should give you a lot of insight into why they are popular.

What are these "legit hacks" people speak of in the Battle Me thread?

"Legit hacks" is kind of a collective term used to apply to some things, typically Action Replay codes, that technically do involve hacking the game but which most players consider to be acceptable. These typically include things like checking a Pokemon's IVs directly, speeding up certain aspects of the game like how long an egg takes to hatch, and cloning Pokemon. Since these do not really bypass any skill or luck, just time, they are generally allowed. This is as differentiated from "cheats" like modifying a Pokemon's stats directly, hacking a rare event Pokemon directly onto the file, etc.

Edit: Sarnath'd by supermarth64, but I will leave it up since it doesn't say exactly the same thing.
