This should be relatively simple. If someone used Fake Out, it would still have less priority and not hit through Protect, right? So if the lead of the foe is a Protect Ninjask, an Ambipom would just be wasting a turn if it used Fake Out, correct?

(I'm pretty sure the EV's were more spread out than the guy told me... her HP is a bit high for what he said, and her sp. def and speed a bit low. I think maybe 126 hp/252 sp atk (bad for that set, I know... but although it's less than optimal, I can still make it work.)/76 sp def/50 speed)

How many EVs would it take for a 20 IV (worst case scenario for my Koffing, best case is 26) Weezing to OHKO a Gyarados with Thunderbolt? Or should I just use Thunder despite its low accuracy?

Rampardos probably needs all of the attacks it can get (Rock Polish and Stone Edge are guaranteed on Focus Sash Rampardos), so most sets will probably want to run another attack instead of Endeavor.
Two questions:
1 - Would something like Double Hit disable focus sash? So if theres a focus sash Rampardos, and Ambipom does some kind of godly double hit, would it KO it or would it hang on with focus sash.
2 - If you see a Gyarados, and you have an obviously faster Thunderbolter or something, are you supposed to actually thunder bolt or suspect a switch to Electrivire/ground type/Jolteon?
