Honestly, it really depends on what you're scared of more: Skarm and other fliers, or Swampert and other Ground/Waters. If it were me, I would go for HP Electric.
No no no. STAB Surf is stronger on Skarmory and other Fliers than Hidden Power Electric. You need to have a 4x effectiveness difference (for instance, Surf is 1/2 effective against Waters, and HP Electric is 2x effective, so that's a 4x effective difference) for HP Electric to be stronger than STAB Surf. HP Electric is for Waters in general, and specifically Gyarados. Hidden Power Grass is for Waters in general also, and specifically Swampert, Quagsire, and Lanturn. Because Gorebyss is likely to be UU, it will thus encounter many more Quagsire (who have Water Absorb) and Lanturn (who has Volt Absorb) than Gyarados. You would, for instance, use Surf on Articuno, not HP Electric, despite HP Electric being super-effective and Surf being "only" neutral. This is because STAB makes Surf roughly equivalent to a 142.5 power attack, whereas a super effective Hidden Power is like a 140 power attack.

Technician will not boost Revenge if you are hit. "Going last" is irrelevant, really, as you can do a 60 power attack and still go last (if they use Focus Punch, for instance). Revenge has a -1 priority modifier, so it will usually go last. Factoring in STAB, if you are hit, that's 180.

I think Substitute is a waste of a moveslot. It's not going to stay up against just about anything. I don't even like it on a Focus Punch Dragonite set (which is better). I'd rather use Focus Punch and 2-3 special attacks--for instance, Flamethrower / Fire Blast, Draco Meteor, Earthquake. If you don't want Draco Meteor, you can use Thunderbolt + Ice Beam there (Super Effective Ice Beam / Thunderbolt has slightly less power than STAB Draco Meteor, but those moves are 100% accurate, so when you factor in Accuracy, Thunderbolt and Ice Beam will do slightly more (a negligible difference) in the long run. Thunderbolt and Ice Beam also have more PP.
Obviously no attack if the last move isn't Outrage. What do you guys think?

Why do you specifically need a "boltbeamer". As I said earlier in this thread, I never think "I need more Pokemon that know Ice Beam". I do, however, think "I need a Salamence counter." or "I need a way to not be walled by Gliscor." Think about what Pokemon you are trying to counter, and what Pokemon you want to stop from walling your set, and use the appropriate moves; never think "I need this kind of attack!".
