You can soft reset for it in FR/LG if you have the Mystic Ticket.

No such luck in Colosseum however. When you "win" Ho-Oh as a prize, you're prompted with a save message. Save and the Ho-Oh goes to your PC. Don't save and you don't Ho-Oh.

No, as you said earlier the birds stay with him until snagged by you. I WISH you could SR for birds from Miror B, partly because you could get great birds and partly because the dude has awesome/hilarious music. And the previous info regarding Ho-oh is correct, making Lugia and the dogs (or whatever they are) the only 3D SRable legendaries.

Should I keep the standard spread, or should I move some of the EVs around to make up for the lackluster Defense?

oh okay then thanks :D. Started off Colo and SR'd for a good Quilava a couple of times today and it struck me that I'm such an idiot why SR for Quilava(it's just a normal pokemon nothing special on it >_<).

I'm sring for the same thing, HP Electric 60+ though.....And good defenses and sp atk
 
I was at a friend's house, got a Calm one and saved before I could check the IVs. It's not too bad, I'll probably SR for another one on my next run-through of the game.

But yeah, the low power of the HP Electric was a letdown...

I know how you feel, yesterday I was one point of HP Electric 70, and it had great ivs=(

SO just to be clear I can't SR for the birds on xd? well thats a pisser, that was next on my to do list.
