Definitely, NO. You only can get National Dex pokemon if you have SEEN them and are registered in your Pokedex.
 
You can, however, get National Dex pokemon without the National Dex through a friend code trade.
 
You can get Ditto through using the radar in Route 218, trading, or transferring it from an Advance game. Getting it through the Radar is annoying, but it's doable. Be sure to carry a pokemon like Magikarp who has a high catch rate so that Ditto will transform into him, and I also used a False Swipe user. It'll save you time and money.
 
What are other good natures for Uxie other than Bold and I read in one of the threads in the Wifi forum that if you go into the GTS and deposit the pokemon then look at the summary and take it back that it will evolve if it is a trade evolution and all the requirements are met has this worked for anybody
 
Does the Everstone trick work with a genderless Pokemon when breeding? I'm breeding my Modest Porygon holding an Everstone with a Ditto, so I'm wondering if it'll have the 50% chance of donating its nature.

thanks, but where do you get the digger drill? google tells me that i need spheres.

but google also tells me that i can only mine for spheres if i have a secret base. it's making me go around in circles. is there a reliable guide to the underground out there?

go to the guy that gives you the explorer kit. complete the old man's tasks. while completing them, youll get the drill.
 
Smeargle are found on route 212-north by what Serebii says so that would be the part that there isn't any rain right. And what speed IV should a Max speed neutral nature Weavile have to out speed Max speed Timid Azelf

as far as i know, the answer is no. i think you would find them the same way you would find spheres.


edit: wheres a good place to EV train for SAtk? I need to know where I can easily find Pokemon that give out 2 SAtk EVs with each battle.

The Old Chateu in Eterna Forest has only Gastly and if you stick GBA game in the bottom slot Haunter will come out as well and in a certain room so will Gengar
