The council has elected to host another suspect test while we are at the tail end of our seasonal ladder, with the suspect this time being Flutter Mane. It is worth noting that this suspect counts towards Tiering Contributor!
Across the months Bad 'n Boosted has been actively played recently, a concern has been raising for Flutter Mane. With a nearly unresisted STAB combination, complemented by the solid mixed bulk it has per the tier's premise, this has led to Flutter Mane finding a variety of ways of playing around its counterplay, being capable of picking additional coverage such as Thunderbolt and Power Gem to hinder switch-ins like Toxapex and Ho-Oh, utility moves like Pain Split and Taunt to invalidate checks like Blissey, and it can also run setup sets that make the most of Protosynthesis to be quite threatening against offense teams. It is hard for any single Pokemon to match up well into all Flutter Mane sets, allowing it to threaten to sweep any type of team, and creating a shared sentiment among the council that Flutter Mane deserves being suspect tested.

However, Flutter Mane can't fit all the moves it'd want. Without Taunt, it fails in abusing many passive Pokemon and is vulnerable to common defensive pieces such as Toxic Toxapex and Roar/Whirlwind Skarmory, whereas without Power Gem (or to a lesser extent Thunderbolt) it is vulnerable to Ho-Oh, which will easily tank its STABs. It has longevity issues in lack of reliable recovery, which allows many teams to chip it, force it out through either a defensive piece or a faster Pokemon. Especially in a bulky metagame, this lack of recovery and vulnerability to all hazards can cause it trouble. If it wants to abuse Protosynthesis, it also needs to commit to a one-time boost by giving up its item, or be vulnerable to being stalled out of sun turns can limit its progress making.

Requirements
To quality for the suspect, you must reach a COIL-value of 2600 with a newly-created user on PS! You must link this account to your Smogon account using the "/linksmogon" command, which will give you instructions on how to continue. The suspect test will conclude at May 20th at 05:59 AM UCT. Once you are eligible, double check that you are listed as a voter here.

The Bad 'n Boosted council may host Suspect Tours in the Pet Mods room on Pokemon Showdown! These tournaments will award suspect reqs to their winners, as long as the tour attracts at least four players. Suspect reqs cannot be passed to second-place contestants even if the winner had already earned suspect reqs. You are not allowed to forfeit these matches with the goal to give others an advantage nor attempt to game the system in any other way.

Voting
Once the suspect period is concluded, everyone who obtained reqs will be tagged with further instructions on how to proceed into Blind Voting. Flutter Mane will be banned from Bad 'n Boosted if a majority votes for its ban (50%+1).

Had never played this tier, and didn't really even expect to, but got reqs in nine games after I more or less copied some stall this guy (arkeis) on ladder was using (I optimized it so much I ended up forcing him to change his twice LOL). Paste here.

tldr I only played a few games and saw one Flutter Mane, which I ended up goofing against really badly by forgetting how broken Dondozo is so I lost to it - it had Taunt + CM which seemed really strong, but even then I should have had an easy time against it with dozo and then won regardless if I wasn't a noob. Will probably vote dnb based on my experience but will see if anyone else participates in the conversation; seems to me like Pawmot is definitely the most annoying mon in the tier though.

TBH I lean on a DNB vote as well, more specifically while Flutter Mane seems ridiculously optimized on paper, the truth is that it suffers a case of 4MSS as it can't fit the coverage to hit checks like Toxapex and Ho-Oh, as well as utility and longevity to pressure other sorts of checks like Bisharp, Clodsire, and Scizor. Its limitations on Protosynthesis (having to use an item slot or being on a timer for as long sun is up) as well as sitting below the crowded 140 base Speed tier also does no favors either.

Flutter Mane is extremely underwhelming. It doesn't even have a favorable matchup into Assault Vest Mienshao using Choice Specs.
252 SpA Choice Specs Flutter Mane Moonblast vs. 252 HP / 252+ SpD Assault Vest Mienshao: 204-242 (43.9 - 52.1%) -- 16.4% chance to 2HKO.
252 SpA Choice Specs Flutter Mane Psyshock vs. 252 HP / 0 Def Mienshao: 230-272 (49.5 - 58.6%) -- 98.8% chance to 2HKO

I got reqs via suspect tour and have official played more than 3 games (Ive played 5) so id like to just say:

Flutter Mane is fine. I dont think ive ever seen a more fine pokemon in my life. It has servere 4mss and isnt that difficult to beat. Its just not that good.

However if we choose to suspect Pawmot in the future id be down.
