You have forgotten neutral 140s (mega mewtwo) and positive +2 base 100s (shift gear blaziken, shell smash garde, jolly gigas, QD char Y etc) which is generally iffy but it might deserve a spot.

I believe you forgot a few notable speed tiers.

My suggestions are made in bold. I don't think there are many other relevant speed tiers that have to be added. You did a good job!
