Overview
########

Baltoy finds its niche in being the only Rapid Spin user that is resistant to Stealth Rock and is immune to Spikes. This sets it apart from other Rapid Spin users, as it can come in on Stealth Rock and Rapid Spin it away while not being too worn down by it. Baltoy also has access to Stealth Rock. With Eviolite, Baltoy has reasonable bulk, and backed by its unique resistances, it has the ability to wall various threats such as Trubbish. However, Baltoy is outclassed by almost entirely everything, including Drilbur, Sandshrew, Hippopotas, and Staryu. Because of the prominence of Knock Off, Baltoy's Psychic typing is very detrimental to its role as a bulky Pokemon. Baltoy's common weaknesses are easily exploited as well, with many top-tier threats having powerful STAB moves to heavily damage, if not KO Baltoy with. A drawback to Baltoy itself is its case of huge four-moveslot syndrome; it can't fit everything it needs to in one set. It also is extremely weak, usually leaving it setup fodder. Baltoy's few useful niches should be taken advantage of when using it; otherwise you're better off running Drilbur.

Moves

Rapid Spin removes entry hazards from your side of the field. Stealth Rock damages Pokemon when they switch in, and also works very well with Rapid Spin. Earthquake and Psychic aren't very powerful, but they do allow Baltoy to harm foes in some way. Recycle should only be used with Berry Juice, providing reliable recovery. Ice Beam can be used over Psychic for coverage, though it is very weak.

Set Details
========

The allocated Defense and Special Defense EVs allow Baltoy to hit 16 in both stats, hitting Eviolite numbers. The rest of the EVs are dumped into HP and Attack to boost them a bit. A Relaxed is used to ensure the power of Baltoy's moves is not affected, and Baltoy doesn't mind the Speed drop. Eviolite is the preferred item, keeping great bulk and being more long-lasting than Berry Juice, although Berry Juice is useful for instant recovery. The exception to this is when running Recycle, which allows Baltoy to reuse Berry Juice. Levitate is a unique niche that Baltoy has over Drilbur, giving it an immunity to Ground-type attacks, Spikes, Toxic Spikes, and Sticky Web which Drilbur lacks.

Usage Tips
========

Baltoy is quite simple to use; its primary goal is to set Stealth Rock or remove hazards with Rapid Spin. Baltoy is immune to Spikes and resists Stealth Rock, which is another niche. Do not lead with Baltoy, as even though it has Stealth Rock, it has quite a bad matchup often and is best used when it is brought in on something it can wall. Baltoy is really passive and tends to lure in setup sweepers, so be sure to have a Pokemon that is able to phaze or utilize Taunt. Knock Off is Baltoy's bane, removing its source of bulk and often leaving it low on health, so always be sure to keep it away from any potential Knock Off user. Prediction is helpful; for instance, using Psychic on a Gastly switch-in can remove it and will allow Baltoy to use Rapid Spin without being spinblocked by Gastly.

Team Options
========

Fairy-types such as Spritzee and Snubbull have good synergy with Baltoy, resisting Dark- and Bug-type moves. Dark-types such as Scraggy and Pawniard also have good synergy with Baltoy thanks to Baltoy's resistance to Fighting-type moves. U-turn troubles Baltoy, making Steel-types like Ferroseed good partners. In particular, Ferroseed is useful because it can freely set Spikes without having to worry about your own Defog removing it. Cleric support is useful to remove Toxic; Chinchou has nearly flawless synergy with Baltoy and access to Heal Bell as well.

Other Options
########

Running Trick alongside a Choice item is effective because Baltoy can hit 14 Speed and catch many opponents off guard. Trick Room is a neat move that Baltoy can utilize to support its teammates. Baltoy also has access to dual screens, which work well in tandem with Trick Room. Magic Coat is intriguing thanks to its ability to reflect Taunt and opposing entry hazards. Calm Mind could be used on a more offensively oriented set, but Baltoy is far too weak to utilize it effectively. In a similar vein, Cosmic Power is an option but is, once again, too gimmicky for use. Dazzling Gleam can catch Scraggy switch-ins off guard but lacks use outside of this. Some other coverage options include Grass Knot and Shadow Ball. Explosion is a neat way to lure in Defog users and explode to ensure that Stealth Rock stays up. Finally, Gravity could be used for a non-blockable Earthquake, but is also gimmicky, uses up a precious moveslot, and removes Baltoy's Ground immunity.

This may be completely stupid or pretty good but I used Recycle + Berry Juice Baltoy w/Rapid Spin and it wasn't too bad at all. Knock Off destroys it either way so it doesn't make too much of a difference and gives it some semi-reliable HP recovery.

Also you didn't list anything that Eviolite can help survive which just makes me think it's for general bulk, and I highly doubt that any non-SE move it going to finish Baltoy off that easily, so I think it would have time to pull off that set.

Another thing that makes me like Recycle Baltoy is that it has recovery, which the other good spinners don't have, barring Staryu, which is a speedy water-type, completely different from Baltoy, which is focused on a bit more bulk and its nifty immunity to Ground attacks. (fuck you drilbur)

Last but not least, you mentioned how it's outclassed by Sandshrew and the Recycle Baltoy set is one thing that only Baltoy can pull off as a spinner because I don't see any reason at all to even consider using Baltoy when Sandshrew can pull off a set with SR/RS/EQ/KO, which definitely sounds better than Baltoy's awkward mixed STABs that will probably fail to OHKO anything and Baltoy's just going to die in 2 solid hits. Whereas Sandshrew can support the team with Knock Off, making it a superior choice.

I think a QC member should analyze my point before giving this the first check.
 
I want you to add Cottonee for a partner. The two have good type synergy overall, and Cottonee can deter or take advantage of setup that will occur when Baltoy is on the field. I'd recommend you try out dsr's suggestion as well.

I'm sorry for leaving this hanging but I'm really not sure how dsr's point should be worked with. It seems around as (in)effective as the current set, and he does bring up some good points, although Baltoy is sort of terrible so I'm not sure if it really actually needs to stick around for that long. I don't know if recyclejuice should be slashed in/turned into the first set/added as a second set/mentioned in OO, so I would like input on this from other QC members. As it is, I think just slashing it in would make do, as it still seems like it'd play quite similarly:

That's fine; in that case, change the set to what I posted above. I know it looks sort of ugly but hopefully another QC can fix it up. Reflect these changes in the Overview, Moves, Set Details, Usage Tips and Checks and Counters.

Other than that, a few minor things -

Rapid Spin:
Remove Magic Coat from Moves.

Other Options:
Add Magic Coat here.
Toxic isn't that great in LC. Say that it helps Baltoy threaten a few things it otherwise could not, such as Porygon and Lileep.
Cosmic Power's biggest issue if used alongside Recyclejuice is that it gets crushed just as badly by Knock Off, preventing it from ever actually sweeping, so list that as a weakness.

Checks and Counters:
I don't think you formatted this section correctly, so do that :P (unless there was a change to the process that I'm unaware of)
Under Types it's weak to - Swinub isn't really a thing :(
Remove the Substitute section because I don't think very many Pokemon except for Gastly commonly run it.
Mention that frailer Flying-types won't appreciate Ice Beam.
For Ghost-types, mention that Gastly is hit by Psychic.

These are a lot of changes but I'm pretty confident that you can implement them properly. QC 1/3

  • Since Baltoy is outclassed as a user of both Stealth Rock and as a spinner, its advantages over the others should be highlighted first and foremost over everything else in the Overview. Emphasize that Baltoy is resistant to all forms of hazards, taking half damage from Stealth Rock and not being affected at all by Spikes, Toxic Spikes, or Sticky Web. This is very, very important.
  • Be sure to stress how pitiful Baltoy is as an attacker. With its meager offensive stats combined with the fact that the set does not account for a nature or EV investment for its moves, being backed by STAB will only help so much, and it honestly won't be denting anything.
  • Saying Baltoy walls Archen is a huge stretch when it gets both U-turn and Knock Off. Either find a way to reword this or remove it entirely. "Baltoy walls Archen as long as it doesn't have U-turn or Knock Off" is not going to fly. Additionally, if Recycle is used over Psychic, it's Archen that completely walls Baltoy, not the other way around.
  • In Other Options, don't sell the possibility of Trick + Choice Scarf so short. It has enough Speed to hit 14 with investment and can surprise the opponent if used properly. There's a reason this isn't its own set, yes, but it's not as useless as the current writeup suggests.
  • Remove Toxic from Other Options completely. Baltoy will 100% not be stalling out anything.

This thing was much better when Meditite existed after Gligar was banned, because people dropped Ice Punch to be able to hit Slowpoke with Thunder Punch, and Baltoy's typing walled it perfectly at that time.

Baltoy finds its niche in being the only Rapid Spin user that is resistant to Stealth Rock on top of and is immunitye to Spikes. This sets it apart just a tad becafrom other Rapid Spin use it means Baltoyrs, as it can come in on Stealth Rock, the hazard it's meant to s and Rapid Spin it away, andwhile not being too worn down by it. Baltoy also has access to Stealth Rock itself. Despite this, though, it's still quite outclassed by more reliable spinners such as Staryu and Drilbur; this is not to say that Baltoy, although it doesn't have its uses, though. With Eviolite, Baltoy has reasonable bulk, and backed by its unique resistances, it has the ability to wall various threats such as Trubbish. This is pretty much where Baltoy's perks stop.However, Baltoy is outclassed by almost entirely everything, including, but not limited to, Drilbur, Sandshrew, Hippopotas, and Staryu. Drilbur and Sandshrew deserve a highlight bBecause Baltoy is nearly entirely outclassed by these two Pokemon. Withof the prominence of Knock Off, Baltoy's Psychic typing is very detrimental to its role as a bulky Pokemon. Baltoy's common weaknesses are easily exploited as well, with many top -tier threats having powerful STAB moves to hurteavily damage, if not KO Baltoy with. A drawback to Baltoy itself is its huge four-moveslot syndrome; it can't fit everything it needs to in one set. Its attacking statlso is are extremely weak, leaving it set up on by practically everything or used as a fodder; not even having STAB on its moves can save it from being pitifully weaked setup fodder. Baltoy's few useful niches should be highlightaken advantage of when using it; otherwise, you're better off running Drilbur.

The allocated Defense and Special Defense EVs allow Baltoy to hit 16 in both stats, hitting an Eviolite numbers. The rest isof the EVs are dumped into HP and Attack for tinyo boosts to bothem sta bits. A Relaxed is the nature of choiceis used to ensure no attacks' powers are weakenthe power of Baltoy's moves is not affected, and Baltoy doesn't mind the Speed drop. Eviolite is the preferred item of choice, keeping great bulk and being more long-lasting than Berry Juice, although Berry Juice is neatuseful for instant recovery once. The exception to this is when running Recycle, givingwhich allows Baltoy reliableto recovery alongsiduse Berry Juice. Fairy-types such as Spritzee and Snubbull have good synergy with Baltoy, resisting Dark- and Bug-type moves. Dark-types such as Scraggy and Sandile also have good synergy with Baltoy thanks to Baltoy's resistance to Fighting-type moves. U-turn is a bit of a dilemmatroubles Baltoy, making Steel-types like Ferroseed good partners. Ferroseed iIn particular, Ferroseed is neatuseful because it can freely set Spikes without having to worry about Defog removing ithem. Cleric support is useful to remove Toxic; Chinchou has nearly flawless synergy with Baltoy and has access to Heal Bell as well.

Other Options

Running Trick alongside a cChoice item is effective because Baltoy hits 14 Speed and can catch many opponents off guard. Trick Room is a neat move that Baltoy can utilize to support its teammates. Baltoy also has access to dual screens, which work well in tandem with Trick Room. Magic Coat is intriguing thanks to its ability to dreflect Taunt and reflect opposing entry hazards. Calm Mind could be used on a more offensively oriented set, but Baltoy is far too weak to utilize this moit effectively. In a similar vein, Cosmic Power is an option but is, once again, too gimmicky for use. Dazzling Gleam can catch Scraggy switch-ins off guard but lacks use outside of this. Some other coverage options include Grass Knot or Shadow Ball. Explosion is a neat way to lure in Defog users and explode to ensure that Stealth Rock stays up. Finally, Gravity could be used for a non-blockable Earthquake, but it is also gimmicky.
