Ok. Talking to IRC, a conclusion has been reached:

As Gen 7 Pokemon do not have an official Hall Rank yet, they can not challenge the Hall.

Because of the Hall's current ownership change (Dogfish has stepped down, and nobody has taken the mantle yet), it might take a while.

As a result, the Challenge has been determined to be illegal. However, if you are to change your pokemon and challenge again, you will receive full priority. You are also allowed to simply wait on this challenge until a rank for Dewpider is decided, at which point we would restart.

I am deeply sorry for not noticing it earlier.
