If I am wrong and it is (15+19)*1.75=whatever (I think the +4 en from consecutive only applies once because a combo is only one attack) use Hyper Beam +Ice Beam for the second attack.
 
With combo's, you do incur consecutive EN penalty twice, so it would be (7+11) and (15+19), which means on A3 you will use Hyper Beam+Ice Beam.
