Let's say it's A1&A2 vs B1&B2.
Sendout goes like this:
A1 sends out and equips
B1 sends out and equips
B2 sends out and equips
A2 sends out, equips and orders
B2 orders
B1 orders
A1 orders

Next round is B2 > A2 > A1 > B1, then A1 > B1 > B2 > A2, then B1 > A1 > A2 > B2. 5th round is the same as 1st.
And yes my sympathy goes to the poor soul that volunteers to ref that.

If a participant refuses or otherwise doesn't signal their intention to take part in the battle, any challenger can take their place if they have enough FE.
