Battle Tower Team

I made this team by choosing one of my favorite pokemon first, Weavile, and then adding pokemon based on which pokemon can beat him. One question though. Do Battle Tower pokemon have EVs? (Battle Tower teams are allowed here right?)

Standard Revenge Weavile, I'm not using Lead or Anti-Lead because the BT is just random poke's, not real leads.

This guy can take out any pokemon that has super-effective typing against Weavile. Since I might use him in my sandstorm team, he has Sand Veil and Taunt. Also a Physical Wall.

A little invention of my own, designed to be a special wall, of sorts. Healing is very unreliable, but putting foes to sleep with Sing can stall while getting Lefties gain (Plus this is the Battle Tower, folks, gosh). Plus switching into Water moves. I know the hax at the BT is awful but I'm willing to take it.
 
You shouldnt have weavile as lead, as at least in my game, Fighting leads are common. Give him sash as weavile doesnt take LO damage well, especially in BT when you need the extra health.How far have you got with this team?
 
This is a better starting Weavile:
Jolly - Focus Sash - 252 Att, 252 Speed, 4 Hlth
Fake Out/Brick Break
Counter/Swords Dance
Night Slash
Ice Punch

Fake Out cancels out enemy Focus Sashes, and Counter will almost always OHKO. Focus Sashes aren't common in Battle Tower leads, so Brick Break is an option for Steels. Most however are physical attackers, and are dealt with better by Counter, but Heatran is an exception. If you run Brick Break, you might want Swords Dance over Counter to sweep better. However, I find there are better pokemon for sweeping in battle tower e.g. Garchomp, Scizor, Latios.
