If the combo would be illegal (I don't see why it would be), use Fly + Fly that action
 
Activating a STAB command requires one (1) action, according to Deck Knight. This ruling occurred after the example you provided, Geodude6. Your example occurred before there was any ruling and everyone was simply guessing as to when it could occur.
