XY. Or rather, best dex+catching. There's good dexs that have great mons that you can only find in Victory Road, or ones where you have 1 option before Gym 3 and have to run that every time. Shoutout to SwSh with an incredible dex entirely locked behind the raids and dens, making finding something specific a serious chore. XY is not only broad, a lot of the diversity is available early. That makes monotype challenge runs, nuzlockes, etc, all varied and reasonably simple.

SM...honestly a good dex, but the prevalence of derps in early routes makes actually recognizing that fact pretty difficult.
SV is probably a contender, since sequence breaking for anything in the game is a reasonable option, but I'd need more experience with it to vote for it.
 
To me, every PokéDex is the best at something. Here’s some of the more notable examples:
  • RBY/FRLG: Best at representing the classics in all their broken glory (this game is held together by Scotch tape and rubber bands)
  • GSC/HGSS: Best at improving upon half of the classics and completely shunning half of the new Pokémon until the endgame
  • RSE/ORAS: Best at balancing quality, quantity, and balance relative to its time of release
  • DP/BDSP: Best at demonstrating how not to design a video game
  • Plat/PLA: Best at making a previously horrible selection of Pokémon actually acceptable to pick from
  • BW1: Best at taking existing ideas and trying to pass them off as new things to try out (imagine trying something new lmao)
  • BW2: Best at doing exactly what the fans wanted at the time of this game’s own predecessor(s)
  • XY: Best at having a gigantic list of Pokémon available just for most of the playerbase to use almost the exact same team anyway
  • SM: Best at reusing the same total Pokémon number as previous installments (Oblivia’s Browser and BW2’s updated Pokédex are also at 301)
  • USUM: Best at having cool new additions that still get glossed over by stuff that was in the first games
  • SwSh: Best at honestly having an incredible PokéDex on all metrics but being forced to play a terrible game to actually make use of that
  • SV: Best at making me wonder how all of the returning Pokémon will fare in a generation murdered by the generational gimmick and power creep

Maybe this will be more precise:
SV: Best at demonstrating what happens if you get uncreative (i.e. this but bigger numbers) or went overboard with the new Pokémon, Abilities and moves, which happens 90% of the time.
