I think the concept is worst-case scenario, you lay one layer of Spikes, take a hit and get knocked down to 1HP. From there, Destiny Bond is a guaranteed KO if you're faster and the opponent attacks.
If you're slower for some reason, you can take the hit and go down to 1HP, and on the same turn, use Destiny Bond. That will encourage your opponent not to attack and trigger Destiny Bond, buying you more time to Spike.
