Gonzap is barely a villain. You see him three times over the course of two games. I would have replaced him with "Other"

Givonni is cool because in the Fame Checker in FR/LG he says something like I will only work towards improving myself and nobody else, which is epic. A classy villain who knows when he has been defeated.

I voted Bidoof, and not just as a joke. In terms of being 'feared' all those villains are just lame. Or at least, out of the ones I actually know about. Then look at Bidoof. It does nothing, yet has the entire internet chanting its name like some kind of cult...

Its like Bidoof is the Chuck Norris of pokemon. Except it beats Chuck Norris simply by being unaware of how strong Chuck Norris really is...

The poll was about the villains in the games, meowth is not a villain in the games, jesse and games are in yellow...
And yes, Bidoof is so fcking creepy...O_o

Giovanni is the best, he was actually intelligent, in comparison to the other "villains". Greevil was okay, he easily fit in with a crowd without looking TOO suspicious.

Giovanni was the embodiment of an explosive burst of ALL, EVERY LAST BIT of their creativity, because every viallain afterward has either been one of his minions or attempting the same framework goal.

And Bidoof is in this game as Fearow was in RBY, I just can't encounter one without killing it as brutally as possible. You just hate the way it looks SOOO much.

Giovanni had Mewtwo, temporarily. He made Mewtwo the crazy psychopath who almost destroyed Earth (the first time, in the first movie). Giovanni is still waiting for his GSC remake in which he conquers all of pokemon.

*points to username* *coughs*

Erhem, well, um, thanks. =D
Yeah, Saturn would be my pick. He's pretty cool. First gen was overrated.

Supposedly Mars's hair is based off of Toxicroak...Jupiter's hair is based off of Medicham...Saturn's hair is Purugly style!

The game designers decided to switch around the pokes though...Lmao! That hair thing would be pretty corny.

It should be divided into organizations from each individual game I guess.
Team Rocket
Team Aqua
Team Magma
Cipher
Team Galactic
Team Rocket(Anime)
etc

Personally i didn't like a lot any of the game villains, they were all to cliche.
But i liked Jesse and James included in yellow they were a nice reference to the anime and were awesome and will always be

In the games, especially since Giovanni vanished from existence after RBY/FRLG and has no context aside from the anime and games, Cyrus has the victory for "best villain" as his plot is the only really villainous thing in any game; he's trying to DESTROY THE UNIVERSE AND REBUILD A NEW ONE HE RULES... that's textbook villainy at its best. While his character was poorly developed (the most developed were definitely the two teams in RSE and the two Collo game villains), his plan was actually villainous and rather clear-cut. The two teams just were fanatics for whatever cause they followed which isn't inherently evil, Team Rocket (within the game context) were just petty thieves and mafioso looking to corner the economy and steal trainer's Pokemon (and when the two could be intertwined, awesome to the max). It isn't without the context of the anime or manga do we get a real context for the depth of Giovanni's scheming for control, though really that just makes him your stereotypical "Mafia-run-state leader" in aspiration (a more maniacal Big Daddy for any Gungrave fans). In XD, the various snagging and shadow organizations were just Fail!Team Rocket with OMGTHEPOWEROFSCIENCE!1 If anything, they were more annoying douchebags than villainous ("Oh man, you're taking other people's pokemon and... making them... not be nice... but they still follow orders and do Pokemon battle things. ... ... ... oh.")
Depending on how we define Villain, Gary from R/B/Y would be my favourite. I don't think I've been more riled up by any other antagonist in the series than by Gary.
You do realize that "antagonist"/"rival" and "villain" are two completely different things, right? You do realize that as merely an antagonist to your character and rival that Gary was, in no way whatsoever, a villain, right?
1 & 2: eat a dick, old man.

I voted for Greevil. Giovanni may have had Mewtwo temporarily, and the others wanted to control their ubers, none of them got FULL CONTROL of one, nor went as far as to make it into a totally corrupt evil shadow Pokemon.
XD001ShadowLugia.gif
Freaking SHADOW LUGIA...
And not only that, but he kept any suspicions of him being evil at bay by guising himself as a nice old man, who bought everyone free drinks. He even FREAKING HELPED the hero near the start of the game, in order to keep his plans in working order. He is willing to take risks, and even after being defeated, had the opportunity to blow up the island in a kamikaze blast. Though he was convinced to give up his evil ways and turn himself in after being defeated, he was still freakin evil when he was.

very good explanation and i agree with you, but all of the villains on pokemon are very poorly designed, and Giovanni looks like King Pin from spiderman...

MIRROR B. its part of Cipher, i didnt include the admns. becasue i tought that no one will vote for them, but mirror b. was funny, with his mexican wanabees ludicolos >_<

Bidoof :( It's uglier than a purugly and gives a mighty battle taunt -shudders-

Maxie was super gay if I remembered, Aqua's one rocked.
