Calm Mind allows Kyogre to not only pick up more KOs on foes like Tera Fire Calyrex-I but also helps Kyogre survive attacks that would KO it such as boosted Astral Barrage from Calyrex-S. Leftovers provides passive recovery, further adding to the bulk of this Kyogre set. With the HP and Special Defense investments, Kyogre is capable of surviving a Helping Hand-boosted Choice Specs Astral Barrage from Calyrex-S. The EVs put into Special Attack let Kyogre OHKO Koraidon with Ice Beam after a Calm Mind boost. The Speed investment lets Kyogre outspeed maximum Speed Incineroar. Tera Grass provides resistances to Grass- and Electric-type attacks from the likes of Rillaboom and Raging Bolt while also allowing Kyogre to block Spore from the likes of Amoonguss.

This amount of speed isn't necessary, kyogre prefers more bulk on these sets, Max speed incin isn't terribly common anymore and it's not worth investing this much EVs into speed. It also doesn't need this much special attack since it wants to be setting up with calm mind anyway, which again, means it would prefer bulk.
