Hyper Voice is a solid STAB attack that bypasses Substitute, making it especially useful against Pokemon like PP stall Kyurem, Leech Seed Venusaur, and Whimsicott. Shadow Ball hits Ghost-types like Chandelure and Gengar and has a 40% chance to lower the foe's Special Defense due to Serene Grace, while Flamethrower is useful against Steel-types like Magnezone, Ferrothorn, and non-Occa Berry Scizor. Calm Mind provides Blissey with offensive pressure and prevents it from losing to opposing Calm Mind users like Primarina as well as Amnesia users like Galarian Corsola. Scope Lens is useful versus stall Pokemon like Rotom-W, Galarian Corsola, and Slowbro, allowing Blissey to more easily score a critical hit. A Timid nature with 216 Speed EVs allows Blissey to outspeed neutral-natured base 60 Speed Pokemon such as Primarina and Sylveon, while 52 Defense EVs let Blissey survive a Choice Band-boosted Bullet Punch from Scizor and avoid the 2HKO from Corviknight's Iron Head. However, the reduced Speed makes it prone to losing to Speed-invested Modest Goodra, as well as a few uncommon sets such as fast Calm Mind + Encore Primarina or fast Body Press Magnezone.

Despite Blissey's stallbreaking capabilities, it struggles to break past certain stall threats such as non-Defense Curl Snorlax and Chansey, which team options such as Curse Dragapult and Iron Defense Urshifu-R are able to manage.

(rather than talking about Scarf PZ, I think talking about Nasty Plot variants should be mentioned as its less luck reliant than the example you've just mentioned) (add Acid Spray Toxtricity as it can beat Blissey) While in most matchups Blissey can safely Calm Mind T1 turn one, against faster Pokemon with Encore or Trick (give examples) it should attack to prevent the possibility of getting locked into a non-damaging move. Blissey loses to nearly all physical attackers, so pokemon with good Defense like Crustle, (eh struggles against common phy attackers like gdarm, unnerve hax etc so i'd prefer Skarmory here personally) Kommo-O, and defensive Arcanine make for great teammates. It also fails to beat some notable stall Pokemon like Chansey and Body Press Skarmory, so a teammate that can defeat those, like Curse Dragapult (i think ID Urshifu-R probs deserves a mention here as well deals with stall Lax which bliss is incredibly prone to), is quite useful.

A Goodra with Breaking Swipe or an Assault Vest is also guaranteed victory, as are most Toxtricity sets. (Breaking Swipe Goodra is no longer special so it doesn't belong in this section of special outliers that beat Blissey. Toxtricity isn't overly relevant anymore, but if you want to mention it you need to be specific on what sets beat Blissey. It's true that AV Goodra is a win, though that's more remniscent on the item rather than the mon itself. A sentance highlighting common AV mons that beat Blissey would work better here, if there are more than just Goodra.) While in most matchups Blissey can safely Calm Mind turn one, against faster pokemon with Encore or Trick, like Togekiss and Chandelure, it Blissey should attack to prevent the possibility of getting locked into a non-damaging move. Despite Blissey's stallbreaking capabilities, it struggles to break past certain stall threats such as non-Defense Curl Snorlax and Blissey, which team options such as Curse Dragapult and Iron Defense Urshifu-R are able to manage. (Removed Body Press Skarmory because imo that's more closely related to a more offensive nature than it is a stall one. Also reworded slightly, just to be a touch more specific and get the point accross better.)
