What is the bug?
Icy wind did not drop speed on Lilligant, there may be a mechanic I'm missing but I can't think of it. Replay is here: https://replay.pokemonshowdown.com/gen9randomdoublesbattle-2492414655
I haven't tested to try and recreate this bug yet.
On turn 7, Gastrodon uses Icy Wind into Lilligant, and gets a speed drop. On turn 8, Gastrodon uses Icy Wind into Lilligant and Florges, and gets the speed dropon Florges but not on Lilligant. Unsure why or if random battles impacted this at all

Are you able to replicate it? If so, how?
Have not attempted to recreate the bug

Flower Veil prevents the Speed drop when Florges is active, as Lilligant is a grass type and gets the effect of the Ability.
