What is the bug?
In gen 3, if multiple mons are holding quick claw, on proc the slower one goes first. This does not appear to be the case on sim, which appears to be randomized.

Turn 1 and Turn 10 have quick claw procs. Snorlax, Magneton, and Aerodactyl are all holding quick claws. The turn order on both proc turns seem to be completely jumbled up, neither based on Speed order nor reversed speed order.

Are you able to replicate it? If so, how?
Load up Gen 3 Doubles custom game, or use a challenge command to legalize quick claw in doubles OU. Load 3 pokemon with quick claw, all with different speed stats. In order to know quick claw is for sure proc'ing, place down a fastmon without quick claw.

If preformed correctly, atleast through my testing, your turnorder will be randomized bar the fastmon going last.
 
Yes, the current implementation is random. Are you sure about slower Pokemon going first? It seems like the current implementation is correct for Gens 2 and 3. Each Pokémon's speed is set to UINT_MAX -> 65535. Only in gens 4+, Quick Claw is applied as priority.
