1a) Ban Sleep
I'm not even sure that it has a positive win rate, since a lot of the sleepers aren't great mons. But BW sleep is broken as recognized by other BW tiers, and games where sleep can be clicked so freely and with such consequence like these should not be happening (regardless of whatever else happened in the games):

These both feature Vileplume, who is very underrated, but Exeggutor, Tangela and even Butterfree are all viable users of sleep too.

1b) Free Jynx
It's simply not broken once sleep is gone. I understand if people don't want to do this part, but I think it would be a good addition to the tier since it would push things slightly more offensively and I also just generally believe not broken mons should be legal.

realized I've been sitting on this set for a very long time and wanted to upload it as it's a very consistent replacement to gunk shot that doesn't lose out on breaking serp subs (ev investment allows it to break +2 on standard)

Great list mons that if don't agree with the placement are either +1 or -1 from where they should be in my view and that's perfectly normal in a VR.

I'd say the list is perfect until A- btw.

Zweilous is more relevant to the tier than all other B+ mons so i'd put it in A- .

I'd say the rain package is better than people think it is and a few other B names are also better but that's minimal.

Other than that the only mon that at glance fells out of place is Lapras at C. Probably a mon that gives me trouble personally since I think I was the only one to face it in BWPL and more than once so people know is good into me and my tendencies. That all said I try to use as much strong mons as possible and Lapras for its combination of stats , move pool and MUs does very well into top mons. Isn't a mon thats easy to just splash in a team given it rock weakness but it can put some serious work in the right 6. I dont think B would be unfair for it.
