By how much higher does DD make your speed?

It increases it by one level, so the first use of Dragon Dance raises it by 3/2, provided you don't have a speed penalty already.
 
Furthermore, 1 level = an additional 50%
Level 1 - Normal - 100%
Level 2 - 3/2 - 150%
Level 3 - 4/2 - 200%
And so on.

I'm not sure how much the Scarf raises you, so I can't tell you what is more.
 
Agility is a +2 boost, Dragon Dance is a +1 boost.

Seriously guys, haven't you ever used these moves at all?
 
Dragon Dance = +1 boost = 1.5 times your original speed stat added on to your current speed stat. Or to put it simply, any attack that prompts the message "'Pokemon's name here''s speed has increased" is a +1 boost in speed.

Choice Scarf's boost to your speed stat = 1 Dragon Dance speed boost = +1 boost. You should already know what this equals to if you've read the above.

Agility = +2 boost = Double your original speed stat added on to your current speed stat. To put it simply, any attack the prompts the message "'Pokemon's name here''s speed has sharply increased" is a +2 boost in speed

I think that's about the clearest I can make it...even if it seems a little convoluted at first.

Arg... I somehow forgot agility said sharply... Ah well at least that clears it up for others who may be having a tough time also. :/
