Even though infiltrator would be better, it would be nice to have a decent user of cloud nine since it could potentially be a good check to zard Y with its cool typing and bulk to tank its main attacks. That ability would keep it from firing off solarbeams and it would keep fire blast from getting a sun boost.

Mold Breaker has little relevance with the concept, and nothing really convinced me that NCA is a must-have. Infiltrator lets us beat certain important check targets while Cloud Nine weakens other things. Decision came down to target relevance.
