I would like to request that every submission with an Attack stat below 60 give specific justification for the number chosen.
As I said before, I don't think that physical attacks will be used, even if the Attack stat will be good and boostable.
That's because most of the threats that we want to beat or pressure have more Defense than Special Defense, so unless there are some specific motivations to give CAP24 an usable physical move, I think that the Attack stat shouldn't be considered so much

Final Submission:

97 / 78 / 95 / 116 / 81 / 103 (570 BST)

PT: 153.20
ST: 134.02
PS: 118.31
SS: 181.48
BSR: 322.18

Weight: 60 BP from Celesteela Heavy Slam

HP: HP makes CAP inelligible for 101 HP Substitutes, so Chansey Seismic Toss will always break them.

Attack: 78 Attack is enough to be threatening with a 60 BP 4x effective coverage attack under a Growth set. This also allows Play Rough to 2HKO Tomohawk with Life Orb (and no other boosts), meaning a Growth Set would be viable even against HazeHawk. That said, Chansey is not an effective counter to a Growth Set in Sun, though this holds almost regardless of the attack stat because Chansey is too passive to deal with boosting sets in the main.

Special Attack: 116 SpA Allows CAP to cleanly 2HKO Heatran with Focus Blast regardless of Item, OHKO with Fightinium-Z All-Out Pummeling, and OHKO Tomohawk with Moonblast with Life Orb or most of the time with Modest.

Speed: >100 will be controversial, however this speed is slower than Crucibelle (Base), Fidgit, Krilowatt, Mega-Pinsir, Blacephalon, Kitsunoh, and a huge panoply of Pokemon we want to keep as threats. Both Sand and Sun need a Pokemon that might need capability to address many of the scary Base 100 Megas, and 103 allows this.

Over the 100 Hurdle: In order to be viable with this typing, there are just too many things that threaten Sand and Sun at that tier. Zard Y has massive competition with Megas at the 100 level, and doesn't appreciate losing a speed tie. Additionally, one of the strong points of earlier discussions was Speed Control, and at 103 Spe CAP can effectively speed control that speed tier or very threatening Pokemon even if it can't directly counter them. The most important Pokemon this beats that is directly on our threats list is Pajantom.

Physical over Special Defense: This is informed both by the fact we want CAP to switch into a number of physical threats fairly well, and Assault Vest on a bulky set can patch over. CAP's ability to switch into Thousand Arrows repeatedly is very desirable for both sun and sand, and Pokemon like Cawmodore and Mega Scizor still pose significant threats. Additionally, the only way a Pokemon like Latios or Mega Latios tends to threaten CAP (since we're immune to Dragon attacks) is via Psyshock, which has damage reduced by physical defense.

Item Customization: This spread provides the highest number of viable items for use in Sun, Sand, or outside weather. In Sand a Choice Scarf set with Weather Ball would give you a check for Scarf Kraken that switches into Hydro Pump (TTar can go into Fire Blast, Exca can't switch in at all.) Damage Boosting, Z-Crystals, and Assault Vest are also all highly viable items.

Sets:
Fundamentally CAP 24 will run 2 different kinds of sets, a full offensive set and a bulky offensive one. Since our largest identified threat to both Sun and Sand is Heatran and Lando-T, I am basing Bulky Defensive (96 HP / 252 SpA / 160 Spe Modest) on outrunning Utility Tran (Max Spe+ with Magma Storm and Z-Crystal) and Max Spe Adamant Lando-T) full offensive will be the standard 252/252+ Spe/4 Setup. Obviously you can go for less speed for more bulk or cut into your offense a little to outrun all variants of Lando-T, but it's a decent baseline.

Coverage assumptions for calcs are Focus Blast, Hidden Power, Fire Blast, and Weather Ball.

Bulky Defensive Calcs:
359 HP / 174 Atk / 226 Def / 364 SpA / 198 SpD / 282 Spe

Beat:

Heatran: (vs. Fightinium-Z CAP)
4 SpA Heatran Magma Storm vs. 96 HP / 0 SpD Snorlax: 324-384 (90.2 - 106.9%) -- 43.8% chance to OHKO after Leftovers recovery and trapping damage
4 SpA Heatran Earth Power vs. 96 HP / 0 SpD Snorlax: 48-57 (13.3 - 15.8%) -- possibly the worst move ever
252+ SpA Snorlax Focus Blast vs. 252 HP / 0 SpD Heatran: 252-298 (65.2 - 77.2%) -- guaranteed 2HKO after Stealth Rock and Leftovers recovery
252+ SpA Snorlax All-Out Pummeling (190 BP) vs. 252 HP / 0 SpD Heatran: 400-472 (103.6 - 122.2%) -- guaranteed OHKO after Stealth Rock and Leftovers recovery

Landorus-T: (vs. Leftovers CAP)
252+ Atk Landorus-Therian Earthquake vs. 96 HP / 0 Def Snorlax: 102-120 (28.4 - 33.4%) -- 95.9% chance to 3HKO after Stealth Rock
252+ Atk Landorus-Therian Stone Edge vs. 96 HP / 0 Def Snorlax: 136-160 (37.8 - 44.5%) -- 3.1% chance to 2HKO after Stealth Rock
252+ Atk Landorus-Therian Fly vs. 96 HP / 0 Def Snorlax: 366-432 (101.9 - 120.3%) -- guaranteed OHKO
252+ SpA Snorlax Moonblast vs. 0 HP / 0 SpD Landorus-Therian: 190-225 (59.5 - 70.5%) -- guaranteed 2HKO after Stealth Rock
252+ SpA Snorlax Moonblast vs. 252 HP / 0 SpD Landorus-Therian: 190-225 (49.7 - 58.9%) -- guaranteed 2HKO after Stealth Rock and Leftovers recovery

-Lando-T threatens if running Flyinium, all other sets can't nab the 2HKO without a Z-Crystal. Both Offensive and Defensive Lando-T are 2HKOd by Moonblast after SR.

[Mega] Latios: (vs. Leftovers CAP)
252 SpA Latios Psyshock vs. 96 HP / 0 Def Snorlax: 136-162 (37.8 - 45.1%) -- guaranteed 3HKO after Stealth Rock and Leftovers recovery
252 SpA Latios Shattered Psyche (160 BP) vs. 96 HP / 0 SpD Snorlax: 312-367 (86.9 - 102.2%) -- 93.8% chance to OHKO after Stealth Rock and Leftovers recovery
252 SpA Latios-Mega Psychic vs. 96 HP / 0 SpD Snorlax: 204-241 (56.8 - 67.1%) -- guaranteed 2HKO after Stealth Rock and Leftovers recovery
252+ SpA Snorlax Moonblast vs. 0 HP / 4 SpD Latios: 290-344 (96.3 - 114.2%) -- guaranteed OHKO after Stealth Rock
252+ SpA Snorlax Moonblast vs. 0 HP / 0- SpD Latios-Mega: 302-356 (100.3 - 118.2%) -- guaranteed OHKO

-CAP has to avoid or bait Shattered Psyche or Mega Latios's Psychic coming in to be effective, but CAP cleanly wins a 1vs1. Assault Vest lets CAP win against all variants of Latios, but at substantial cost on a bad prediction. Basically, be cautious around Latios if you can't come in at full health or on a predicted Draco Meteor, Psyshock + Shattered Psyche is a powerful combo against anything that doesn't resist it.

Tapu Bulu: (vs. Leftovers CAP)
60+ Atk Tapu Bulu Wood Hammer vs. 96 HP / 0 Def Snorlax in Grassy Terrain: 147-173 (40.9 - 48.1%) -- guaranteed 3HKO after Stealth Rock, Leftovers recovery, and Grassy Terrain recovery
252+ SpA Snorlax Fire Blast vs. 248 HP / 56 SpD Assault Vest Tapu Bulu in Sun: 240-284 (69.9 - 82.7%) -- guaranteed 2HKO after Stealth Rock and Grassy Terrain recovery
252+ SpA Snorlax Weather Ball (100 BP Fire) vs. 248 HP / 56 SpD Assault Vest Tapu Bulu in Sun: 218-258 (63.5 - 75.2%) -- guaranteed 2HKO after Stealth Rock and Grassy Terrain recovery
- Sun helps a lot with efficiency here, but AV Bulu can't even come close to breaking CAP even with not a ton of defensive investment.

Tomohawk: (vs. Leftovers CAP)
0 SpA Tomohawk Air Slash vs. 104 HP / 0 SpD Snorlax: 218-258 (60.3 - 71.4%) -- guaranteed 2HKO after Leftovers recovery
0 SpA Tomohawk Nature Power vs. 104 HP / 0 SpD Snorlax: 78-92 (21.6 - 25.4%) -- possible 5HKO after Leftovers recovery
252+ SpA Snorlax Moonblast vs. 252 HP / 4 SpD Tomohawk: 378-446 (91.3 - 107.7%) -- guaranteed OHKO after Stealth Rock and Leftovers recovery

Zygarde: (vs. Leftovers CAP):
+1 252+ Atk Zygarde Thousand Arrows vs. 96 HP / 0 Def Snorlax: 105-124 (29.2 - 34.5%) -- 7% chance to 3HKO after Stealth Rock and Leftovers recovery
+1 252+ Atk Zygarde Extreme Speed vs. 96 HP / 0 Def Snorlax: 125-148 (34.8 - 41.2%) -- guaranteed 3HKO after Stealth Rock and Leftovers recovery
252+ SpA Snorlax Moonblast vs. 4 HP / 0 SpD Zygarde: 330-390 (92.1 - 108.9%) -- 87.5% chance to OHKO after Stealth Rock

Check/Pressure:

Greninja-Ash: (vs. Leftovers CAP)
252 SpA Choice Specs Greninja-Ash Ice Beam vs. 96 HP / 0 SpD Snorlax: 396-466 (110.3 - 129.8%) -- guaranteed OHKO
252 SpA Choice Specs Greninja Ice Beam vs. 96 HP / 0 SpD Snorlax: 298-352 (83 - 98%) -- 68.8% chance to OHKO after Stealth Rock and Leftovers recovery
252 SpA Choice Specs Greninja-Ash Hydro Pump vs. 96 HP / 0 SpD Snorlax: 181-213 (50.4 - 59.3%) -- guaranteed 2HKO after Stealth Rock and Leftovers recovery
252 SpA Choice Specs Greninja-Ash Dark Pulse vs. 96 HP / 0 SpD Snorlax: 132-156 (36.7 - 43.4%) -- guaranteed 3HKO after Stealth Rock and Leftovers recovery
252+ SpA Snorlax Moonblast vs. 0 HP / 0 SpD Greninja-Ash: 420-494 (147.3 - 173.3%) -- guaranteed OHKO
252+ SpA Snorlax Grass Knot (60 BP) vs. 0 HP / 0 SpD Greninja-Ash: 266-314 (93.3 - 110.1%) -- guaranteed OHKO after Stealth Rock

Once it transforms, Specs Ash-Gren does a ton of damage, and the reality is if it starts running Ice Beam most of these spreads are not going to check it well as they'll need Scarf. CAP can survive Specs Ice Beam before it transforms at full health, but that's just a word of warning. Ash-Gren is very dangerous and while Drought CAP neuters Hydro Pump and comfortably takes Dark Pulse.

Pajantom: (vs. Leftovers CAP)
252 Atk Pajantom Spirit Shackle vs. 96 HP / 0 Def Snorlax: 139-165 (38.7 - 45.9%) -- guaranteed 3HKO after Stealth Rock and Leftovers recovery
252 Atk Pajantom Never-Ending Nightmare (160 BP) vs. 96 HP / 0 Def Snorlax: 279-328 (77.7 - 91.3%) -- 31.3% chance to OHKO after Stealth Rock and Leftovers recovery
252+ SpA Snorlax Moonblast vs. 0 HP / 0 SpD Pajantom: 326-386 (105.5 - 124.9%) -- guaranteed OHKO

- Pajantom can't OHKO after Leftovers recovery, but it can if you switch directly into NEN while Stealth Rock or Spikes is up. It has no business coming in on CAP though.

Flame Orb Colossoil: (vs. Leftovers CAP)
252+ Atk Guts Colossoil Facade (140 BP) vs. 96 HP / 0 Def Snorlax: 251-296 (69.9 - 82.4%) -- guaranteed 2HKO after Stealth Rock and Leftovers recovery
252+ Atk Guts Colossoil Earthquake vs. 96 HP / 0 Def Snorlax: 135-159 (37.6 - 44.2%) -- guaranteed 3HKO after Stealth Rock and Leftovers recovery
252+ SpA Snorlax Moonblast vs. 0 HP / 0 SpD Colossoil: 414-488 (101.7 - 119.9%) -- guaranteed OHKO
252+ SpA Snorlax Grass Knot (120 BP) vs. 0 HP / 0 SpD Colossoil: 522-614 (128.2 - 150.8%) -- guaranteed OHKO

AV Colossoil: (vs. Leftovers CAP)
252+ Atk Colossoil Earthquake vs. 96 HP / 0 Def Snorlax: 90-106 (25 - 29.5%) -- 85.6% chance to 4HKO after Stealth Rock and Leftovers recovery
252+ SpA Snorlax Moonblast vs. 0 HP / 220 SpD Assault Vest Colossoil: 212-252 (52 - 61.9%) -- guaranteed 2HKO after Stealth Rock

- No Colossoil set really threatens CAP, although switching into Facade is obviously a bad play. Flame Orb Soil is actually faster than this spread so it can U-turn out, but you can adjust speed up 36 EVs and beat it.

Celesteela: (vs. Leftovers CAP)
0 Atk Celesteela Heavy Slam (60 BP) vs. 96 HP / 0 Def Snorlax: 138-164 (38.4 - 45.6%) -- 10.9% chance to 2HKO after Stealth Roc
0 SpA Celesteela Flamethrower vs. 96 HP / 0 SpD Snorlax: 164-194 (45.6 - 54%) -- 3.9% chance to 2HKO after Leftovers recovery
252+ SpA Snorlax Weather Ball (100 BP Fire) vs. 248 HP / 156 SpD Celesteela in Sun: 284-336 (71.5 - 84.6%) -- guaranteed 2HKO after Stealth Rock and Leftovers recovery
252+ SpA Snorlax Fire Blast vs. 248 HP / 156 SpD Celesteela: 208-246 (52.3 - 61.9%) -- guaranteed 2HKO after Stealth Rock and Leftovers recovery

AV Magearna: (vs. Leftovers CAP)
0 Atk Magearna Iron Head vs. 96 HP / 0 Def Snorlax: 174-206 (48.4 - 57.3%) -- guaranteed 2HKO after Stealth Rock and Leftovers recovery
8 SpA Magearna Hidden Power Fire vs. 96 HP / 0 SpD Snorlax in Sun: 194-230 (54 - 64%) -- guaranteed 2HKO after Stealth Rock and Leftovers recovery
252+ SpA Snorlax Fire Blast vs. 248 HP / 252+ SpD Assault Vest Magearna in Sun: 162-192 (44.6 - 52.8%) -- 82.4% chance to 2HKO after Stealth Rock
252+ SpA Snorlax Weather Ball (100 BP Fire) vs. 248 HP / 252+ SpD Assault Vest Magearna in Sun: 146-174 (40.2 - 47.9%) -- 3.9% chance to 2HKO after Stealth Rock

AV Magearna is tough to crack and Sun kind of evens out the matchup because of HP Fire on Magearna's side. For Sand CAP you're better off to switch out if to Excadrill if you can't pick it off, it's just got too much SpD.

Marowak-Alola: (vs. Leftovers CAP)
252+ Atk Thick Club Marowak-Alola Flare Blitz vs. 96 HP / 0 Def Snorlax: 648-764 (180.5 - 212.8%) -- guaranteed OHKO
252+ Atk Thick Club Marowak-Alola Shadow Bone vs. 96 HP / 0 Def Snorlax: 229-271 (63.7 - 75.4%) -- guaranteed 2HKO after Stealth Rock and Leftovers recovery
252+ SpA Snorlax Hidden Power Ground vs. 248 HP / 8 SpD Marowak-Alola: 158-188 (48.9 - 58.2%) -- 96.1% chance to 2HKO (guaranteed with SR)

Mawile-Mega: (vs. Leftovers CAP)
252+ Atk Huge Power Mawile-Mega Play Rough vs. 96 HP / 0 Def Snorlax: 285-336 (79.3 - 93.5%) -- 43.8% chance to OHKO after Stealth Rock and Leftovers recovery
252+ SpA Snorlax Weather Ball (100 BP Fire) vs. 40 HP / 0 SpD Mawile-Mega in Sun: 348-410 (138.6 - 163.3%) -- guaranteed OHKO
252+ SpA Snorlax Fire Blast vs. 40 HP / 0 SpD Mawile-Mega: 254-300 (101.1 - 119.5%) -- guaranteed OHKO
252+ SpA Snorlax Focus Blast vs. 40 HP / 0 SpD Mawile-Mega: 139-164 (55.3 - 65.3%) -- guaranteed 2HKO after Stealth Rock
252+ SpA Snorlax Hidden Power Ground vs. 40 HP / 0 SpD Mawile-Mega: 140-166 (55.7 - 66.1%) -- guaranteed 2HKO after Stealth Rock

Checks and Counters:

0 Atk Technician Scizor-Mega Bullet Punch vs. 96 HP / 0 Def Snorlax: 192-228 (53.4 - 63.5%) -- guaranteed 2HKO after Stealth Rock
252 Atk Cawmodore Bullet Punch vs. 96 HP / 0 Def Snorlax: 110-132 (30.6 - 36.7%) -- guaranteed 3HKO after Stealth Rock
252 Atk Cawmodore Acrobatics (110 BP) vs. 96 HP / 0 Def Snorlax: 296-350 (82.4 - 97.4%) -- 62.5% chance to OHKO after Stealth Rock
252 Atk Cawmodore Acrobatics (55 BP) vs. 96 HP / 0 Def Snorlax: 150-176 (41.7 - 49%) -- 74.6% chance to 2HKO after Stealth Rock

-Notably CAP can take any of Cawmodore's attacks at full health, but once it boosts its over. Cawm is a great check. Mega Scizor can finish a CAP below 53% HP and OHKO after an SD.

252+ SpA Snorlax Moonblast vs. 0 HP / 0 SpD Charizard-Mega-Y: 70-83 (23.5 - 27.9%) -- 75.8% chance to 2HKO after Stealth Rock
252+ SpA Snorlax Fire Blast vs. 248 HP / 252+ SpD Pyroak in Sun: 141-166 (31.8 - 37.4%) -- guaranteed 3HKO after Stealth Rock and Leftovers recovery
252+ SpA Snorlax Fire Blast vs. 248 HP / 156+ SpD Thick Fat Venusaur-Mega in Sun: 126-150 (34.7 - 41.3%) -- guaranteed 3HKO after Stealth Rock

Even in the most ideal possible likely conditions, CAP can't overcome its counters with a bulky defensive spread. Venusaur only has to watch out if it hasn't gone Mega yet. The power boost in sun can't overcome the ability of any of these counters to heal off damage with Roost/Synthesis respectively. Each of them OHKOs with their STAB move in return.

Summary: With the obvious exception of never switching into Magma Storm, CAP can address these threats ably with the right coverage on its bulky spread, where it has the flexibility to run items to its need. Notably it does pick up the Fightinium-Z OHKO on bulky Heatran, making it an effective mutual check.

Naturally, all of these Pokemon (bar Zygarde) commonly run attacks to watch out for, but none of them explicitly force CAP out. The worst matchups are AV Magearna and Alolan-Marowak, neither of which deal with other Sand threats well at all and most of sun is fast enough to deal with both of them. Make sure SR or Spikes is up and A-Wak is more tolerable.
Full Offensive Calcs:
335 HP / 174 Atk / 227 Def / 331 SpA / 198 SpD / 335 Spe (4 Def/252 SpA/252 Spe)

Most of CAP's matchups are the same as the Bulky Defensive, it just takes slightly more damage on the defensive end. Below are select matchups that change somewhat. The offensive set's primary advantage is it doesn't have to calibrate its speed on a team needs basis, as CAP itself is meant to be a significant offensive threat.

Beat:

Pajantom: (vs. Life Orb CAP)
252 Atk Pajantom Spirit Shackle vs. 0 HP / 4 Def Snorlax: 139-165 (41.4 - 49.2%) -- 80.1% chance to 2HKO after Stealth Rock
252 Atk Pajantom Never-Ending Nightmare (160 BP) vs. 0 HP / 4 Def Snorlax: 277-327 (82.6 - 97.6%) -- 68.8% chance to OHKO after Stealth Rock
252 SpA Life Orb Snorlax Moonblast vs. 0 HP / 0 SpD Pajantom: 343-406 (111 - 131.3%) -- guaranteed OHKO

-Pajantom can't get the OHKO with NEN, is outsped and OHKOd in return. Be careful switching in if SR is down. Offensive's ability to outspeed Pajantom makes it a much more effective threat.

AV Magearna: (vs. Life Orb CAP)
0 Atk Magearna Iron Head vs. 4 HP / 0 Def Snorlax: 174-206 (51.7 - 61.3%) -- guaranteed 2HKO after Stealth Rock
8 SpA Magearna Hidden Power Fire vs. 4 HP / 0 SpD Snorlax in Sun: 194-230 (57.7 - 68.4%) -- guaranteed 2HKO after Stealth Rock
252 SpA Life Orb Snorlax Fire Blast vs. 248 HP / 252+ SpD Assault Vest Magearna in Sun: 190-226 (52.3 - 62.2%) -- guaranteed 2HKO
252 SpA Life Orb Snorlax Weather Ball (100 BP Fire) vs. 248 HP / 252+ SpD Assault Vest Magearna in Sun: 174-205 (47.9 - 56.4%) -- guaranteed 2HKO after Stealth Rock

-Offensive CAP has a much better matchup with AV Magearna in Sun because of the power boost. It takes more damage too, but it overcomes much more easily. Notably with Growth, Fire Blast or Weather Ball in Sun can generate a OHKO.

Mega Medicham:
252 Atk Pure Power Medicham-Mega Fake Out vs. 0 HP / 4 Def Snorlax: 76-90 (22.6 - 26.8%) -- guaranteed 4HKO after Stealth Rock
252 Atk Pure Power Medicham-Mega Ice Punch vs. 0 HP / 4 Def Snorlax: 282-334 (84.1 - 99.7%) -- 75% chance to OHKO after Stealth Rock
252 SpA Life Orb Snorlax Moonblast vs. 0 HP / 0 SpD Medicham-Mega: 429-507 (164.3 - 194.2%) -- guaranteed OHKO

- Mega Medicham puts huge pressure on weather teams with Fake Out to stall out weather turns. CAP's ability to take a few Fake Outs (watch out for Ice Punch) makes it a good pressure option.

Naviathan: (vs. Life Orb CAP)
+1 252 Atk Life Orb Naviathan Icicle Crash vs. 96 HP / 0 Def Snorlax: 338-398 (94.1 - 110.8%) -- guaranteed OHKO after Stealth Rock
+1 252 Atk Life Orb Naviathan Heavy Slam (40 BP) vs. 96 HP / 0 Def Snorlax: 242-283 (67.4 - 78.8%) -- guaranteed 2HKO after Stealth Rock
252 SpA Life Orb Snorlax Grass Knot (120 BP) vs. 48 HP / 0 SpD Naviathan: 333-394 (92.7 - 109.7%) -- 93.8% chance to OHKO after Stealth Rock

-Since Naviathan is a little over half the weight of Celesteela, CAP's mixture of bulk, weight, and speed also let it cut short a sweep of any Naviathan without Icicle Crash (or Iron Head if it opts for that over Heavy Slam, but Naviathan favors Heavy Slam strongly as its Steel STAB).

Plasmanta: (vs. Life Orb/Choice Scarf CAP)
252 SpA Life Orb Plasmanta Sludge Wave vs. 4 HP / 0 SpD Snorlax: 967-1144 (287.7 - 340.4%) -- guaranteed OHKO
252 SpA Life Orb Plasmanta Hidden Power Ice vs. 4 HP / 0 SpD Snorlax: 205-242 (61 - 72%) -- guaranteed 2HKO after Stealth Rock
252 SpA Life Orb Plasmanta Thunderbolt vs. 4 HP / 0 SpD Snorlax: 114-135 (33.9 - 40.1%) -- guaranteed 3HKO after Stealth Rock
252 SpA Life Orb Snorlax Hidden Power Ground vs. 4 HP / 0 SpD Plasmanta: 322-380 (122.9 - 145%) -- guaranteed OHKO
252 SpA Snorlax Hidden Power Ground vs. 4 HP / 0 SpD Plasmanta: 248-292 (94.6 - 111.4%) -- guaranteed OHKO after Stealth Rock

-Plasmanta is still one of the best checks out there to CAP, and runs roughshod over bulkier spreads. Higher speed along with HP Ground gives CAP a fighting chance against Plasmanta, whose standard set of Sludge Wave/Thunderbolt/Aura Sphere runs through Tyranitar and Charizard Y quite effectively. Sludge Wave wipes CAP itself out, so caution when facing Plasmanta is advised.

Volkraken:
252+ SpA Choice Specs Analytic Volkraken Fire Blast vs. 4 HP / 0 SpD Snorlax in Sun: 1412-1664 (420.2 - 495.2%) -- guaranteed OHKO
252+ SpA Choice Specs Analytic Volkraken Hydro Pump vs. 4 HP / 0 SpD Snorlax in Sun: 117-138 (34.8 - 41%) -- guaranteed 3HKO after Stealth Rock
252+ SpA Choice Specs Analytic Volkraken Power Gem vs. 4 HP / 0 SpD Snorlax: 228-269 (67.8 - 80%) -- guaranteed 2HKO after Stealth Rock
252 SpA Life Orb Snorlax Leaf Storm vs. 4 HP / 0 SpD Volkraken: 255-302 (74.5 - 88.3%) -- 93.8% chance to OHKO after Stealth Rock
252 SpA Life Orb Snorlax Solar Beam vs. 4 HP / 0 SpD Volkraken: 235-278 (68.7 - 81.2%) -- 50% chance to OHKO after Stealth Rock
252 SpA Life Orb Snorlax Energy Ball vs. 4 HP / 0 SpD Volkraken: 177-211 (51.7 - 61.6%) -- guaranteed 2HKO after Stealth Rock
252 SpA Life Orb Snorlax Hidden Power Ground vs. 4 HP / 0 SpD Volkraken: 159-187 (46.4 - 54.6%) -- guaranteed 2HKO after Stealth Rock

-Volkraken is a scary blanket check and a huge limiting factor on teambuilding. Being able to outspeed Volkraken has huge advantages, particularly as CAP can switch into its Water-type attacks that threaten both Sun and Sand. I've included a huge number of viable Grass STABs to compare damages based on what we might want. Obviously Volkraken is still a massive threat that can 2HKO with Power Gem and incinerate CAP with Fire STAB, but avoiding total fodder status against Volkraken on a Sun or Sand teams is helpful, and a spread with this speed achieves that.

Zapdos:
252 SpA Zapdos Heat Wave vs. 96 HP / 0 SpD Snorlax in Sun: 362-426 (100.8 - 118.6%) -- guaranteed OHKO
252 SpA Zapdos Heat Wave vs. 96 HP / 0 SpD Snorlax: 240-284 (66.8 - 79.1%) -- guaranteed 2HKO after Stealth Rock
252 SpA Zapdos Hidden Power Ice vs. 96 HP / 0 SpD Snorlax: 152-180 (42.3 - 50.1%) -- 91% chance to 2HKO after Stealth Rock

- Zapdos similarly can cause a lot of issues stalling out turns with Roost and applying offensive pressure. CAP can cleanly 2HKO it and overcome Roost eventually. It needs to be very, very careful in Sun where Heat Wave turns into an OHKO.

Checks and Counters:
The only matchup that changes against the offensive spread is Mega Charizard Y with Stealth Rock down, which cannot Roost before CAP's second attack. That said, almost any competent offensive Pokemon can finish a half-HP Charizard Y and even spreads that are not faster can achieve the 2HKO with rocks utilizing a Choice Scarf. Half-HP Charizard Y is not a sensible benchmark for an offensive Pokemon to be unable to address.

Conclusion:
The primary advantage of this spread is it balances the need for significant offensive presence with the bulk to address the biggest threats to Sun and Sand teams. The keystone of this is 103 Speed which places CAP firmly between Pajantom as a Pokemon we want to threaten and Crucibelle/Fidgit/Blacephalon which serve as very effective checks. CAP can use this speed to Speed Control a number of troublesome viable CAP Pokemon in the 95-100 range.

Defensively, CAP can pressure a number of physical threats to Sand and Sun teams with a small amount of investment and set its speed to provide whatever specific needs a team built with CAP must fill. Modern defense is increasingly difficult to isolate because Pokemon are either absurd walls with every recovery tool available like Chansey and Toxapex, or they are mid-speed, above average defenders with significant offensive presence like Landorus-T and Heatran. CAP is by necessity in the latter kind of role. It is faster than what it needs to tank and strong enough to handle other bulky defenders.

1. Pajantom if Choice Banded into Spirit Shackle can only be come in with a Life Orb or Choice Spec's. 252 Speed Timid is required to outspeed, even dropping 4 EV's only ties. Drought is the only useful ability.
2. Crawdaunt essentially requires Drought if it's set up, and you do not have a Z-Crystal or have not already lost/used your item.
3. Heatran requires Trace, or else Magma Storm will OHKO with Sun up. It also needs to have its Air Balloon popped beforehand, or scouted to see if it has Chople Berry, and/or has significant SpD.
4. Choice Scarf is required to beat Latios and Mega Latios. Running Choice Band allows CAP24 to take Modest instead, which guarantees the OHKO. Ability is largely better with Trace, allowing to come in on a predicted Earthquake or Draco-Meteor with ease, and Drought actually empowers Mega-Latios which sometimes has Hidden Power (Fire)
5. Choice Scarf is also required to outspeed Ash-Greninja. Nature is largely irrelevant, although Drought is definitely better as we can half it's Water-type powers.
6. To handle Zygarde, CAP24 needs a Life Orb to guarantee the OHKO against offensive sets on the Timid 252 SpA/252 Spe set,
7. Kartana will pretty much always outspeed, unless there's some speed control. It can resist a Scarf'd Smart Strike - but not a Z-Smart Strike, which will require a Choice Scarf to outspeed.

Checks/Counters
1. Volcarona can switch into many of our abilities, and can Quiver Dance up. After one QD, it outspeeds all but Choice Scarf sets, which can't do much to the lad.
2. Marowak-A can't do much unless we remove Ground Coverage, and it's got Trick Room up. At +2, it can OHKO Shadow Bone.
3. Pyroak in Sand would struggle against Poison Coverage like Sludge Wave, but Sludge Bomb would make it more manageable; however without Poison Coverage, Pyroak has us dead to rights, and in a Sun Team, it's a flat OHKO on a Timid Set. There might be cause a very niche Assault Vest set for CAP24 who could deliberately seek to draw out Pyroak if we have Poison Coverage for Bulu, but I don't think it's overly useful.
4. Earth Power Choice Scarf might be able OHKO Blacephalon, but the UB otherwise outspeeds without a Scarf and has a Guaranteed OHKO without a Beast Boost or Specs.
5. Victini at +1 Outspeeds and OHKO's even with an Assault Vest (156 SpD EV's and Neutral Nature) to have a coin toss chance at survival. Without an Assault Vest, Victini Instagibs without any stat boosts, and can come in on an Earth Power without problem.
6. It's a rough match up for Scizor-M; with Trace or Drought, CAP24 can switch in and kill with HP Fire, even uninvested. HOWEVER, Bullet Punch is a solid 2HKO without uninvested defense, and if CAP24 WAS fully defense invested (for argument's sake, in a niche set, that literally would not be required anywhere else, without significantly reducing killing power; i.e vs Pajantom), at +2, it does ~85% damage.
7. Excadrill is something I've had trouble with trying to work out how to let it counter. The combination of physical tankiness and speed, combined with Trace or Drought removing Excadrill's buffs, there's not really else for it. However, a Choice Scarf Iron Head set can certainly put the pain on it.
8. Old mate CAP24 is reliant on hitting 2 Fire Blasts IN THE SUN to connect to get the kill against Quiet 4 SpD Magearna; while Fleur Cannon Cannon is a guaranteed 2HKO against CAP24, regardless.
9. Plasmanta is will struggle against Earth Power, even with Assault Vest (guaranteed OHKO and CAP24 outspeeds with Timid 252); however, Sludge Wave is a OHKO in return (duh), and Choice Scarf sets of Plasmanta will be easily able to switch into even a Fire Blast in the Sun.
10. The speed stat, on a neutral nature, makes it so that even a Choice Scarf Mollux is outsped by CAP24, and Earth Power is a clear 2HKO, with a chance even for the OHKO after Rocks and CAP24 brings the sun; however, that's a risky business, as the Sun makes Lava Plume a OHKO, and, obviously, Poison instagibs.
11. Crucibelle outspeeds even without the Mega Boost or need for Choice Scarf, Gunk Shot is obviously a OHKO, but Head Smash is a near guaranteed 2HKO. The Ground Coverage can do a number on Crucibelle if you're locked into Wood Hammer, however (Hidden Power Ground can just squeak a survival if there's no chip). Mega Crucibelle is just more on steroids. The only chance that a CAP24 if Scarf'd has is if it switches into Wood Hammer.
12. Toxapex has a rough match up. It's never going to get the KO with Scald, so it's reliant on Toxic; however, not only does a Trace set get the ability to switch in, grab Regenerator, and switch out for healing, but it actually is benefitted by its passivity - only 1 attacking move, and one with a high chance to cause a burn, which CAP24 is going to find is so much better than being Toxic'd. True, it's a passive match up on both sides where it's a 3HKO after a Z-Earth Power.
13. Venusaur-M is able to take a 3HKO from Fire Blast, threaten a guaranteed OHKO with Sludge Bomb, and heal to full with Synthesis; or use it to Empower Heatran (who may or may not be able to Air Balloon/Chople Berry)
14. Kitsunoh rarely runs Bullet Punch; but it does outspeed so Meteor Mash is instagib. Even if it does, against an CAP24 without invested Defense (see before for reasons why this is likely to be the case) it's a 2HKO (and it would take a significant investment ~200 EV's to make it a less than guaranteed 50% 2HKO).
15. Mega Pinsir outspeeds, and OHKO's with Frustration. Syclant outspeeds and OHKO Ice Beam.

2 Main Sets I can see; Choice Scarf and Life Orb/Expert Belt. The Choice Scarf allows you to hit targets like Latios/Mega Latios, Ash-Greninja and Kartana, while the Life Orb/Expert Belt set can largely be mixed about. As a counter to Heatran, Fightinium-Z is about the best chance there, but is still subject to Chople Berry resistance, and Earth Power still has to get through an Air Balloon. There might be cause to have an Assault Vest/Boosted SpD set to be able to resist some of the special attackers on our threat list, but the need for the Speed and SpA stats to guarantee the kill against the chosen threats make it more limited.

Celesteela's Heavy slam should ideally be 40 if we're going to be resisting it (just realised I missed calcs for it in the rush to finish)

Apologies for the length and time invested. Hoped to have this done sooner, but I messed it up 3 times trying to post.

To those with a Special Attacking stat of less than 126, remember that CAP24 will likely not want to hold a Life Orb while under Sand, as that causes tremendous residual damage per turn. 126 is the minimum Special Attack required to KO Tomohawk without a Life Orb:

252 SpA Tapu Bulu Moonblast vs. 252 HP / 4 SpD Tomohawk: 366-432 (88.4 - 104.3%) -- guaranteed OHKO after Stealth Rock (with 126 SpA)

Spikes damage cannot stack with Stealth Rock due to Tomohawk's flying type. Would it be wise to make CAP24's match-up with Tomohawk not guaranteed? Remember that Sand teams are the ones that want Tomohawk removed, not Sun teams. Are we confident in allowing min rolls allowing Tomohawk live in those circumstances? Remember that Tomohawk commonly takes Stealth Rock damage to spin them away; it's not that Tomohawk would be switching into CAP24. For those who are advocating spreads significantly less than 126, are Choice Specs, Expert Belt, Pixie Plate, or Fairium Z viable items for CAP24 to run, accounting for the opportunity cost of not running other items? I don't believe taking Life Orb damage + sand damage will be very viable for CAP24. This might be a nitpicky concern for spreads with Special Attack stats close to 126, but it becomes more signficant the smaller the stat gets.

For what it's worth, 127 is the benchmark for Heatran to be OHKOed by Z-Focus Blast without Stealth Rock damage as well.

snake_rattler did you take into account sandstorm chip damage into the equation, seeing as it is specifically sand teams that we are beating Tomohawk for.

While I can see your point, I really don't think that Trace should be used on a LO set in the first place, as Drought is more useful against Steel-types such as Ferrothorn and Celesteela, and would negate the Sandstorm damage, Trace is much more likely to see usage on the more defensive sets, where the boosted fire coverage wouldn't be wouldn't be missed as much. Besides, there are other ways of defeating Tomohawk, such as running a more defensive EV spread, or using Choice Specs, which guarantees the OHKO on Tomo even with less than 100 SpA, without any recoil.

Neither CAP24 nor Tomohawk are Ground types (respectively Grass/Fairy and Fighting/Flying). You can check if you want but I assume this should be common knowledge. Perhaps you confused it with the Ground/Flying LandoT?
Well that's annoying, I was quickly running calcs on Tomo at the time as part of my write up, and the Calcs didn't change with Sandstorm up or not. I wonder if i'd messed the calculator to show Ground instead.

This is a 48 hour warning for the closure of this thread.

Thus far the points of greatest divergence among the stat spreads have been in PTank and in Speed--I expect that the values that we choose would have significant impact on our matchup with certain specific Pokemon--our PTank will largely determine how good an answer Mega Scizor is for CAP 24, for instance, while our Speed and PTank are both factors in how CAP 24 will deal with Facade Flame Orb Colossoil. I would be interested in knowing, in the closing days of this thread, how your submission will be impact each of our significant specific matchups, using likely EV spreads.

Just a reminder that your submitted stat spread must have Final Submission at the top of the post, have BSR values within the limits, and include a value for the base power of Celesteela's Heavy Slam, either 40 or 60.

Just a few cents:

I see a lot of people posting offensive calculations against what CAP 24 threatens and defensive calculations against what CAP 24 should be threatened by. Be sure to also include the flip side of those calculations! You want to ensure that CAP 24 doesn't beat its checks/counters and that those checks/counters can win against CAP 24. I am primarily concerned about sets that want high Special Attack + a strong fire move, since those make 'mons like Mega Venusaur and Pyroak shakier as counters.

I'm personally interested in spreads that allow CAP 24 to take on separate roles. I think using the damage calculator to solely calculate #HKOs limits the moves we can give it and the roles it can take on. Are we interested in letting CAP 24 abuse the sun for stat boosts? We chose CAP 24's typing is for its defensive benefits, and sand would likely enjoy a defensive set. Having both offensive and defensive sets complement the concept of "abuse two weathers for two different effects" nicely, and I don't want to sacrifice that part of the concept due to us making certain assumptions about stats.

40 BP Heavy Slam. This gives a 3HKO with my given stat spread.

I decided to go with a different route. Specifically the speedy one, with the idea that people could still run a Modest nature if they want to and give us this option of high speed or high power.

Speed of 111 with a Timid nature out speeds Lati's naturally. While it out speeds Charizard and Volcarona, we won’t be doing much without HP Rock. High speed would make for a good scarf set for speed control on Sun teams. Speed of 111 with a Modest nature out speeds max speed 96, most notably Colosoil, Landorus-T and Tomohawk.

Special attack of 111 with a modest nature is effectively 126 special attack. This allows for the guaranteed OHKO on Tomohawk with Moonblast without an item.

Defense is high enough to survive a Façade from Guts Colosoil and comfortably take earthquakes from Colosoil and Landorus-T as well as other physical attacks from our physically heavy “things we want to check” list. Priority moves still do a lot like Scizor’s Bullet Punch is still a 2HKO.

A low special defense was chosen because it is not imperative to our checks and counters list and gives us a bit of a weakness. It is high enough to survive a flamethrower from Celesteela in sun with rocks up though. If desired, it can be patched up with Assault Vest.

Attack of 80 was chosen to still be threatening if we go the growth route, but not high enough to be threatening even with an Adamant nature.

Defensive

252+ SpA Whimsicott Moonblast vs. 0 HP / 0 SpD Charizard-Mega-Y: 67-80 (22.5 - 26.9%) -- 39.5% chance to 2HKO after Stealth Rock
252+ SpA Whimsicott Moonblast vs. 0 HP / 4 SpD Volcarona: 73-87 (23.4 - 27.9%) -- 74.6% chance to 2HKO after Stealth Rock

Alrighty. Without any further input from Reach, and after observing the discussions and other stat submissions thus far, I've decided on a pretty radical overhaul of my submission to try and address the issues he mentioned last time. This submission may or may not be any better than my last one, but it seems to me to be fairly unique compared to everyone else while still doing most of what we want. I'm not 100% happy with it, but since the thread is apparently closing soon, I guess it is what it is.

Higher Health, Lower Defences
As I said before, I tend to like Pokemon with a lot of HP to sponge attacks. Furthermore, Grass/Fairy just seemed like a very squishy, spongy Typing to me, and I was naturally drawn to this kind of set up from the outset. I resisted temptation the first time around in the spirit of avoiding potential BSR abuse, but with most everyone going for a similar spread, I decided to risk it and see what happens. Defense gets a slight but not insubstantial bias this time over Special Defense, to help deal with more physical Pokemon like Crawdaunt, Cawmadore, Landorous-T, etc. At the same time, it's not so high that our physically inclined checks and counters can't break through with STABS and/or Super Effective hits. Likewise, I wanted to make sure we have enough Special bulk to stymie Pokemon like Heatran and Tomohawk, but not so much that Venusaur couldn't deal with CAP 24 using Sludge Bomb.

Higher Attack
I bumped up the Attack Stat to make a potential Growth set more appealing/viable. It also adds an extra layer of strategy, as +2 ATK CAP 24 can, with the right moves, deal with physically bulky Pokemon that would otherwise give it problems. That being said, we should take care in the Move pool stage, as a physical set can beat some of our counters with the right moves.

Higher Special Attack, Lower Speed
137 Special Attack may seem excessive, but it helps give us enough power to potentially run other items or EV spreads and still do what we need to do. Even uninvested, CAP 24 hits with enough power to 2HKO all but the most defensive Heatran spreads. On the other hand, even with 137 Special Attack, CAP 24 struggles against most of our Specially bulky counters/checks. As for it's 73 base Speed, it's just enough, with maximum investment and a Choice Scarf, to get us to 404 total Speed. While some of our targets still outspeed us, the ones that do generally have a hard time breaking through CAP 24's defenses, and can usually be OHKO'ed or 2HKO'ed without to much difficulty. Of course, the problem is going to arise: Do we use a Life Orb or Choice Specs for more power, or Choice Scarf for more speed? Ultimately, that will depend on the needs of the user and their team, but I think this spread could preform admirably in either situation.

Conclusions
I'm not sure if this stat spread is "right" for CAP 24. There are some things that seem to go against what we decided we needed, and it does fail in some areas. It can't always reliably counter Heatran, for instance, and some of it's more fragile checks and counters could die to it with luck and/or good prediction. It's not a perfect spread, and I accept that. However, in the absence of other commentary or guidance, and based on the direction the conversation seems to be going in, this is what I settled on. That's not meant to be an excuse, just an explanation for how I got here. Even though I labeled this as a Final Submission, if anyone has any comments or criticisms, I'm happy to hear them, and if there's time I'll try to take your advice into consideration.

This spread hits some really nice benchmarks that CAP24 will want to hit. Overall, I think I've come up with nice, balanced spread. If CAP24 chooses to go offensive, some attacks are 2HKOs, but if CAP24 goes more defensive, they can become 3HKOs, especially for special hits and Assault Vest. This is important because with how offensive CAP24 can and should be, it should be checked very well, but it also shows that CAP24 can be tailored to whatever team you want it to fit on. This post assumes an offensive spread (252 SpA / 252 Spe).

96 Speed
96 Speed enables CAP24 to outspeed Volkraken, Colossoil, and Zygarde, which will be helpful because a Volkraken that's not Choice-locked will not be able to use Fire Blast against CAP24, Colossoil can't chunk us with a Guts-boosted Facade, and unboosted Zygarde can't hit us with a well-played Iron Tail. It also enables Choice Scarf sets very well, giving Sun-based cores one form of speed control that they've yearned for. Outspeeding Landorus-T and Tomohawk are also very important threats to outspeed.

129 Special Attack
This hits a few key benchmarks. Mainly, I wanted to focus on letting CAP24 hit hard under Sand with Trace without having to rely on Life Orb (Life Orb + Sand Damage hurts), without making it too powerful under the Sun.

Itemless OHKOs Tomohawk after Stealth Rock damage, without relying on Sand damage:
252 SpA Tapu Bulu Moonblast vs. 252 HP / 4 SpD Tomohawk: 372-438 (89.8 - 105.7%) -- guaranteed OHKO after Stealth Rock

Always OHKOs Heatran with Z-Focus Blast:
252 SpA Tapu Bulu All-Out Pummeling (190 BP) vs. 252 HP / 0 SpD Heatran: 392-462 (101.5 - 119.6%) -- guaranteed OHKO after Leftovers recovery

Usually OHKOs Heatran with Life Orb Focus Blast after Stealth Rock damage:
252 SpA Life Orb Tapu Bulu Focus Blast vs. 252 HP / 0 SpD Heatran: 322-382 (83.4 - 98.9%) -- 75% chance to OHKO after Stealth Rock and Leftovers recovery

Deals with Landorus-T quite well:
252 SpA Tapu Bulu Moonblast vs. 252 HP / 0 SpD Landorus-Therian: 186-220 (48.6 - 57.5%) -- guaranteed 2HKO after Stealth Rock and Leftovers recovery
252 SpA Life Orb Tapu Bulu Moonblast vs. 252 HP / 0 SpD Landorus-Therian: 242-286 (63.3 - 74.8%) -- guaranteed 2HKO after Stealth Rock and Leftovers recovery

Always 2HKOs Arghonaut:
252 SpA Tapu Bulu Moonblast vs. 252 HP / 252+ SpD Arghonaut: 222-264 (53.6 - 63.7%) -- guaranteed 2HKO after Leftovers recovery

Deals good damage to Celesteela with Flamethrower:
252 SpA Tapu Bulu Flamethrower vs. 248 HP / 156 SpD Celesteela: 168-198 (42.3 - 49.8%) -- guaranteed 3HKO after Leftovers recovery

OHKOes Pajantom and Mega Latios:
252 SpA Life Orb Tapu Bulu Moonblast vs. 0 HP / 0 SpD Pajantom: 369-437 (119.4 - 141.4%) -- guaranteed OHKO
252 SpA Life Orb Tapu Bulu Moonblast vs. 0 HP / 0- SpD Latios-Mega: 382-452 (126.9 - 150.1%) -- guaranteed OHKO

For checks and counters:
Drought CAP24 cannot OHKO Pyroak after Stealth Rock, even with a Modest Nature; remember Pyroak can play around this situation as well.
252 SpA Life Orb Tapu Bulu Weather Ball (100 BP Fire) vs. 248 HP / 8 SpD Pyroak in Sun: 229-270 (51.6 - 60.9%) -- 94.1% chance to 2HKO after Leftovers recovery
252+ SpA Life Orb Tapu Bulu Weather Ball (100 BP Fire) vs. 248 HP / 8 SpD Pyroak in Sun: 252-298 (56.8 - 67.2%) -- guaranteed 2HKO after Stealth Rock and Leftovers recovery

The above calc changes if CAP24 runs Fightinium Z or other items, or if Pyroak is specially defensive:
252 SpA Tapu Bulu Weather Ball (100 BP Fire) vs. 248 HP / 8 SpD Pyroak in Sun: 176-208 (39.7 - 46.9%) -- guaranteed 3HKO after Leftovers recovery
252 SpA Tapu Bulu Weather Ball (100 BP Fire) vs. 248 HP / 156+ SpD Thick Fat Venusaur-Mega in Sun: 112-134 (30.8 - 36.9%) -- 67.4% chance to 3HKO

Mega Venusaur can switch in on Weather Ball and can force out CAP24 with Sludge Bomb:
252 SpA Life Orb Tapu Bulu Weather Ball (100 BP Fire) vs. 248 HP / 156+ SpD Thick Fat Venusaur-Mega in Sun: 146-174 (40.2 - 47.9%) -- guaranteed 3HKO

The above calc also changes if CAP24 runs Fightinium Z or other items:
252 SpA Tapu Bulu Weather Ball (100 BP Fire) vs. 248 HP / 156+ SpD Thick Fat Venusaur-Mega in Sun: 112-134 (30.8 - 36.9%) -- 67.4% chance to 3HKO
252+ SpA Tapu Bulu Weather Ball (100 BP Fire) vs. 248 HP / 156+ SpD Thick Fat Venusaur-Mega in Sun: 124-146 (34.1 - 40.2%) -- guaranteed 3HKO

86 HP / 99 Def
CAP24 has a pretty physically-biased threatlist, so decent physical bulk was in order.

Synthesis and Shore Up will heal off two 40 BP Celesteela Heavy Slams.
0 Atk Celesteela Iron Head vs. 0 HP / 0 Def Tapu Bulu: 90-108 (28.7 - 34.5%) -- 1.8% chance to 3HKO

Even while under Sandstorm, defensive Landorus-T's Earthquakes don't do much.
0 Atk Landorus-Therian Earthquake vs. 0 HP / 0 Def Tapu Bulu: 75-89 (23.9 - 28.4%) -- guaranteed 4HKO after sandstorm damage

CAP24 can trace Intimidate against Fly Landorus-T and live a hit:
-1 252+ Atk Landorus-Therian Fly vs. 0 HP / 0 Def Tapu Bulu: 236-278 (75.3 - 88.8%) -- guaranteed 2HKO

CAP24 can survive a +2 AOP from Kartana:
+2 252 Atk Kartana All-Out Pummeling (175 BP) vs. 0 HP / 0 Def Tapu Bulu: 246-290 (78.5 - 92.6%) -- guaranteed 2HKO

Pajantom can't always 2HKO with Spirit Shackle:
252 Atk Pajantom Spirit Shackle vs. 0 HP / 0 Def Tapu Bulu: 135-159 (43.1 - 50.7%) -- 2% chance to 2HKO

For checks and counters:
Mega Scizor Bullet Punch is a 2HKO:
0 Atk Technician Scizor-Mega Bullet Punch vs. 0 HP / 0 Def Tapu Bulu: 186-222 (59.4 - 70.9%) -- guaranteed 2HKO

Hawlucha always OHKOes with Acrobatics (or +2 unboosted Acrobatics)
252+ Atk Hawlucha Acrobatics (110 BP) vs. 0 HP / 0 Def Tapu Bulu: 314-372 (100.3 - 118.8%) -- guaranteed OHKO

---

Unfortunately, CAP24 still loses to Colossoil if it switches into Facade and stays in for the Sucker Punch:
252+ Atk Guts Colossoil Facade (140 BP) vs. 0 HP / 0 Def Tapu Bulu: 242-285 (77.3 - 91%) -- guaranteed 2HKO
252+ Atk Guts Colossoil Sucker Punch vs. 0 HP / 0 Def Tapu Bulu: 90-107 (28.7 - 34.1%) -- 2.3% chance to 3HKO

86 HP / 109 SpD

Specially, CAP24 has to invest in bulk or equip an Assault Vest; pouring in more special bulk doesn't really have much an effect. Again, the main point of having more average bulk is so that CAP24 is more checkable.

CAP24 can switch into Choice Specs Greninja (before transformation):
252 SpA Choice Specs Greninja Hydro Pump vs. 0 HP / 0 SpD Tapu Bulu: 106-126 (33.8 - 40.2%) -- guaranteed 3HKO
252 SpA Choice Specs Greninja Hydro Pump vs. 0 HP / 0 SpD Tapu Bulu in Sun: 53-63 (16.9 - 20.1%) -- possible 5HKO
252 SpA Choice Specs Greninja Dark Pulse vs. 0 HP / 0 SpD Tapu Bulu: 77-91 (24.6 - 29%) -- 99.9% chance to 4HKO

Heatran's Earth Power does paltry damage:
4 SpA Heatran Earth Power vs. 0 HP / 0 SpD Tapu Bulu: 38-45 (12.1 - 14.3%) -- possible 7HKO

Defensive Tomohawk's Air Slash is manageable for being weak to it:
0 SpA Tomohawk Air Slash vs. 0 HP / 0 SpD Tapu Bulu: 168-200 (53.6 - 63.8%) -- guaranteed 2HKO

Switching into Tomohawk's Focus Blast + Nature Power is ok as well, in case the opponent mis-predicts:
252+ SpA Life Orb Tomohawk Focus Blast vs. 0 HP / 0 SpD Tapu Bulu: 120-140 (38.3 - 44.7%) -- guaranteed 3HKO
252+ SpA Life Orb Tomohawk Nature Power vs. 0 HP / 0 SpD Tapu Bulu: 107-126 (34.1 - 40.2%) -- guaranteed 3HKO

Latios-Mega's Psychic is manageable, but CAP24 cannot switch in unfortunately.
252 SpA Latios-Mega Psychic vs. 0 HP / 0 SpD Tapu Bulu: 160-189 (51.1 - 60.3%) -- guaranteed 2HKO

For checks and counters:
Pyroak deals a lot of damage to CAP24, even without Sun:
0 SpA Pyroak Lava Plume vs. 0 HP / 0 SpD Tapu Bulu: 152-182 (48.5 - 58.1%) -- 96.9% chance to 2HKO
0 SpA Pyroak Lava Plume vs. 0 HP / 0 SpD Tapu Bulu in Sun: 230-272 (73.4 - 86.9%) -- guaranteed 2HKO

ZardY roasts us regardless of weather:
252 SpA Charizard-Mega-Y Flamethrower vs. 0 HP / 0 SpD Tapu Bulu in Sun: 480-566 (153.3 - 180.8%) -- guaranteed OHKO
252 SpA Charizard-Mega-Y Flamethrower vs. 0 HP / 0 SpD Tapu Bulu: 320-378 (102.2 - 120.7%) -- guaranteed OHKO

Same with Blacephalon:
252 SpA Blacephalon Flamethrower vs. 0 HP / 0 SpD Tapu Bulu: 306-362 (97.7 - 115.6%) -- 87.5% chance to OHKO

The Poison-types barring Toxapex always OHKO CAP24.

56 Atk
It's this low to keep with the 9 and 6 theme I have going with the spread, but it's also low so that CAP24 won't do dumb things to counters by being able to go physical.

252+ Atk Tapu Bulu Rock Slide vs. 0 HP / 4 Def Charizard-Mega-Y: 260-308 (87.5 - 103.7%) -- 18.8% chance to OHKO

-----

Defensive spread of 252 HP / 72 SpA / 16 SpD / 168 Spe Modest (non-Assault Vest; Leftovers, Iapapa Berry, resist-berry, etc.):

Outspeeds Modest Tomohawk;

Still 2HKOs Arghonaut and OHKOes Tomohawk after rocks:
72+ SpA Tapu Bulu Moonblast vs. 252 HP / 252+ SpD Arghonaut: 216-254 (52.1 - 61.3%) -- guaranteed 2HKO
72+ SpA Tapu Bulu Moonblast vs. 252 HP / 4 SpD Tomohawk: 356-420 (85.9 - 101.4%) -- 81.3% chance to OHKO after Stealth Rock

Tanks hits better:
252 SpA Latios-Mega Psychic vs. 252 HP / 16 SpD Tapu Bulu: 157-186 (41.7 - 49.4%) -- guaranteed 3HKO
0 SpA Tomohawk Air Slash vs. 252 HP / 16 SpD Tapu Bulu: 168-198 (44.6 - 52.6%) -- 19.1% chance to 2HKO

Can be modified to hold an Assault Vest, but then you miss out on reliable recovery if we get that.

Overview: 135 HP / 73 Atk / 73 Def / 135 SpA / 62 SpD / 92 Spe

The community seems to be in agreement that a tanky build is best here, but it’s also unsure whether physical or special defensive bias is preferable. From a competitive standpoint, this sort of build attempts to bridge the divide by offering maximum physical/special EV customization for tanky sets as well as decent-enough natural bulk for offensive sets. The primary goal in any stat spread submission, though, is balance, which is why the big HP and SpA are offset by their sub-par corresponding stats. From a purely aesthetic point of view, the high HP also helps a great deal to justify the heavy weight of this CAP.

Obviously the standout traits of this spread are the HP and SpA stats, which are both gargantuan enough to pass muster without any investment at all. The big idea here is to use those stats as anchors for investment in other areas, which are all poor-to-middling individually. A great example of this would be an Assault Vest set running 20 SpA / 252 SpD / 236 Spe EVs and a Modest nature, which outruns Modest Tomohawk and Timid Heatran, survives their SE STABs, and can OHKO both (SR + Earth Power is required for 252/0 Heatran). Similarly, a Sun-based Growth set with 252 Atk / 4 SpA / 252 Spe with a Naive nature would absolutely be viable with certain movepool choices, e.g. physical STABs and special Fire-type coverage (which I hope isn’t much of a stretch to consider). The options remain to go full-bore in either direction (252 HP / 252 Def/SpD or 252 SpA / 252 Spe), and the CAP will be pronouncedly more effective by investing in either base 135 stat; however, the point here is that the options remain similarly viable and focused on the goals we’ve laid out for this CAP, which I think this spread best addresses.

Offenses: 73 Atk / 135 SpA / 92 Spe

I can sympathize with the desire to go mixed with Growth potentially in the move pool, so I set the Atk at a barely-not-terrible level. Running a few calcs with +2/+2 Play Rough / Earthquake / Fiery Dance in the Sun has led me to conclude this is a fine level of Growth offense, although I personally doubt mixed Growth sets will be as good as fully Special ones, absent surprise value (and depending on move pool choices).

The Special Attack is exactly in league with fellow Sun-wallbreakers Volkraken and Heatran, which I think is actually pretty important. A lot of the Pokemon we’ve targeted to beat are insanely bulky: Tomohawk, Colossoil, Landorus-T, Celesteela, Mega Latios, and Zygarde being the standouts. Here are some calcs (252 SpA EVs, neutral nature, no item):
  • Moonblast vs. 0/0 Colossoil: 103 - 121% (OHKO)
  • Moonblast vs. 0/0 Mega Latios: 102 - 120% (OHKO)
  • Earth Power vs. 252/0 Heatran: 99-118% (OHKO w/SR; 94% OHKO w/o)
  • Moonblast vs. 4/0 Zygarde: 94 - 111% (OHKO w/SR; 63% OHKO w/o)
  • Moonblast vs. 252/4 Tomohawk: 93 - 109% (OHKO w/SR; 56% OHKO w/o)
  • Moonblast vs. 4/0 Pajantom: 95 - 112% (OHKO w/SR; 69% OHKO w/SR)
  • Fire Blast vs. 248/156 Celesteela [Sun]: 80 - 94% (44% OHKO w/SR; 2HKO w/o)
  • Earth Power vs. 252/252+ Mollux: 72 - 85% (75% chance to OHKO w/SR)
  • Fire Blast vs. 248/56 AV Tapu Bulu [Sun]: 71 - 84% (2HKO)
  • Fiery Dance vs. 248/156 Celesteela [Sun]: 58-69% (2HKO)
  • Moonblast vs. 0/220 AV Colossoil: 53-62% (2HKO)
  • Moonblast vs. 252/0 Landorus-T: 51 - 60% (2HKO w/SR; 83% 2HKO w/o)

What stands out about this high SpA here is that it can actually achieve the OHKOs and 2HKOs we need while holding a Choice Scarf or Heat Rock. I think this is important because we are relying on this CAP to single-handedly plug certain holes for these other team archetypes, and if the CAP cannot reliably do that, then it will quickly be brushed aside.
252 SpA CAP:
  • Fire Blast vs. 248/156+ Mega Venusaur [Sun]: 34 - 40%
  • Moonblast vs. 0/0 Mega-Charizard Y: 23 - 27%
  • Fire Blast vs. 248/8 Pyroak [Sun]: 43 - 51%
  • Fiery Dance vs. 248/8 Pyroak [Sun]: 32 - 37%
  • Focus Blast vs. 244/12 Chansey: 23 - 28%
  • Earth Power vs. 248/252+ Toxapex: 36 - 43%
I wanted the Speed number to end up on the low end for offensive Pokemon and on the high end for defensive Pokemon, in keeping with the threat list and spirit of the build. I agree with others that outrunning Z-Fly Landorus-T should absolutely be an option for this CAP, and so 92 Spe gives us enough for a Choice Scarf set but not enough to clean out opposing offensive teams without a boost. Otherwise, I mostly see 279 Spe (neutral nature + 236 EVs) as the tier of choice for outrunning Jolly Tapu Bulu, Timid Heatran, Modest Tomohawk, and Adamant Landorus-T.

Defenses: 135 HP / 73 Def / 62 SpD

Slight preference to Def over SpD because the typing and threat list also prefer Def over SpD. Assault Vest hits a great SpD level already and does not need to be bolstered further (an averaged defensive equivalent to this spread would look like 95 HP / 95 Def / 81 SpD, for reference). The high HP lets tanky CAP specialize in Def or SpD; it also could make CAP a good Wish-passing teammate for those Sun abusers that take painfully high amounts of entry hazard damage and/or get worn down quickly. I think the slightly increased likelihood of Growth CAP beating Chansey with 102 HP Substitutes would be a very specific and rare dealbreaker here; plus Sub/Growth/2 Attacks I think would be a pretty bad set.
64+ Atk Mega Scizor Bullet Punch vs:
  • 0/0 CAP: 67 - 79% (2HKO)
  • 0/252 CAP: 50 - 59% (2HKO)
  • 252/252+ CAP: 39 - 47% (32% chance to 2HKO w/SR; 3HKO w/o)
252+ SpA Life Orb Tomohawk Hurricane vs. 0/252 AV CAP: 80 - 96% (50% OHKO w/SR; 2HKO w/o)
0 SpA Tomohawk Air Slash vs. 0/252 AV CAP: 32 - 38% (3HKO)

4 SpA Heatran Magma Storm vs. 0/252 AV CAP: 47 - 56%

252 SpA Latios Psyshock vs. 0/0 CAP: 41 - 49%

252+ CB Zygarde Thousand Arrows vs. 0/0 CAP: 32 - 37%

Celesteela Heavy Slam (60 BP) vs. 0/0 CAP: 41 - 49%

With so many similar submissions, a few factors make some stand out. One of these factors is uniqueness--whether your submission is distinct enough to have recognizably positive qualities compared to the field. Another is the ability to actually handle the threat list. With this is mind, here are the submissions that will make it to Stat Poll 1!

mxmts
89 HP/57 Atk/90 Def/104 SpA/99 SpD/ 111 Spe

Deck Knight
97 HP / 78 Atk / 95 Def / 116 SpA / 81 SpD / 103 Spe

mxmts: The fastest slated submission, and the one with the lowest SpA, it stands out for its interesting combination of defensive capacity and ability to outspeed the big hitters, reminiscent of Starmie. The stats are in the right places to hit hard (with Modest) without much chance of being imbalanced.

GLuke: The best of the huge bunching of balanced submissions with good STank clustered around the 95-99 speed range, this submission boosts excellent defenses and an underrated speed tier. probably the spread best equipped to take on Colossoil and Greninja at the same time.

TKGriffiths: Low speed and high SpA make this Heatran-like submission unique. Offers the best balance for Trace and Drought, leaning as it does toward bulky, high-powered spreads.

EpicUmbreon29: Another slower, bulky submission, similar to TKGriffith's but able to outspeed every relevant Scarf user with a Traced +Speed ability, and slightly less SpA.

Dogfish44: I really debated whether to slate this, but the fascinating low HP/high Defenses model was too interesting to pass up--it is unlike anything we have done so far, and it'd be an interesting experiment. In addition, it's the only slated submission at the 92 speed tier, between Landorus-Therian and Colossoil/Volkraken/Lele.

Deck Knight: Several later submissions made the interesting decision to prioritize PTank over STank, and Deck also chose a unique speed tier. Takes on Pajantom better than any other submission.
