I'm not severely picky about this order, but I really, really don't want Triage. Healing moves are far better at dealing with frail offense than the big bulky threats this CAP seems designed to face down, and any number of interesting choices made down the line will be snagged when our Blissey and Slowking check functionally outspeeds... everything.

Honestly if I could vote for neutralizing gas three times I would. Of all the abilities it seems to be the most effective for an anti-pivot. Either that or I've been brainwashed by some bazinga boy.

Reasoning as follows: Neutralizing Gas takes care of a large number of our desired targets, and does so in a way very few other pokemon currently do. It's untapped potential that would be fun to explore.
Storm Drain gives a water immunity so we can avoid scald burns hurting our physical attacks and nab a free +1 special attack, both of which are great for taking on Slowbro and Slowking.
Triage is interesting because of just how big of a priority boost it is, +3 priority is extremely rare and is guaranteed to put us ahead of basically everything. Potentially combining that with strength sap and STAB Leech Life is an exciting thought.
Download improving whatever matchup we currently find ourselves in could be nice as well. Just a simple +1 to a stat but it gets the job done, and makes it more effective at breaking a pivot or smacking a switch-in.
Punk Rock I just don't see following this concept much at all. It's a flat damage buff and a resistance to sound moves which is okay, but just doesn't inherently synergize as well with the concept nearly as well as the others do.
