In this thread, you may post work-in-progress and final stat spreads for the community and the TLT's consideration, and make comments on other peoples' submissions. The Stats Leader, MrDollSteak, will decide on a slate for voting based on the community's input. In the Stats Limits thread, the Stats Leader decided on the following limits:

In addition:
  • If your base stats produce a PS of under 140, you must treat PS as 140 when calculating BSR from PS/PT/SS/ST.
  • If your base stats produce a SS of under 140, you must treat SS as 140 for the calculating BSR from PS/PT/SS/ST.
BSR ABUSE WILL NOT BE TOLERATED AND WILL NOT BE SLATED!

BSR abuse is doing things like 150 HP and 70 Def/SpD to create a theoretical optimum with the limits that you have. The purpose of the stat rating limits is to restrict what submitters can do, not to give them a license to game the system. If you cannot justify your stats legitimately and have not proven that you aren't just making the best stats within the limits, you will not get slated.

A spreadsheet for calculating the ratings can be found here. To use it for yourself, create an editable copy with File > Make a copy. If you don't have a spreadsheet program, OpenOffice and Google Sheets are free. You must have the stat rating values listed correctly in your submission or it will be ignored for the slate.

When you are satisfied with your stat submission, mark it as finished by writing "Final Submission" (bolded) at the top of your post.

Now that we have our limits, it's time to open up submissions. I'll be looking for strong competitive reasoning behind why certain stats have been chosen. In addition, as we know from the Stat Limits discussion, this CAP will for the first time have a minimum PS or SS value. Because of this, I want to reiterate that when it comes to calculating your BSR values, that you use the official BSR Spreadsheet as opposed to Breezi Bot on Discord for your Final Submission for the sake of consistency.

As mentioned in the OP, the way that this mask works is as follows.

If your base stats produce a PS of under 140, you must treat PS as 140 when calculating BSR from PS/PT/SS/ST.
If your base stats produce a SS of under 140, you must treat SS as 140 for the calculating BSR from PS/PT/SS/ST.
To demonstrate how this works in practice, I will be using Sunkern's BSR as an example. It is listed below.

If we were to treat Sunkern's PS value as 140 instead of 38.06481, our BSR will then change to 84.60778.

With this in mind, for your Final Submissions, I would like you to manually change your PS or SS value to 140 and submit ONLY the BSR that factors in the PS or SS value of 140. An example of the correct format for a Final Submission can be seen below, once again using Sunkern's values.

I made a Spreadsheet which highlights several key benchmarks for offensive Stats.
I already posted this in the Stat Limits discussion, but I think it will be helpful for anyone looking for important offensive Benchmarks for their Spreads, so I’ll repost the link here as well.

Speed
While I originally had a higher speed stat, I didn't want CAP 28 to be too similar to Aurumoth, so I opted for base 87 speed. This allows it to outspeed Rotom and anything slower.

Conclusion
My goal for this stat spread was to allow for a large variety of sets, including pure physical, pure special, physical mixed, and special mixed. I believe I achieved that, as it hits both offensive and defensive benchmarks, while having enough speed to pressure common pivoters.

My first thought when looking at the bulk is low HP, higher defensive stats, as this would make it easier for me to control the physical defense (as I wanted it to have a very noticeable weakness on that end). I ended up on base 55 HP because, uninvested, you get healed less than 75% by 248 HP Jumbao's Wish, which I thought was as good of an HP benchmark as I could get. Following that, I went with 76 Def, as that's the lowest defense value that still escapes the kill range of Zeraora's Knock Off -> Plasma Fist, which is probably the only defense benchmark really notable for this concept. For the SpD, the value allows this spread to sponge 2 uninvested Slowking Future Sights.

Okay, while the SpA is the most noteworthy stat here that needs explanation, I want to go over the other stats first. To start with, 56 Speed allows us to outspeed Blissey, while still being decently slow (my thoughts on this concept has always been that the roadblock should be slow). The attack was decided off of Amamama's damage range spreadsheet, as it allowed this spread to OHKO Astrolotl with a neutral nature. Lastly, the Special Attack...oh boy, this is going to require a whole paragraph to itself.

The Special Attack was actually the first stat I came up with, although I originally put it at base 127. However, when I finished my spread, one of the things I noticed was how the ST was higher than the SS, even with the SS mask. Noticing this, in combination with some of the discussion in the CAP Discord regarding stat spreads convinced me to bump up the SpA a bit, and, well, it went through some changes to say the least. I started by looking at the max SpA value my spread could accommodate while residing in the stat rating limitations (for the record it was 226, and I'm still unsure why that still didn't break any of the stat rating limits), and slowly when down from there until I landed on 151. 151 allows us to not OHKO Slowking with Bug Buzz, meaning it isn't as incentivized to switch out immediately as long as CAP 28 isn't running Choice Specs.

So, throughout this thread I've had two 'main' spreads - both of which focussed on the value of low HP, to admittedly nonsensical levels. I feel s though discussion has been successfully driven there, so I will now return to a 'higher HP' spread.

Direction: Bulk and Break
I think I'm fairly unique on this, but I do't view CAP28 as being a sweeper, or the sort of 'mon we're expecting to come in on a lot of matchups. My understanding has always been closer to CAP28 being able to switch in against a rather specific set of threats - Slowbro, Slowking, and Blissey - and cripple the momentum gain these Pokémon traditionally provide in their pivoting.

To wit, I've de-emphasised Speed to the simple point of breaking past Blissey and co. - and instead I've opted towards bulkier responses to common pivots.

In terms of offenses, a build like this one intends to switch into Scalds and similar fairly often - a statline that's not crippled by Burn feels fairly essential in the long haul.

Offensive Benchmarks:
Simple list of things we should be able to do, and this spread enables:

- Damage to Slowking itemless is high enough that we cannot be used as Slack Off fuel. Choice Specs has a 50:50 on scoring a KO, even if I doubt that as a set.
- Ditto for Slowbro. Choice Specs KOs without question.
- 2HKO on Rotom-Heat without an item.

I've also highlighted some matchups that a decision to go Special makes awkward - we have tools to handle these mons should we so desire during Movepool, but it's something I will simply acknowledge rather than make illegal calculations.

Defensive Benchmarks:
Picking specific benchmarks for a mon that I envision switching in a fairly large number of times against an NVE hit. 130 base HP gives us a natural of 401 without investment, a number that prevents Blissey shaped problems well (Seismic Toss becomes a 5HKO), whilst high overall bulk is a natural side effect of this spread's direction.

Cool things include walling off Slowking/bro, the option to block Krilowatt if wanted, and the ability to tank a pair of Zeraora Knock Offs + associated Stealth Rock Damage (even with relatively low HP investment).

the two sets I expect to see are HDB and banded. I wanted this mon to have an ability to be banded in order to make the opponent unsure early on whether their targets can take a hit or not, which is a massive deal for understanding if its safe to slow pivot or not. Furthermore, Band leans more into the anti-pivoting aspect of not allowing Intimidate mons an easy switchin, whereas HDB seems more prepped for a long game and finding mroe switchins to shut off regenerative abilities.

I didnt want to dead the weather playstyle entirely, as this is absolutely not in our target group and could have a large meta repercussion (as we already annoy the setters heavily). This is why Ive left the option open for weather abusers to go a +speed nature and outspeed our (likely) adamant variants.

Regarding faster pivots and other dragons, Ive decided to let them outspeed because we still have a pressure matchup with all of them, and we can take weaker hits from Astro and Kril in a 1v1 regardless. Being outsped by these mons allowed more offensive pressure overall, which I valued more.

This mon is quite fast for its offensive stat, but still at a middling speed. This makes it quite safe to revenge kill, balancing it out. Ive taken inspiration from things like Darmanitan and Chandelure here, which helps me believe this type of spread will not be broken.


As you can see this spread hits a lot of offensive benchmarks easily, without need for additional coverage. Defensively Ive kept it to a minimum to justify the great offensive stats, meaning it can be difficult to get in vs non-pivot teams but when you do get in you're going to tear something up. It will be a mon that may require team support to stay around, but itll always guarantee a threatening offense as long as it lives!
The reason I went for such an unprecedented attack stat was because I think immediately threatening KOs is the optimal way to force out teleports- this gives us the space to potentially boost or do whatever else we want in the meantime. Even if the opponent is hard switching, we want them to be forced to make the guess as to which move we clicked, and this mon absolutely forces out our targets.

The low SpA is something I saw precedent in bug types with high attacks like Heracross, Durant, etc. While there is a lower limit of SS anyway and I could raise the SpA, I like matching those other bug types and love the low (realistic?) BST total of just 516. That'd make this the third lowest BST, behind Kit and Malaconda. It almost matches the level of most FE Bug types, which seem to always sit at about 500.

  • Lowered the Speed tier from 102 to 100. I want to make this spread more targeted towards pivots while making sure CAP28 isn't outclassed by Hydreigon, so I chose to sacrifice the Pajantom matchup (we still pressure it with our Dragon STAB) while still outspeeding Hydreigon and the Rotom appliances (the latter even if Speed neutral).
  • Lowered Attack from 126 to 125 and Special Attack from 115 to 114. These don't affect much of anything, I just wanted to lower the BST a little.
  • Raised the bulk from 65/55/75, to 74/51/75, to 80/52/72. With the newest spread, we can't ever be 2HKO'd by Hippowdon's Earthquake + Sandstorm damage nor 3HKO'd by Seismic Toss. Sadly this makes the BST go above 540 by three points, but I think it's necessary. I'm only taking what I need here.
  • All calcs are edited with these changes in mind.

Defenses

My main goal with the bulk of this spread was to make sure we can take a few key hits, but nothing more. I believe the main focus of this mon should be its offensive prowess, and its powerful ability, and it does not need to have a ton of bulk in order to take advantage of either of those things.

On the physical side, you may notice that the bulk here is low. Like... really low. While I am pleasantly surprised that I am not the only one going lower in physical bulk than we as a project have ever gone, my spread takes this to another level. Really, when it comes to taking physical hits, I don't think there is much we care about. We should not be switching into physical attackers, and we should not be looking to survive more than a single hit against them unless we have a resistance.

I feel that physical bulk is so unimportant, that the benchmark I used to help figure out the stat was to make sure that we can survive two CB Rillaboom Grassy Glides. Also, while I know that, as this is a physical attacking stat spread, Hippowdon is not really a target for us, I wanted to make sure a defensive mon packing a not very effective STAB would not be destroying us, and 60/50 bulk is exactly what is needed to not be 2HKOd, even with Sandstorm. Ultimately though, this mon should be defined not by the physical hits it can take, but by the fact that it should not be taking physical hits at all.

On the special side, the bulk is a bit more generous. While 60/115 bulk is certainly not pushing at our limits, it is enough to take some hits, even including some super effective coverage moves. But as before, I think this mon should be defined by its other features more than its bulk, so this special bulk has been specifically calibrated to allow us to do one key thing: pressure the Slow twins.

Uninvested, this special bulk is just enough so that if we switch into a Future Sight, and then eat two Scalds in a row, suffering a burn on the first one, we still will always survive when the Future Sight hits. Obviously we do not want to take that burn, but the very fact that this mon is never going to be beaten in three rounds by the Slows should hopefully be enough to let us always win that matchup. As I mentioned before though, this bulk is also good enough to take a number of other hits, including being able to tank a pair of Overheats from Rotom-H, a Doom Desire from Equilibra, and any unboosted move from Alakazam.

Offenses

For this spread, I decided to go with a physically based offensive approach. While the special attack is certainly high enough to be usable, it is far enough below the Atk that really the only way it will see use is through Draco Meteor, or if it has a good special coverage move that it cannot replicate on the physical side, and the former reason is why I picked the stat that I did.

With 101 SpA, Draco Meteor is strong enough to be a potent attack for taking out opposing Dragons, even with a negative nature. It provides a greater than 50% chance of taking out opposing Cyclohm after SR or a single layer of spikes. It will also OHKO offensive Astrolol, and potentially do the same to some bulkiers spreads. It also just does enough to one shot Dragapult. While in some cases it may be better off to bring Dragon Claw, as it scored stronger hits against more Specially Bulky mons like Pajantom, having 101 SpA allows us the option of a Draco that can break the more physically bulky dragons, while also being a general option against physically bulky mons, or for whenever we get burned.

All that said, it is the physical side where our real offense lies. Sitting at 131 Atk, this mon will have plenty of power to back up its moves. While I just generally wanted a strong Attack stat to allow us to have immediate pressure, the stat of 131 was chosen specifically because of its interaction with our top targets. Specifically, without assuming any coverage whatsoever, 131 is enough attack to 2HKO Blissey with Megahorn with a Jolly nature and no item. And while I don't know if we will look to go down a route of using draining moves or running +Atk over +Speed, 131 also happens to be just enough for an Adamant Leech Life to always 2HKO Slowbro.

Speed

There was really only a few Pokemon I took into consideration when it came to speed, with those being Tomohawk and Rotom. Those two sit right next to each other at 85 and 86, and I wanted to be able to guarantee that we outspeed them. Without outspeeding Rotom, it is hard for us to check it at all, which is something I would like us to do. And without outspeeding Tomo, it would likely utterly ruin us, despite us blocking its abilities. Now, neither of those two Pokemon necessarily is going to be running Max speed Timid, but I wanted to make sure that we outsped regardless of if they chose to do so. Furthermore, because they might not, by being faster, we free up the ability to potentially run a neutral speed nature or even not investing in speed at all, without necessarily forfeiting those matchups. Also, beating out Tomo also means beating out Kommo-o, who also sits at 85. now, who wins that matchup would probably be set dependent, but it is a nice advantage to have over another dragon.

Now, while those matchups I considered important, I don't think we really need to outspeed anything else that is faster. Of the things we want to at least pressure, all the dragons but Kyurem have to fear a potential OHKO from either Draco Meteor or Dragon Claw if they risk switching in, which I think is enough pressure for our purposes. Other mons we have listed as wanting to pressure all either slower than 88 speed, or can't risk switching in without losing, with the lone exception of offensive Jumbao (which I consider and acceptable loss). Meanwhile, staying below all the faster things allows them to remain only pressured, and stops us from countering too much.

Finally, just a brief note that yes, I know 87 is the stat necessary for everything I have said, not 88, but as neither Hitmonlee nor Caimanoe are viable Pokemon, 88 and 87 are practically functionally identical, and the fact that we easily kill ourselves means that a fast EV spread is unlikely to risk the mirror match by allocating the 8 freed up EVs elsewhere. And with that being the case, 88 is a better looking number than 87 and makes my BST a nice 545. And that is that.

Hey peeps, long time stat maker G-Luke here. I tried cooking up a juicy stat spread here so I hope you lots like it.

I was always fixed on lower HP values, because bug types have historically have had low ones (until Centiskorch the highest non Legendary bug HP stat was 86). I was initially on the mixed train, but I soon realised that since I was heading for physically biased spreads with NGas, the need to go mixed was pretty much rendered unappealing to me.

There is only one single physical matchup I care about winning - Rillaboom. I think if we make a x4 resisted mon that can't switch in on Rillaboom at least a few times, then we lose alot of our appeal of putting this mon on a team. So I made sure that our defence can live 2 Banded Wood Hammers 80% of the time, if push comes to shove. Otherwise its pretty here or there for me, Zeraora isn't gonna repeatedly hit us, so worrying about our physical matchup is kinda weird. (Zera is just gonna spam Knock then Volt us into range)

For special bulk this was a little more thought put in. For starters, we can live a Thunderbolt into Ice Beam from Krilowatt most of the time, which I think is an extremely admirable trait to have in order to put that pressure on Krilowatt.

Okay, so the defenses are just enough so that we beat some of our common targets. The PT lets us live 2 Kommo-o Body Presses after SR, as well as a Knock Off and a Plasma Fists from Zeraora. Our ST lets us live two Future Sights from Slowking, and our Speed tier lets us outpace Rillaboom and Tomohawk.

It's the offenses that I'm most proud of, however. I like making versatile Pokemon, and a spread like this lends itself well to a mixed attacker. If we run a Specially biased mixed set with a Hasty nature, we can do stuff like 2HKO CAP Slowking with Bug Buzz, OHKO Kommo-o and 50% Pex with Draco, and still have enough Attack to 2HKO Blissey with CC. If we run a +SpA nature instead, we can 2HKO Tomohawk with Draco and 2HKO Max SpD Slowking with Bug Buzz (or OHKO max PhysDef Slowking if we run Specs). If physically biased sets are more preferable, Max Attack Hasty/Jolly lets us OHKO Drill with CC and 2HKO defensive Smokomodo with Dragon Hammer, and if we run Hasty we still have enough SpA to OHKO Tangrowth with Bug Buzz. Lastly, Max Attack Adamant/Naughty lets us OHKO Smokomodo after rocks and 2HKO Chansey with CC. You can basically run this thing however you want and it'll work well.

I'm in a similar boat to Dogfish, so I'm also interested in exploring the value of a low HP pokemon. My spread is similar to his in many ways, but less extreme.
(EDIT: He's since changed his, and mine has been changed as well)

We need at least base 30 hp to take blissey's seismic toss twice without investment, and 40 is about the reasonable lower limit for most pokemon.
87 Speed just barely outruns Rotom appliances and can potentially threaten them with ground coverage by ignoring levitate with Ngas
139 attack gives us strong physical power to give Megahorn, leech life, dragon claw/hammer a punch, alongside boosting our coverage moves (with our redundant stab combo, having strong coverage is basically a necessity)
96 special attack guarantees uninvested neutral nature draco meteor does at least 75% to 0/4 Kyurem, pressuring it without rocks up and outright OHKOing if they are, giving us a reasonably powerful special STAB.
154 Special defense just barely lets us live Thunderbolt into Ice beam from Krilowat at full health if we need it, but requires some prior damage on Krilowat or a priority move of ours to reliably beat it

Defenses:


Ok, so our defenses allow us to tank hits from pivots. The PT allows us to take at least 2 hits from Zeraora's Plasma Fists, Close Combat, and Volt Switch. It also allows us to to live 2 Seismic Tosses from Blissey. Just like Dogfish and Riguor, I have decided to experiment on low HP in order to reduce loads of HP from situational switch-ins like Blissey.

Speed Tier: This Speed stat allows us to outspeed most of CAP's most relevant pivots, including non-Scarf Darmanitan, and more notably, Urshifu-S. We are also able to outspeed wallbreakers such as Kyurem, Hydreigon, Urshifu-S, and it also Speed ties with Pajantom.

Offenses: Our Special Attack stat allows us to OHKO slower Pokemon like Kyurem, Urshifu-S, and Hydreigon with a Timid Nature Draco Meteor. A Modest Nature allows us to mostly OHKO Tomohawk.

Overview:

Our concept is named "Roadblock," and the objective is to "excel at slowing down, punishing, or otherwise disrupt the opposing team's pivot strategies." The fundamental reasoning of this spread is to maximize options for dealing with pivots. Pivots like to set up a slower, defensive game where they wear you down, capitalize on mistakes, and pivot out to their offensive partners for an unstoppable wincon. The Slowtwins do this most notoriously with their combination of delayed damage in Future Sight along with incredible recovery with the combination of Slack Off and Regenerator. Blissey does this by being able to tank nearly any hit that isn't strong physical Fighting attacks and Teleport safely while removing any status on it. Pivots are common as a core on multiple playstyles, and therefore a "Roadblock" to them requires a Pokemon that itself can tailor its set to meet team needs. Any "Roadblock" to these pivots by its nature must be able to pressure them and limit the number of viable partners they can build a team with.

This spread achieves this by being fast enough to limit viable partners to those above the 95 speed tier, where significantly fewer Pokemon that run offensive pivoting moves reside. In addition to running pivot moves, those specific Pokemon - Colossoil, Darmanitan, and Volkraken are also known for intensely powerful ability-boosted attacks. Preventing these offensive threats from becoming viable revenge killers based on speed makes targeting the more defensive pivots our concept is aimed at much less difficult for CAP 28.

This spread aims to heavily pressure passive pivots in a neutral situation, and prevent many of their offensive pivoting partners from gaining immediate traction. It's spread structure will vary with team partner needs, but it can viably run a bulky spread, a fast fully offensive spread, and a hybrid bulk/speed spread like Rotom-Heat's pivot set.

96 Speed:

The CAP metagame has a ton of pivots or Pokemon capable of pivoting that sit on 95 Speed, including Darmanitan, Colossoil, and Volkraken, and if CAP is slower they will cede a ton of momentum if CAP comes in while a Slowtwin or Blissey pivots out. While there are still faster pivots like Hydreigon, Hydreigon fears our STABs. Although Urshifu-S is still faster, it functions more as a breaker than can U-turn and usually just wants to click Wicked Blow or Sucker Punch anyway.

Why the 101 HP Sub Option is important:

One of the main targets of our concept is Blissey, and there are several ways for CAP to muscle through it, each requiring a moveslot. Without the 101 HP Substitute option, other options are limited to strong fighting coverage, mandatory Leech Life on a set, or more questionable methods like Endeavor or Pain Split with competing very low HP spreads. The reason Substitute is important is because by our nature we are trying to pin down pivots, especially Teleport pivots. Should we be able to get CAP in on a turn where they do not Teleport out, Substitute gives us an advantage of a prediction buffer. If the opponent pivots to a faster Dragon, they are forced out because they must break a Sub while our attacks can hit freely [Be aware of Band Dragapult with Dragon Darts, though].

With 101 HP Substitutes, Blissey attacks into CAP with a Seismic Toss, and Substitute survives. Seismic Toss has twice the PP of Substitute, and needing two to break Sub puts CAP on equal footing in the long game pivots like to play. Behind a Sub, other pivots cannot Knock Off our item. Scald cannot burn until it is removed. Opponents cannot inflict Toxic status without breaking the Sub first. Weaker U-turns and Volt Switches will bounce off, exposing the new switchin to two turns of CAP 28's offensive pressure. Not only is Substitute a move that can fit on a set, it may be the best tool against these pivots and their common partners, and allow us to open up our Bug STAB more readily to Megahorn instead of Leech Life.

The key here is that this is an option. Leech Life is generally effective in this range, at this attack stat, as healing that can replenish Substitutes on concept-relevant targets. While you aren't forced to use 101 HP Substitutes, you can choose to, and greatly improve your defensive calculations and options against pivot-heavy teams.

131 Attack:
Attack is the primary attack stat of CAP 28, and allows it to secure important KOs and reach important damage and healing benchmarks with Leech Life even if uninvested.

I had to make a sacrifice somewhere, and chose relevant defensive calculations over strong special attacks. Any special attacking set is going to require Life Orb, which is very risky given CAP's hazard weakness. Innately strong boosted Leech Life can makes up the residual damage somewhat, and is still a great option against Blissey and Slowking.

The structure of a mixed set would generally be Leech Life/Thunder/Draco Meteor/4th Attack. Every viable CAP spread is going to prioritize 3 of its HP, Attack, Special Attack, or Speed. Special Attack's viability will depend greatly on coverage, the power gap on Fire Blast or Thunder vs Fire Punch or Thunder Punch against relevant targets is too large to bridge. Incidentally, those more powerful options will be required as Flamethrower and Thunderbolt don't do quite enough damage to consistently RKO defensive behemoths like Toxapex or Equilibra unless hazards are down.

Defenses:
Overall this spread is focused just on coming in on passive pivots and punishing the switch ins hard with either physical or special power. For this reason, the defenses are both pretty low as there isn’t much that we need to switch into. The defense allows us to take two banded grassy glides from :Rillaboom: with a negative nature, while the special defense is largely abitrary, minimising chip from scald and future sight while still allowing :tomohawk:, :jumbao: and :kerfluffle: to ko us with their stab. The very low hp stat means that stoss 3hkos us, but with physical investment leech life heals over half against :blissey: and :slowking:, which is why I didn’t worry about taking multiple scalds and future sights from slowking as we should be able to easily recover that damage.

All of these calcs assume no defense investment and a hasty nature, which helps with mixed sets

Offenses:
First of all, the speed. I didn’t see it necessary to outspeed rotom, as overheat currently 2hkos and to present an immediate threat to it we’d need some awkward coverage. Hence I chose 86 speed, to ensure that we always outpace rillaboom and tomohawk.

For sets that invest in attack, 131 attack allows leech life into close combat to 2hko blissey (and heal half of our health) or megahorn also achieves a 2hko. Megahorn ohkos slowking without significant defense investment and both dragon hammer or uninvested draco meteor are able to okho all of the notable dragons. 140 spa allows uninvested draco meteors to do big damage to tomohawk and the regenerators, forcing them to recover. Physical sets can’t threaten kerfluffle and while they can threaten jumbao, they still die to one moonblast.

So anyway, this set is pretty much focused on allowing mixed sets with either bias to function well. Physical sets can make use of leech life and the low hp to stay healthy throughout the match and can use draco meteor to heavily dent otherwise solid physical answers. Special sets can use close combat to threaten blissey and equilibra while maintaining room for good coverage.

The aim of this Spread is to have the possibility for a variety of sets, to create a versatile mon, that can fulfill different needs in the teambuilder.

I chose 85 HP because it lets 28 live 3 Seismic Tosses from :Blissey: and it makes for a very aesthetically pleasing stat line with the bulk levels I chose. I don’t think you can get any really meaningful HP stat under 131 HP, because having to invest heavily into HP to even get a 404 Sub, detracts from our offensive approach and given the spreads many of us chose, it is pretty unlikely that we would opt to Drop attack or Speed, just to be able to set up a Sub on one Mon. Having a really low HP would practically do the same in my opinion, because the relative increase in bulk at such a low level is Just too good to not make use of, which in turn would lessen the healing we can get out of draining moves. That’s why my HP sits at a happy middle.

As most of us my Spread is pretty weak on the physical bulk, since most of the Pokémon we will wan to switch into carry special moves.
Nevertheless it can Tank one or two hits of several offensive mons as well as some less used defensiv mons.
I chose this bulk in particular, because it lets us live two body presses of defensive :Kommo-o: after a Stealth Rock, which gives us at least one favorable matchup against a dragon.
Within this limit we can also tank one Sucker Punch from :Urshifu:, One Psyshock from :Alakazam: and handle hits from :Zeraora:, :Excadrill: and :Rillaboom:, so that we can at least force these Pokémon out on a free switch.

On the Special Side this spread is somewhat stronger. The benchmark I chose was living 3 Earth Powers from Max Special Attack :Equilibra:, as that could give us solid switch in opportunities on one of the most important mons in the meta.
I didn’t feel like going higher would be as rewarding, as taking 2 Future Sights from :Slowking: sounds nice in theory, but will never really happen in practice, since it is almost always coupled with another hit, that we have no control over.
And all other mons we want to be switching in either have only weak Attacking Stats or Threaten us either way with some form of status or fixed damage.
If there is a need to be able to come into :Krilowatt: though, 80 Evs in HP/60 in SpD ensure we can live one Ice beam into volt switch.
104 EVs in HP let us Live a Moonblast from Defensive :Jumbao:
With Full HP Investment we are able to live a Hurricane from :Tomohawk: and two Flash Cannons of Max SpA :Equilibra:,
which nicely rounds off the possibilities we have with this bulk.

The Special Attacking Stat is the lower Stat in my Spread, because I think that hitting meaningful OHKO Benchmarks on the special side requires excessive Stats and the 2HKO range for many of the mons we want to hit lies somewhat lower, than the OHKO benchmarks on the physical side.
I still wanted to have a mixed option, since a) you can still have a viable attacker even without cleric options on the team (scald burns still annoy us) and b) having two viable attack Stats can create options for possible Lure Sets. (The Opponent expecting a physical Attacker gets hit by a Special Set up mon for example)

Now let’s move to the specifics.
115 SpA ensures, that we 2HKO :Slowking: with a fully invested neutral nature and easily take down :Tangrowth:, defensive :Astrolotl:, :Kommo-o: and other dragons, as well as :Rillaboom: and :Alakazam: in one hit.
At +1 we have a very good chance of a 2HKO on :Ferrothorn:, :Mandibuzz: and Amoonguss with Bug Buzz.
With a fully invested positive nature, we can take down :Rotom-Wash: and :Hippowdon: in two hits with Draco Meteor, even through a Special attack drop.
We can also take more than 50% off :Amoonguss: and :Toxapex: with one Draco Meteor, meaning 90 BP SE coverage can 2HKO both of them.
Boosting to +2 would enable us to break even the really fat defensive mons in the Meta with our Stabs. At the same time Mons like :Kerfluffle:, :Corviknight: and :Togekiss: can still take hits and KO us back.

The Crown Jewel of my spread is its physical Attacking Stat.
With a Base of 135 and a fully invested neutral nature we can ensure, that our main targets :Slowking: and :Blissey: will be genuinely afraid of facing CAP 28.
:Slowking: is easily OHKO by a Megahorn and can even be killed by Leech Life with some previous damage, while recovering around 50% of our health.
:Blissey: can be 2HKOed with Megahorn which reduces the necessity of Close Combat for physical spreads.
All dragons with the exception of defensive :Kommo-o: will fold to one dragon Hammer.

Reasoning for Speed
My Initial goal was outspeeding :Tomohawk: and The Rotoms to improve our Matchups vs. them. Because our typing allows us to deal fairly well with ground moves and our ability removes sand rush from :Excadrill: I cranked it up a notch.
I didn’t want to go further with my speed because I feel that it sits a comfortable speed tier for what we are trying to achieve, being faster than all bulky pivots barring :Astrolotl: and :Hydreigon: and adding to the Speed would have cut into Attacking Stats or Bulk in ways I didn’t think where appropriate what we should be doing.

I had a rewrite of this coming up: after spending an hour on it, I accidentally closed out of the page to view a notification, and lost everything. Amazing. I'll try to recount everything but it will be much less thorough than I'd like because I'm pissed off now and want to sleep. Most of the stuff that involves non-STAB coverage was removed. Underlined statements are new additions.

My main focus was ensuring that 28 is able to do the job it's designed for effectively: threatening the pivots it wants to take advantage of while having the resilience to actually come in on their attacks and their teammates. I'm joining the "low HP" bandwagon, I think there are some neat benefits lower HP has for a Pokemon whose can have access to STAB Leech Life, and it made it easier to go crazy with Special Defense while keeping Physical Defense modest.
Best of luck for those who want to read through everything. I used a Bug/Dragon Vibrava with NGas and my stat spread for the calculations, because Vibrava is a bit more Bug than Flygon while also slightly Dragon.

Bulky Fairys are a nightmare in general, as they eat our Dragon moves, are at worst neutral to Bug, and smack us hard in return. 252 HP Equilibra can take both STABs and only fears a very slim chance to be 2HKO'd by Banded Outrage/Megahorn.

Although we can't take a Play Rough with 100% certainty, the rest of Zera's attacks can be received somewhat comfortably. We live 2 Plasma Fists, a Plasma Fists > Knock Off, and Knock Off > Knock Off. Rillaboom can 2HKO with Wood Hammer, but has no real way of scaring us with any other Grass move, and we have just enough bulk to live boosted Knock Off. Hippo can't 2HKO us, and Blissey at best 3HKOs with Toss. All of these except Zeraora don't factor in HP we can recover from Leech Life, which substantially raises our longevity (or probably KOs you, if you're Rillaboom).
The other attacks are a selection of moves we are able to take, including max power Azumarill's Aqua Jet, which is cool but only helpful if it's low enough to actually fall to any of our moves. Max Def Kommo's Body Press is mentioned as it's the strongest unboosted Body Press in the game at the moment, and I figure that's an attack we'll take fairly often from some Pokemon.

I don't think I need to mention it, but any decently strong SE or nuclear neutral hit on our physical side is going to down us. This includes anything from a 0 Attack Dragapult Dragon Darts to Banded Urshifu Wicked Blow.

28's Special Bulk is the exciting part: we are able to stomach some truly impressive power. Special Zeraora is a complete non-issue if not for Knock Off. The Slows' Future Sight fails to even do over half, and their Scalds do little but fish for burns. Adding Ice Beam onto the set to deal with 28 doesn't help, as it still results in a 3HKO. Rotom-Heat can't 2HKO with two normal-power Overheats, and with neutral nature 252 SpA is unable to KO after two Overheats. Equi doesn't hurt much with EP and we can live a Doom Desire. Tomo's Hurricane can't OHKO without a crit or significant investment. Of course, we're not invincible. Krilowatt scares us with Ice Beam, though we can come in on a resisted Thunderbolt and still take the incoming Ice Beam. Even a theoretical Modest nature set is unable to 2HKO us with this combination. Other Pokemon with SE STAB can scare us, and there's plenty that can take advantage of our defensive typing. This includes Hydreigon, Kerfluffle, Psyshock Reuinclus, Stratagem, and Kyurem, and of these only Reuniclus is slower. We can try to bolster our Special bulk with investment or an AV, but the returns are not terribly good, and we sacrifice a lot of the positives which come from our item slot and status moves if going the AV route.

The Special Bulk suggested is enough to always live a potential 8 SpA Future Sight > Scald from Slowbro and maintain enough HP to take 1 Seismic Toss from Blissey, assuming you don't get burned in the process. I felt it was important that we can handle them both in the same game if we were to handle them at all.

Base 89 puts us comfortably in front of everything on our switch-in list. In fact, Base 87 would've sufficed, so what's with the 89? The answer is Excadrill, which we just manage to creep past. Beyond that, we'd have to hit 94 to so much as tie with Aurumoth, the next Pokemon even worth mentioning. Considering the most important matchups were all around a similar Speed level, I did not see it necessary to go crazy with the Speed, but the prospect of getting the jump on something else around the tier was too hard not to pass up, especially one we want to be applying pressure onto anyways. The extra bit of Speed also gives some room to fine-tune stats to meet some defensive benchmarks should people desire, i.e. 232 Speed EVs lets us outspeed any matching-nature 252 Rotom and leaves 24 EVs to put elsewhere, if Excadrill isn't much of a concern to you. I think flexibility will go a long way for 28 to find success, and the capability to pick what cannot OHKO it is really powerful in that regard.

We have enough Speed to outpace Zeraora at +1, but we also lose to a ton of common scarfers who can all mutilate us, including Hydreigon, Astrolotl, and Jumbao. A Scarf set might be interesting, but I doubt it. If it were good Haxorus would've probably had a swing at it before 28 did.

Strengths:

Struggles against Urshifu. Takes a little less than 50% from Seismic Toss from :Blissey:. May be forced into running a +Atk nature given its lack of Speed.

Reasoning:
I was really interested by the low HP idea, but I realized that it gets absolutely wrecked by Seismic Toss from the blobs. A base 30 HP stat makes Seismic Toss a 3HKO without investment. I always felt that CAP28 should be a stronger physical attacker than special given :Blissey:, but this offensive spread really allows for mixed to be a good option. This gives CAP28 enough defenses to withstand common threats while still being pressured by some of the tier's common offensive mons. I think a good balance is struck between offense and defense here. An additional bonus is that this gives the choice of outspeeding :Tomohawk: to the player, as running max speed allows it to outspeed defensive sets, while max attack is more consistent against other walls.

The HP allows CAP28 to take 4 Seismic Tosses from :Blissey:, which should be more than enough to make up that damage with Leech Life. The physical attack leaves something to be desired, but the special attack backs up the role of anti-pivot, heavily punishing anything offensive that might come in on CAP28, or just doing a massive amount of damage to :Slowking:. This submission is noticeably faster than any other submission, as most of the others don't even touch the 100 speed barrier, while this one far surpasses it. This allows CAP28 to stay in on some of the offensive pivots that might come in on it otherwise, namely :Rotom-Heat:, :Rillaboom:, and :Hydreigon:.

Design Philosophy

This spread is designed specifically to have two different playstyles, that of physical setup, and a specially biased mixed breaker. The special attack stat is placed to be able to guarantee a 2hko on Slowking, ensuring that we are able to safely switch into, and then force it out every single time, and if it teleports, it is still stuck in KO range, meaning that a specially biased set will always win vs Slowking in the long run. The attack stat is then chosen to ensure that we can pressure Blissey using some physical attacks (It is hard to assume which, but Megahorn, Superpower, Close Combat or any other STAB or SE strong hit will force Blissey to recover). This attack stat has the secondary purpose of enabling and pushing physically based setup sets, as the stat is high enough that its usable, without being so high that it denies any option.

The particular choice of speed is chosen because I think it is quite important to be able to have enough bulk to answer at least some offensive pivots (limited Rillaboom and Krilowatt), and well, it is impossible to have that level of bulk, high enough offenses to pressure Blissey and Slowking, be burn resistant, and be fast. As such, the Speed stat was chosen to outrun base 70s even when running a non-positive nature, and to outrun max speed Modest Tomohawk when running a positive nature. This also outruns Venusaur, which is a relevant benchmark.

The general view I have here is then a CAP that has just enough bulk to answer some offensive pivots, enough power to run multiple potent sets in a Specially biased mixed wallbreaker and some kind of setup, and has enough speed to be a credible offensive threat.

The main benchmark I was going for with this spread was ensuring that it would take a Thunderbolt, Surf, or Volt Switch + one Ice Beam from Krilowatt. This does not make sure that CAP 28 beats Krilowatt, at all, but it ensures that you can Soft Check Krilowatt by forcing it to Volt Switch out from you if you come in on anything but Ice Beam rather than just KOing you. Krilowatt certainly is an annoying pivot, and one I'd like to ensure we can at least partially beat, so this is very desirable for me. This comes with the bonus of ensuring that we take 2 Future Sights from Slowking or 2 Ice Beams from Slowking, which are nice, but not mandatory Calcs at all. Finally, this spread has a roll to be OHKO'd by Tomohawk, which is both desirable and intentional.

Granted Rilla could always run Jolly, but there's a notable power loss there, and I don't think that's hugely likely outside of specifically teching for us. Taking 2 Knock Offs from Zeraora and one round of SR is also quite nice, though it can play smart and Plasma Fist us.

Draco Meteor is also like, technically able to 2hko Toxapex if its without Black Sludge, which is sorta nice.

This allows for and pushes a valid mixed set. This attack stat is also chosen to allow for and incentivize "Physical Setup" sets in the movepool stage. This stat could have theoretically have gone as low as 103, but I wanted some extra room to allow for physically biased sets.

Figured I'd take what other users have said earlier into account, so I beefed up the CAP's offenses and gutted its HP. This means we're not as tanky as in my previous submission, but we can threaten these pivots with sheer firepower. I still like the mixed attacker route, so I made sure to hit important benchmarks for both Attack and Special Attack. I also gave it an extra point in Speed to outpace Rotom-A.

I didn't focus too much on bulk, but that doesn't mean CAP28 is a glass cannon; even on the physical side, and even with a Hasty nature, we still avoid the 2HKO from CB Rillaboom's Grassy Glide. If we aren't running Hasty, we manage to live Zeraora's Knock Off after Rocks. On the special side, I made sure to give it enough bulk to survive a Scald-Future Sight combo from Slowking, which I figured would be a good minimum benchmark to hit. Hell, even with no Attack EVS we still gain over 50% of our health back from Slowking with Leech Life, so we could possibly survive a second Future Sight if we had to.

The thinking behind this absurd offensive spread is fairly straightforward: strong physical attacks to hit specific defensive threats extremely hard, alongside weaker special attacks with broader neutral / super-effective coverage.

With 150 base attack, 252 Leech Life is a guaranteed 2HKO on max-Defense Slowbro. Additionally, with an Adamant nature and a Life Orb, it guarantees OHKOs against Slowbro with Megahorn, and Blissey with Close Combat.

The ability to threaten OHKOs on these and similar defensive pivots is important, as, without it, those pivots may semi-frequently opt to take the hit to get off a teleport / spike / toxic / whatever, knowing they could switch out and heal off the damage later.

Such a huge attacking stat runs the risk of 28 becoming generically impossible to switch into. However, this is easily remedied by just being conscientious about what physical coverage we get, ie avoiding combinations with excessively broad neutral coverage.

On that note, while any SpA stat is naturally overshadowed by that Atk stat, I think it could see some legitimate use if we went the Dragapult route of making 28's special coverage much more colorful than its physical coverage.

Others have proposed Specially-biased mixed sets, as special attackers don't have to worry about burn from Scald. This is a valid point, but I think it isn't worth the tradeoff in potential power, utility, and/or versatility.
Bug's special STAB option, Bug Buzz, is quite lacking when compared to Physical. Bug Buzz simply lacks the raw power of Megahorn (being unable to truly guarantee an OHKO on Slowking) and misses out on the cornucopia of weird utility that physical Bug moves offer.
Draco Meteor as a primary STAB is both somewhat difficult for the average mon to switch into, and comparatively easy for fat defensive pivots to switch into or stay in on. Having this be our strongest attack wouldn't help fulfill our concept.
55 HP / 90 Def / 128 SpD hits many of the same defensive benchmarks as other proposed spreads.

It's just enough to ensure we live two Banded Wood Hammers from :Rillaboom: in Grassy Terrain, and a Thunderbolt into Ice Beam from :Krilowatt:. Additionally, with moderate defensive investment, it can survive two Close Combats from Banded :Urshifu:, or Ice Beams from :Krilowatt:.

As for the HP: I was in favor of high HP for a while, but ultimately I think the utility in recovering good amounts of HP with powerful Leech Lives(?) is more significant. It lessens the impact of chip from eg Toxic and hazards and lessen reliance on Heavy Duty Boots. It also adds an interesting tradeoff with EVs (similar to :Hatterene:) where investing in HP results in greater general defensive returns, but weakens the relative healing gained from Leech Life.
Unboosted, this Speed stat is somewhat low compared to the other Speed values that have been submitted.

Notably, it underspeeds :Tomohawk:, :Rillaboom:, and :Rotom-Heat:. However, it’s Speed is close enough to theirs that it may pressure them to invest their EVs and/or Nature into Speed, rather than bulk or power.

On a more general level, don't think a high Speed stat is conceptually critical for 28, as its purpose is primarily to pressure slow, bulky mons, and it does not necessarily need to have a good matchup vs offense.

Additionally, the possibility of speed boosting (primarily via Dragon / Quiver Dance, but also Choice Scarf and Sticky Web) was taken into account. While not essential by any means, speed boosting setup is potentially concept-relevant; to neglect it entirely in the stats stage might needlessly restrict our options in the movepool stage.
  • +1 252 Speed and +2 0 Speed is outsped by 252 Speed Dragapult of the same nature (417 / 418 vs 421 if +Spe, 379 / 380 vs 383 if neutral Spe)
Allowing :Dragapult: and :Zeraora:, who can both hit 28 with strong super-effective attacks, to still outspeed a boosted 28 would go a long way towards preventing such powerful boosting moves from being overbearing.

With a neutral nature, I wanted enough attack to OHKO max sp.def Slowking with Megahorn and no investment as well as 2HKO Blissey with Megahorn and full investment. On mixed sets with a timid nature and full investment in special attack, I aimed for this spread to be able to 2HKO any Slowking spread with Bug Buzz and 2HKO Slowbro with Megahorn. That same investment with a life orb will also 2HKO Blissey with Megahorn or Outrage the majority of the time. Overall bulk with no investment is enough to survive a scald and future sight from Slowking, CB Rillaboom's Knock Off (or 3 Grassy Glides), Life Orb Krilowatt's Ice Beam, or Life Orb Alakazam's psychic STAB of choice most of the time. With full HP investment, it can avoid the 2HKO from CB Rillaboom's Wood Hammer while OKHOing back with Megahorn even with no attack investment. I went with base 100 HP so that CAP 28 is capable of creating 101 HP subs. This is useful for dodging status and beating Blissey (if CAP 28 has no investment in attack and special attack) and Chansey (if at full health and CAP 28 doesn't have a boosting item). 89 speed is for outspeeding Rotom forms and Excadrill.

HP:

I said it once and I’ll say it again. I really liked what Deck Knight was aiming for with his HP value. Having the functionality of 101 hp substitutes improves our matchup against Blissey, which I can only see as a valuable addition. While CAP28’s typing really restricts available moveslots for need coverage, giving players the opportunity to pursue this option if they desire seems like reason enough to make this benchmark attainable. I decided that my approach should be to allow for this functionality without having to change set investments, so this necessitated base 132 (405 HP uninvested).

Bulk:
Given the lower tankiness limits, I was worried about having excessively low defenses if I priorities offensive stats next. To avoid this, I dumped into both defenses to hit both limits (55 DEF / 84 SPD). After some preliminary calculations, I started whittling away at the defenses to see what benchmarks I could skate just above to remove some of the excessive investment in the base defenses. When it came to physical defense, I figured one of the most relevant things to preserve is banded Rillaboom wood hammer being a 3HKO. This knocked DEF down from 55 to 52. Looking at special defense, I wanted to preserve the ability to live a defensive Tomahawk hurricane. This necessitated 74 SPD. I noticed that I was no longer able to live +2 overheat from Rotom-H like I could with the 132 HP / 84 SPD spread. However, with 75 SPD, I could turn that matchup into a 50-50, so I increased it.

Speed:
When it came to a potential speed tier, I looked at the SS speed tier list and cross-checked that with our C&C list. Given that we have situational switch-ins to Rillaboom and Rotom-Appliance, I figured that those would be the best benchmarks to match or exceed. It seems like other users reached similar conclusions, since I am not the only base 87 speed submission. This lets us outspeed max speed Rotom-As and Rillabooms provided CAP28 is also max speed. Like Pip already stated, 87 speed is outpaced by the likes of jolly Excadrill and faster pivots like Urshifu-S, Hydreigon, and Krilowatt.

Offenses:
With the remaining investment, I looked to make offenses with a clear bias but still have the alternate stat be serviceable. I original favored a physical attack bias with 125 ATK / 87 SPA but changed to a special attack bias when conversation began to fixate on the risk of scald burn from slowking. I settled on 125 SPA as it allows Toxapex to be OHKOd at +2 with draco meteor (thanks Spoo for that recommendation). At this point, I was looking to fill the physical attack stat and had no stand-out benchmarks to hit. I would be pushing the limits of the BSR if I attempted to reliable 2HKO with coverage we aren't guaranteed and anything lower than 95 ATK was masked at 140 PS. In the end, I decided on 99 attack as it would be serviceable enough to use. It also provided a 570 BST to be in line with Silvally and left a little breathing room from the 350 BSR limit.

I'm very interested in the submissions we have so far! Here's my takes on each individual stat:

HP: I really think people are overthinking this one. High HP might sounds good on paper, as 101 HP Substitutes could help a lot with the Blissey matchup and that move was considered one of our main tools back in Assessment. However, our typing mean that using Substitute on practice pretty much impossible in my opinion, as I'd be nigh impossible to fit into a set alongside coverage and other moves we'd want. Low HP on the other hand has some interesting implications like having a higher gain from Leech Life and Pain Split, but the first one is unlikely to work well on practice, as our best switch ins resist Bug so even with incredibly low base HP the actual recovery is likely going to be pretty low as long as the opponent has a good check (for reference: 252 Atk [Dragon/Bug with 145 Atk and 15 HP] Leech Life vs. 0 HP / 0 Def Kerfluffle: 40-47 | 12.9 - 15.2% damage / 11.6 - 14% recovered). Pain Split could be an interesting option, but given that we already have a janky typing and a ability that is hard to predict how it'll perform, I really don't like the idea of adding yet another element that we can't predict how it will work out in practice.

Atk: I think that having a good Atk stat is always going to be very important to improve our matchup against Blissey. That said, I feel like this stats is being a bit overinflated in many submissions. Having a good matchup against Tomohawk would be really good, but even with just 125 Atk, Tomohawk will be forced to Roost after taking a Dragon Claw if it wants to come in again, which would be already enough to slow it down considerably and would help any of our teammates switch into Tomohawk much more easily. Additionally, if we had enough power to brute force one of the best physical walls on the metagame, that's going to put a ton of restrictions on later stages if we don't want to simply break the entire meta in half.

Def: I don't really see much value on physical defenses, not being too frail might have its advantages, but there aren't any physical attacker that we'd switch in reliably so these benefits are circumstantial at best.

SpA: I really believe that CAP 28 would benefit a lot from an at least decent SpA. First of all, even when going mixed, special attackers are much better at switching into Scald, as a burn would cripple only one of their moves instead of all of them and said move might not even necessary in some matchups. Additionally, Special variants has a much better matchup against staples like Tomohawk and Toxapex without requiring ludicrously high stats. In general, Draco Meteor is a fantastic move, probably one of the strongest assets of any Dragon-type, so I believe that we should aim to take advantage of it, as it can be incredibly devastating with minimum support from other moves. That said, some of the submissions are already going way too far in the other direction, as a SpA stat over 135 feel pretty over the top.

SpD: I think this is the stat where we have the most freedom, as I think that both low and high ends have their merits. I'd personally favor something on the middle, probably around the point where Equilibra wouldn't easily 2HKO us with Flash Cannon. In general I think that some amount of bulk would be ideal to fully take advantage of Neutralizing Gas, but I don't really mind more extreme approaches.

Spe: I think a good speed stat is one of the best ways to prevent CAP 28 from being outclassed by other Dragons like Kyurem, Hydreigon, and Pajantom, as it makes it much easier to fit CAP 28 into a team. I'd say 87 Spe seems like the most optimal place to go, as it serves to solidify our matchup against Rotom, preventing them from using Volt Switch for free against us. That said, I also like the idea of just using 99 Spe to pretty much bypass the issue of being outclassed by Hydreigon and Kyurem in exchange for lower offenses. As for submissions below 87, I'd be confortable going down to something like 75, but I think going below that would be a bad idea, as letting Tomohawk outspeed us while losing some miscellaneous matchups like Venusaur feels like it would make CAP 28 much more janky than it already is.
