While CAP 28 is being playtested, we'll be creating what will be its final movepool! This movepool will be part of the 2.0 release. During the CAP 28 playtest, the Movepool Leader and Topic Leader may add moves to be banned or required. Keep this in mind when making your movepools!

In addition, as described in this PRC thread, we will be creating movepools for both the pre-evolution and the final evolution together. when submitting, you must submit two sections, one for the pre-evo and one for the final evo.

-----

We've had a discussion of movesets, which identified the competitive movesets we intend to be the most viable in standard CAP play. Please see the concluding post in that thread, as well as the following poll, for more information on those movesets.

The following rules apply to all Movepool Submissions:

  • The movepool can contain a maximum of 75 total moves. You may have less than or equal to 75 moves, but not more.
  • All movepools must have all the Mandatory Moves listed below.
  • No movepool may contain any of the Banned Moves listed below.
  • Any move not listed as Banned is provisionally allowed.
  • The Movepool Leader (LucarioOfLegends) and Topic Leader (Mx) may add Banned moves during the course of this thread. If that happens, there will be ample notification in the thread, and you will have the opportunity to remove those moves from your movepool prior to final submissions.

Final Movepool Submissions must include all of these moves, and they cannot be Event Moves. Submissions that don't have all these moves will not be considered for slating.

In addition, the following are banned:

Note that any move which is competitively inferior to a mandatory move is allowed as an exception to the bans above unless explicitly stated otherwise. This includes things such a weaker versions of mandatory STAB and coverage moves.

While this is a submission thread, discussion on Work-In-Progress (WIP) and Final Submissions is encouraged so the community can make an informed decision during the polling stage.

Hey y'all! Welcome to the movepool stage for CAP28! We've chosen to start this stage just a wee bit before the 1.0 release, but just know that the winning movepool will be added for the 2.0 release.

As stated by the OP of this thread, we will be paying close attention to the playtest and the variety of moves in the recently added preliminary movepool. If one of those moves turns out to be problematic, then Mx and myself will make sure to blacklist it here. Make sure to stay watchful of this thread for any developments.

As always, if you have a move that you think might have some possible legality issues that isn't explicitly blacklisted, make sure to ask for a legality check and I will give my verdict on the move after a bit of consideration. Also make sure that your movepool is legal; it would be sad if a good one couldn't go to poll because of it.

Happy posting!

Pretty standard stuff. Every playtest I've done can be put together with this set. I won't give too much explanation right now on why I included certain things.

Some moves I declined to put on:

Clear Smog: I was wondering if Haze gives CAP 28 a whole new niche, and it might, which I am totally cool with, so I included it. I think Haze makes more sense than Clear Smog flavor-wise.

Dual Chop: Chop? With those little claws? I don't think so.

Acrobatics: I am wary of adding what is potentially very strong flying coverage in case it breaks the :Kerfluffle: matchup. Dual Wingbeat is as far as I go.

Throat Chop: Chop? With those little claws? I don't think so Part II: Electric Boogaloo. Dark coverage is not important to CAP 28.

Drill Run: Pokemon that learn Drill Run can usually, uh, drill. With some kind of drill thing.

Aura Sphere: I said it in discussion: there is no situation where CAP28 is running Aura Sphere over Focus Blast. Given Aura Sphere's rarity, I left it off for flavor reasons.

Agility: I don't personally like CAP28's potential with Agility. It is risky to give a mon with this much offensive potential, and it could also end up never being used.

Smart Strike: Very rare and I'm ok with giving access to Iron Head.

Electroweb: Honestly flavor got me to take it out, though I think cool tech could've been done with the move. Only mons that are :Butterfree:, are electric-type, or are :Passimian: for some reason get it.

Shadow Claw: Claw? With those little claws? This is a bad joke, but it rings true. Ghost coverage really isn't something CAP 28 should be worried about losing.

Weather Moves: There's really no flavor here, plus it's not like CAP 28 is particularly good on any weather team or even has connections to those types.

Giga Drain: Hard flavor sell, I could see it but Grass coverage isn't really that important.

Superpower: Usually mons with Superpower can lift really heavy things or are strong as is. CAP 28 looks more tail-focused than strength-focused to me, so I left Superpower off. I really doubt there's a situation where Superpower is better than Close Combat.

Evolves at level 38
Dragons are notorious for evolving late while bugs are notorious for evolving early. I decided to strike a medium between :Noivern: and :Centiskorch:.

If I can request anything, I’d like to see replays with Iron Tail+Compound Eyes, as it’s the only move on my list that has me a bit worried.

Evolves from its prevolution at Level 30.
1 Dragon Hammer
1 Struggle Bug
1 Smokescreen
1 Dragon Breath
1 Bite
Evo Move: Dragon Hammer
12 Smog
17 Bug Bite
22 Poison Gas
29 Bug Buzz
36 Haze
43 Super Fang
52 Crunch
59 Dragon Pulse
66 Lunge
71 Giga Impact

This movepool is heavily inspired by Sizzlipede and Centiskorch, and is mainly composed of moves that lean to one of the two themes of Miasmaw - gases and biting. Getting Bite and Bug Bite very early on and then Crunch and Super Fang near the end of its movepool ties into that. While it is not a poison type, most gaseous moves are poison typed, but I opted out of stuff like Clear Smog so I didnt feel like Miasmaw had a "3rd typing". I ended the movepool with Giga Impact as a callback to how specific Pokémon would be gifted the ability to naturally learn these powerful moves, and Miasmaw looks imposing enough to do so.
Bug and Dragon Egg Group

Dragon Rush - Garchomp
Dragon Tail - Milotic
First Impression - Golisopod, Haxorus
Poison Fang - Skorupi
Recover - Orbeetle

Most of these are just required moves that couldn't fit anywhere else. I slotted in Poison Fang here because its another biting move, but I wanted to avoid the same thing i mentioned there so no level up appearance.

TM09 Giga Impact

TM39 Facade
TM66 Thunder Fang
TM67 Ice Fang
TM68 Fire Fang
TM76 Round
TM81 Bulldoze
TM97 Brutal Swing
TM99 Breaking Swipe

Simple list of TMs. I didn't feel the need to overload its movepool here, because that's gonna happen later on. Things like Pin Missile are on par of the course for Bug types, all of the Elemental Fangs lean towards its biting flavor once again. Stuff like Brutal Swing seems probable thanks to its body type.

TM85 Work Up
TR94 High Horsepower

Here is where the majority of Miasmaw's required moves lie - TRs! Not much really to say about the TRs that aren't required. Body Slam is near universal on physically inclined mons, it already learns Crunch, Agility is for a neat offensive set that was not mandated but previously given the "go ahead" on being on movepools. The rest are just weaker versions of already existing STABs and coverage.
Draco Meteor
Dual Wingbeat
Corrosive Gas
Skitter Smack

These are all easy to explain. Draco is required, Dual Wingbeat is learnt by everything that has some semblance of wings, Corrosive Gas leans further into the Gas flavor, and Skitter Smack is known by almost every fully evolved Bug type.

Hi all! Just a quick note about another change to the process:

As described in this thread, you are required to submit a movepool for the pre-evolution as well. This thread will stay open until after the pre-evolution is complete so you have time to adjust your movepools accordingly!

I've updated the OP with this clarification.

Final Submission

Miasmaw
Evo: Dragon Hammer
1: Dragon Hammer
1: Fire Fang
1: Thunder Fang
1: Ice Fang
1: Struggle Bug
1: Tackle
1: Bug Bite
1: Smokescreen
12: Bite
16: Dragon Breath
20: Haze
24: Crunch
28: Leech Life
32: Recover
36: Bug Buzz
42: Dragon Pulse

48: Lunge
54: Super Fang
60: Dragon Rush

Miasmaw is defined by the jaw-like anatomy of its abdomen, which looks capable of both biting and breath moves. This is why the elemental fangs, Bug Bite, Crunch, and Super Fang find their way into its level up movepool, as well as Dragon Breath and Dragon Pulse. Having the elemental fangs as Heart Scale moves is nothing new, as Pokemon like Drapion and Tyranitar have the same feature. Compared to its prevo, Miasmaw also has a heavier and stronger-looking abdomen which looks like it can be swung down like a hammer, which is why it learns Dragon Hammer upon evolution. The gas coming from its abdomen factors into Miasmaw learning Smokescreen and Haze, while Lunge is a late-level move also learned by strong physical Bugs like Buzzwole and Centiscorch. Recover is here because I imagined Miasmaw being able to heal and regenerate its abdomen after using it to pulverize opponents.
Egg Groups: Bug / Dragon

Clear Smog: (Weezing -> Gastrodon -> Kingdra)
Dragon Tail: (Kommo-o)
First Impression: (Golisopod)
Flail: (Goodra)
Harden: (Butterfree)

Clear Smog goes with the special gas being emitted. If it can neutralize abilities, it can neutralize stat boosts too, right? It's effectively just a different version of Haze. Dragon Tail is required, and Miasmaw could very likely swing its abdomen to knock an opponent away. First Impression is required, and I can't figure out a strong flavor reasoning for this one. Flail reminds me of gross little bugs like silverfish and earwigs which will try to jump and flop around when panicking. Harden is here because even though Miasmaw lacks a "cocoon" stage, I imagine its abdomen being formed with hardened exoskeleton, so why wouldn't it be able to harden the rest of its body with some extra effort?
TM07: Pin Missile
TM08: Hyper Beam
TM09: Giga Impact
TM21: Rest
TM23: Thief
TM24: Snore
TM25: Protect
TM26: Scary Face
TM31: Attract
TM33: Rain Dance
TM34: Sunny Day
TM39: Facade
TM40: Swift
TM66: Thunder Fang
TM67: Ice Fang
TM68: Fire Fang

TM76: Round
TM81: Bulldoze
TM98: Stomping Tantrum
TM99: Breaking Swipe

TM list is fairly basic, Pin Missile is because of the spikes on their abdomens, Stomping Tantrum because almost everything that gets Earthquake also get the move. Thief and Swift are very widely distributed, with Thief being given to pretty much anything that can dash in and attack. It gets Breaking Swipe because it is part Dragon and can swing its abdomen like a "tough tail" I imagine.
TR00: Swords Dance
TR01: Body Slam
TR08: Thunderbolt
TR09: Thunder
TR10: Earthquake
TR13: Focus Energy
TR18: Leech Life
TR20: Substitute
TR24: Outrage
TR26: Endure
TR27: Sleep Talk
TR28: Megahorn
TR31: Iron Tail
TR32: Crunch
TR33: Shadow Ball
TR37: Taunt
TR39: Superpower
TR42: Hyper Voice
TR47: Dragon Claw
TR53: Close Combat
TR58: Dark Pulse
TR60: X-Scissor
TR61: Bug Buzz
TR62: Dragon Pulse
TR64: Focus Blast
TR67: Earth Power
TR68: Nasty Plot
TR70: Flash Cannon
TR74: Iron Head
TR85: Work Up
TR94: High Horsepower

TR list has lots of required moves. Body Slam is widely distributed, and Miasmaw could probably drop its body weight onto its target. Focus Energy because it looks like it could focus before firing an attack from its abdomen. Crunch because bitey. Shadow Ball is widely distributed, it and Dark Pulse could be fired from its abdomen. If things like Scraggy and Bagon can use Dragon Claw, Miasmaw probably can too. X-Scissor is widely distributed on things with claws/scythes/swords, and especially on Bugs.
Corrosive Gas
Draco Meteor
Dual Wingbeat
Skitter Smack

Tutor moves are standard, Dual Wingbeat because it has wings, Skitter Smack because it's a crawly bug, and Corrosive Gas fits the gas flavor.

Prevo
Level 40 was chosen as its evolution method to be around other two-stage Bug-types, being later than Crustle (34) and Galvantula (36), in line with Drapion (40), and earlier than Volcarona (59).

Doesn't get Thunderbolt/Thunder because it doesn't have that power yet. No Earthquake, Focus Blast, or Close Combat either because it's small and weak-looking.

Hey everyone! It seems that we have enough information about the pre-evolution now to get these movepools finalized. Consider this your 72 hour warning to get your movepools finalized. If you need some more time, do let me (or one of the CAP mods) know. Thanks!

For reference, this is what Miasmaw's pre-evolution looks like:

Its typing, as we just decided, is Bug/Dragon. Hopefully this comes in handy when determining what moves, egg group(s), and evolution method we give the line! You must specify an evolution method in your Final Submission post.

In addition, please make sure to follow the movepool format for both Pokemon! I forgot to include it in the OP originally, but I've edited it in.

Quick q. Are there any moves in the preliminary movepool currently that will be considered for a retrospective ban.

Miasmaw

Evolves from CAP28's Prevo at level 38
Evo: Dragon Hammer
1 - Thunder Fang
1 - Ice Fang
1 - Fire Fang
1 - Dragon Hammer
1 - Astonish
1 - Withdraw
1 - Smokescreen
1 - Bite
15 - Protect

30 - Flail
35 - Crunch
42 - Clear Smog
49 - Slam
56 - Lunge
63 - Super Fang
70 - Dragon Rush

Fang flavour!
Miasmaw's huge jaw-like tail is its most impressive feature, and as such felt it appropriate to highlight this in its movepool. Dragon Hammer is the perfect evolution move, showing off its ability to use its tail-like neck in the same way that Exeggutor does. The elemental fangs are natural level one moves following the patterns of many other Pokemon, while Bite, Bug Bite, Crunch and Super Fang pepper the rest of its level up moves. In between these biting moves, we see references to its smoke in Smokescreen, Haze and Clear Smog, as well as moves that highlight its ability to slam foes with its tail in Flail, Slam, Lunge and Dragon Rush. Its movepool level-up pattern is modelled after Sizzlipede and Centiskorch with intervals of five on CAP 28's prevo, jumping up to 7 after it evolves, although in this case it is at 38 instead of 28.
Egg Groups: Bug / Dragon

First Impression (Golisopod, Trapinch, Axew)
Skull Bash (Sandaconda)
Dragon Tail (Dratini, Vibrava, Milotic, Salamence, Druddigon, Tyrunt, Jangmo-o, Duraludon, Charmander, Skrelp, Helioptile, Dreepy)
Recover (Shelmet, Milotic, Appletun, Blipbug)

Not much to say regarding the choice of Egg groups. Skull Bash is a move that I think fits particularly well with the Prevo. First Impression is most commonly seen as an Egg move, so I thought that was fitting. Dragon Tail is another move that is quite common as an Egg move. Recover was chosen as its final Egg move to mimic Blipbug.

TM76: Round
TM81: Bulldoze
TM85: Snarl
TM97: Brutal Swing
TM99: Breaking Swipe

The TM list is fairly straightforward, being reserved primarily for required moves, and a few pro flavour Fang and Tail-slamming moves such as Screech, Scary Face, Bulldoze and Breaking Swipe.

TR09: Thunder

TR67: Earth Power
TR68: Nasty Plot
TR70: Flash Cannon

TR72: Power Whip
TR74: Iron Head
TR85: Work Up
TR94: High Horsepower
TR99: Body Press

The TR list is similar to the TM list in terms of being composed of primarily mandatory moves, and a few flavorful additional coverage options such as Power Whip and Superpower that relate to its tail's power. Aura Sphere is omitted due to its relatively low distribution. Dark Pulse is also omitted due to its flavour being off in my opinion, which is reasonable considering the lack of Aura Sphere, Water Pulse and Mega Launcher. Iron Defense and Body Press may seem strange but they are included primarily to relate to CAP 28's prevo looking like it would shutter up and defend itself (similarly to Withdraw).
Draco Meteor
Corrosive Gas
Skitter Smack

Pretty straight forward too, with both Draco Meteor and Skitter Smack almost universal. Corrosive Gas is a little bit more contentious but it fits with Miasmaw's flavour.

20 - Bug Bite
25 - Haze
30 - Flail
35 - Crunch
40 - Clear Smog
45 - Lunge
50 - Super Fang

Fang flavour!
CAP28's Prevo, much like Miasmaw, has a pronounced jaw and smoke stream. Unlike Miasmaw, however, its tail seems less able to slam powerfully, and as such a few moves like Slam and Dragon Rush are left off. Opting instead, to cap its level up pattern with Super Fang at 50. Withdraw is a fitting early move for its ability to shutter up, and which carries on to Miasmaw. As mentioned previously, its level up pattern mimics Sizzlipede. An evolution method of hitting level 38 was chosen to mimic Sizzlipede's at 28, but with a few extra levels to reflect Miasmaw's higher BST.
Egg Groups: Bug / Dragon

First Impression (Golisopod, Trapinch, Axew)
Skull Bash (Sandaconda)
Dragon Tail (Dratini, Vibrava, Milotic, Salamence, Druddigon, Tyrunt, Jangmo-o, Duraludon, Charmander, Skrelp, Helioptile, Dreepy)

TM31: Attract
TM39: Facade
TM66: Thunder Fang
TM67: Ice Fang
TM68: Fire Fang
TM76: Round
TM85: Snarl
TM99: Breaking Swipe

Unlike Miasmaw, CAP 28's Prevo does not need Hyper Beam or Giga Impact. It also misses out on other moves like Bulldoze and Brutal Swing due to its tail being less pronounced and mobile than Miasmaw's.
TR10: Earthquake
TR13: Focus Energy

TR32: Crunch
TR37: Taunt
TR46: Iron Defense
TR61: Bug Buzz
TR62: Dragon Pulse
TR74: Iron Head
TR85: Work Up
TR99: Body Press

In comparison to Miasmaw, CAP 28's Prevo loses a majority of its coverage options, particularly Special moves, due to its smaller stature and less of a potential blasting focus, with its smoke being confined to its nostrils, making moves such as Superpower and Close Combat unfeasible, as well as options like Thunderbolt and Focus Blast seem odd. Similarly, Swords Dance and Nasty Plot are ditched. Iron Head and Iron Tail stay due to its hard, skull-like shell. Earthquake is also maintained, considering the similarly small Pineco and Dwebble maintain it.
