Heal Bell's practically a signature move in SV, and given that we've not really pushed for it that hard until recently I don't think it merits inclusion. Curse seems entirely irrelevant to the mon as it'll function, our special attack is simply better than anything we can do physically and like, we're a special wall not Snorlax. I really don't think we need a ton of moves on this mon.
 
Are offensive recovery moves like Parabolic Charge on the table?
Parabolic Charge is simply too weak a move to function even with Electromorphosis, and our high HP stat makes us particularly ill-suited to abuse it. I wouldn’t consider it a competitive addition here.

To extend this post a bit longer and cover something I forgot to earlier, I think we should just keep our 50% recovery simple and go for Milk Drink. I can see why some may want something like Morning Sun, and I don’t think that it should be disallowed in movepool submissions, but CAP35 doesn’t especially fit on Sun teams for any meaningful difference to exist 99% of the time. Again, I think the sets made by Quziel and I (plus Volt Switch probably) are about all this Pokémon needs for 1.0.

One move I have not seen in recent discussions is Roar / Whirlwind (Roar is more flavourful with little to no competitive implication) - it was discussed in the Defining Move step but not brought since. I believe it can be a significant addition to CAP35's arsenal, if only because you can scout around and stack hazard damages in combination with Knock Off - especially if the opponent switches on their Ground-type and you force it out (which is even better if Electromorphosis is active)
Both Knock Off and Super Fang are great option with a phazing move to cripple around the enemy team.

I feel it's best to gauge whether or not we want it as an option. I think CAP35 can be successful without it, but it's a genuine niche that we might (or not) allow.

This list I think best captures community consensus and gives us a really solid product for 1.0. Curse, Court Change and a few other moves were left off because they aren't 100% necessary for this 1.0 release and there were some fears about their strength. Fire Emblem Fact: The Fire Emblem franchise has had a few variants/side games similar to Pokemon, but it's only crossover was with Atlus's Shin Megami Tensei. The game, named Tokyo Mirage Sessions FE, is a crossover that combines gameplay, narrative, and aesthetic elements from said game with characters from Nintendo's Fire Emblem series.
