At the deadline, the vote was tied, 39 for capefeather, 39 for Jibaku. The tiebreaking process is described here: http://www.smogon.com/cap/process/process_rules . capefeather's submission was the leading votegetter in each of the previous two rounds, as well as my preference. As such, the tie is broken in favor of capefeather. Congratulations!
