I think the biggest adavantge for a wcap is that allow smaller region and people for the small region to participate and showcase what can they do, we used to have people from south america with mx and I. and most people who are familiar with cap already know the older gens is not that difficult to learn and there is a balance and already people from other countries that already want to represent their country, chile has its players, argentinian as well, etc, and I think having diverse teams will allow the players to have each one a chance.
One if the biggest weakness of the CAP PL format is that if you aren't well known in the community you will not get drafted and the draft process just becomes in chosing the best players, but with a wcap format the draft becomes differently as each team will have a strong player already secure, because of the variaties of players there are, for example: you can have your own strong gen 7 player that can learn gen 7 cap, and then the process of competion and draft gets more balanced, because you will have unexpected players that aren't cap mains that can perfom well with the proper captain of their region.
Wcap is a great instance for people to represent their love the community and is easier to make different players to join, as is very different the feeling of rooting for your team.
