Ice-eyes, LO Waterfall doesn't 2HKO 252/252 Quaggy, perhaps you were forgetting about Unaware, which ignores Shell Smash? Granted, the most it can do back is Earthquake, but it is one of the better checks.

When Carracosta's DW ability Swift Swim gets released, how many Speed Evs will be needed to outspeed a lot of the OU tier pokemon? just out of curiosity. B/c then I believe Carracosta should be OU or at least UU b/c it can succesfully run a Wall-Breaker set with ease.

Unreleased Dream World abilities are not pertinent to the analysis at this point - whenever Swift Swim Carracosta is released, we will see how it affects the metagame, and what good benchmarks it should be at for the metagame (again, at that time). Also, this is an NU analysis, not OU.
