Basculins decent speed tier and strong, mostly unresisted STAB make it a threatening wall breaker. Aqua Jet is a powerful priority option-- which is even stronger on Adaptability sets, that allows Basculin to pick off weakened faster and set up Pokemon like Masquerain, Dragon Dance Charizard, and Alolan Dugtrio. The last two moves you want depends on what ability Basculin runs, Liquidation is a good option for Adaptability variants to run if to take the recoil that comes with using Wave Crash. However Rock Head sets don't face this issue and are better off running Double Edge or the riskier but stronger Head Smash to hit resists like Gogoat and Mareanie. Ice Fang lets it do Super Effective damage to Grass-types like Gogoat and Dartrix but is usually outclassed by Head Smash on Rock Head sets. Tera Water can be run to even further amplify its STAB moves alongside Adaptability. However Rock Head variants can run Tera Rock for a STAB Boost on Rock Head
Basculin-B likes having teammates with pivoting moves to help it get onto the field safely, as such teammates like Rotom-F, Alolan Persian, and Articuno are very desirable. Its weakness to the everpresent entry hazards make hazard removal from the likes of Quaxwell and Dartix very useful. On the contrary it really enjoys having hazards on the opponents field to it wear down Pokemon that might resist its attacks, so hazard setters like Whiscash and Gabite are good teammates. Lastly, a defensive backbone consisting of tanks like Misdreavus and Tinkatuff that can switch in against revenge killers that take advantage of Basculin being choice-locked such as Alolan Dugtrio, Scarf Rotom-F, and Alolan Persian are very much appreciated. Fire-types like Houndoom and Charizard have great synergy with Basculin as they can pressure the Grass-types that check Basculin, and in return Basculin can wear down opposing Water-types and threaten Ground, and Rock-types like Whiscash, Carbink, and Lycanroc-M. Lastly, set up sweepers and cleaners such as Carbink, Scarf Rotom-F, and Electrode greatly appreciate Basculins ability to break through opposing defensive cores.
